MINUTES OF THE • RULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS MONDAY EVENING,
AUGUST 6, 1945, AT 8:00 P. M. .
CALL TO ORDER: The meeting was called to order by Mayor Pflughaupt,
presiding, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, Schaxringhausen,
McKay, Harm, Campagna, and Halverson responding to roll -call.
REPORTS OF OFFICERS: The Clerk then submitted the reports for July, 1945,
of City C lerk Otto W. J. Henrich, Building Inspector F. Scharringhausen, Electrical
Inspector A. Rieck. The Mayor ordered the reports placed on file.
COMMITTEE REPORTS: The Municipal Development Committee through its
Chairman Alderman McKay reported having .mritten a letter to the Mayor and Aldermen
of Park Ridge regarding the Klein property -County Zoning, but had received no reply.
The Streets and Sanitation Committee through its Chak±man.Alderman
Campagna reported on cleaning of eye -sore at CityGarage; that as soon as all the
tar vas used up, the tar wagons would be removed. Alderman Campagna also reported
on six the petition of .citizens of Third Avenue and N.Golf Cul de Sac regarding the
street lights. He stated the matter was settled to the satisfaction of the petitioners..
Public Relations Committee, through its Chairman Alderman "apieralski, re-
ported on a meeting regarding tin -can salvage. October 6th is to be the pick-up day.
l'he rater Committee through its ChairmanAlderrian Halverson reported on
water consumption for the month of July. The high mark was 1,274,000 gallong and
an average of 1,068,n00 gallonks for the month.
REPORTS OF CITY ATTORNEY OPEKA: The Attorney recommended the acceptance
of the offer of Talcott and Talcott regarding the quit -claim deed on behalf of Fred
Haase. The motion was nada by Alderman Kehe and seconded by Vavrinek to accept the
report of City Attorney Opeka. The motion was voted upon by acclamation whereupon
the Mayor ddclared the motion carried.
The Cler': then read for first reading the following proposed ordinance:

The motion was made by Alderman Kehe and sefonded by Campagna to suspend the

PARK RIDGE GARBAGE DISPOSAL: The Clerk then read the following letters:

• Enclosed herewith please find letter from the City of Park Ridge together
with unexecuted contracts submitted for garbage disposal.
The letter advises that effectiveas of July 19th, the City of Park Ridge
will no longer require of the use of the Des Plaines disposal plant, they having

Dear Sir:
The Chairman of the Health and Sanitation Committee has directed me to re-
turn the contract for garbage disposal between the City of Des Plaines and the City
of Park Ridge. arrangements have been made by the Sanitary Department for the dis-
posal of garbage at a Ouch lower rate and which will also eliminate using the City
dump in Park Ridge as garbage and refuse does not have to be sorted.

Services at the Disposal Plant in Des Plaines have been satisfactory and
_ie appreciate the courtesy shown us. However because of the changes made the City
of Park Ridge' wishes to file notice effective July 19, 1945 that they will no
longer require the use of the Des Plaines Disposal Plant.

The Case.of Boeckenhauer vs. the City of Des Plaines, pending on appeal
to the Supreme Court is now fully completed according to the settlement agreement
entered into some time ago. Accordingly, I herewith submit the following documents:

No. 2947974 covering "The North 40 feet of the West half of the
North east quarter, Section 19, Township 41 North, Range 12.

The motion was made by Alderman Kehe and seconded by Schnson to adopt the said pro-
posed resolution. The Mayor put the question and the Clerk called the roll with the
following result: Ayres; Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe, Schar-
ringhausen, McKay, Harm, Campagna, and Halverson. Nays; none. The Mayor declared the
motion carried and the said resolution adopted.
The Finance Committee through its Chairman Alderman Kehe reported on the
letter of Harry Telcott regarding Special Assessment #52693 vouchers recommending
that thecbtty Council take no action ma on the Supplemental Assessment at this time,
unless compelled by mandamus order. The motion was made by Alderman Kehe and seconded
by 1Yapieralski to concur in the report. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and instructed the Clerk to write a
letter to H. Talcott informing him of -this recommendation.
City Attorney Opeka reported on County paving of Thacker Street west of
Wolf Road. The motion was then made by Alderman iiapieralski and seconded by Wolf
that the City Clerk, City Attorney, and City Engineer draw up a petition to send
to the County Board regarding the paving of Thacker Street west of Wolf Road. The
motion was voted upon by acclamation whereupon the Mayor declared the motion carried.

-After spending many months on the revision of the municipal code, I find
it necessary and desirable to secure the services of Mr. Thomas A. Matthews, Nationally
known code -writer, to assist me in bringing this work to an early completion.
Mr. Matthews had agreed to work with me in this matter in accordance with
the letter which is hereto attadhed. •
Your authorization to secure the services of -Mr. Matthews upon the terms
and conditions outlined in his letter is respectfully requested.

Dear Mr. Opeka;
should be glidtto work with you in the preparation of the new code of
ordinances for the City of Des Plaines, doing the work as your associate in ac-
cordance with our conversation today.
The total charges for my services in connection rith this --which would
include all of the drafting, incorporating changes required after consultation
with the City cff'icials, and preparing an indeac--would be $1600.00. This would in-
clude having the code completely prepared and ready for the printer. •
My customary procddure is to receive about one-third of the total amount
crf the charge when the work is commenced, one-third when the first draft is presented
for consideration by the mayor and council, and one-third when the final draft is
completed with index, ready for the printer. •
Althoughi it is impossible to predict definitely how long a job of this
kind would take, I think it is safe to say that I would have the first draft ready
for you. -within from four to six months of the time I start it.

• Would like your permission to have•a Salvation Army doughnut.day, at your
Oity on Saturday September 8th, 1945. You have kindly granted this permission in
former years, and we will appreciate your consideration for this year.
Last year $360. was realized on tag day, this has been laid aside as a
trust fund to be used in Des Plaines as the need arises, this year the same procedury
with the exception of the very small expense•the money will be kept to be used at
your City s ;2 Des Plaines.

The motion was Made by Alderman Napieralski and seconded by,Tohnson to
eliminate parking on Lee Street between Park Place and Jefferson Street., this to
be referred to the Public Protectiod*Cotmittee and the'Traffic Q)mmiss ion. The
motion was voted upon by acclamation whereupod the Mayor declared the motion carried.
Ald4rman Campagna requested the Clerk to write to the Chicago
and Northwestern Railroad for two carloads of cinders.

PP$OVAL OF MINUTES: Each member of the Council having be supplied with
a copy of the minutes of the regular meeting of July 16t 1945, the motion was made by
Alderman McKay and seconded by Napferalski that the said minutes be approved. The
motion was voted upon by acclamation whereupon the Mayor declared the motion carried
and the said minutes approved.
ADJOURNMENT: The motion was made by Alderman Vavrinek and seconded by
Johnson to adjourn. The motion 'Was voted upon by acclamation whereupon the '"ayor
declared the meeting regularly adjourhed.
