In regards to the Zoning Board, Mayor -Garland then said that S. Elliott
had resigned from the Board and he wanted suggestions for a new man to
appoint on the Board.

CALL TO ORDER: The meeting was called to order by Mayor Charles H.
Garland, presiding, with Aldermen Johnson, `yapieralski, Pflughaupt, Vavrinek,
Kehe, McKay, Campagna and Halverson responding to roll -call. Aldermen
Lemke and Scharringhausen were absent during the entire meeting.
STREATS REPORT: Alderman Campagna asked for reading of resolution
on figures by City Engineer for maintenance of Arterial Streets or State
Highways by municipality under the Motor Fuel Tax Law.
The Clerk then read the following proposed resolution:
BE IT RESOLVED by the Council of the City of Des Plaines, Illinois, that there
is hereby appropriated the sum of $2451.36 of Motor Fuel Tax funds for the
purpose of maintaining under the Motor Fuel Tax Law, the following described
arterial streets or State Highways, from July 1, 1944 to June 30, 1945.

CITY ENGINEER TO SEE THAT GRAVEL IS REMOVED FROM REPAIRED STREETS:
Alderman Napieralski reported dust condition of streets due to excess gravel
on repaired streets. The -City Engineer was requested to contact the con-
tractor to remove loose gravel.
PLANS FOR IMPROVEMENT OF RIVERVIEW AVENUE AND EVERETT STREET: The Clerk
then read the following letter submitted by the City Engineer:

Attached please find, for your approval, plans for the improvement of River-
view Avenue from shite Street to Orchard Street; and the improvement of

phis proposed improgement calls for an eight -inch water bound macadam base
with a three coat asphalt surfacing. The pavement to be twenty-three
feet -wide and without curb and gutter. The cost of this work is to be paid
by the builders of the Duplex Homes near these streets.

SUMpONS IN MANDAMUS: the Clerk then read the summons in Mandamus,
Superior Court of gook County, Aurel E. Goglin vs. City of Des Plaines, a
Municipal Corporation of Cook County, Illinois. City Attorney Opeka explained
the suit. The motioe was then made by Xlderman Johnson and seconded by
Napieralski that the ity Attorney file an appearance and answer in said cause.
The motion was voted on by acclamation whereupon the Mayor declared the motion
carried.
RESOLUTION OF REHABILITATION FOR SERVICEMEN' The Clerk then read the
following resolution:
A RESOLUTION CREATING THE DES PLAINES
SERVICEMEN'S REHABILITATION COMMITTEE
* * * * *
WHEREAS, a large number of the residents of the City of Des Plaines have already
been inducted into the Armed Forces of the United States, and it is probable
that others will be in the future, and that the problems of readjustment which
have already, and will continue to arise through the return of the Serviceman
from military to civil life, are of the greatest moment confronting this country
today, and will become increasingly so in the immediate future; and
WHEREAS, the Federal Government and the State of Illinois have enacted many
laws for the benefit of the Serviceman relating to disability compensation,
hospitalization, insurance, employment, vocational training, education, gov-
ernment loans and other matters; and that it is desirable that an offichial agency
in the City of Des P1.8ines be created to assist the Serviceman in obtaining
the benefits and advantages of all such legislation, and to assist such
serviceman to rehabilitate himself; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK
COUNTY, ILLINOIS:

Section 1. That there is hereby established the DES PLAINES SERVICE?,EN'S RE-
HABILITATION COMMITTEE, which shall consist of a chairman and six other members
to be appointed by the Mayor, by and with the advice and consent of the C
Council. The members of the Committee shall serve without compensation and
may adopt such rules and regulations as are necessary and proper for the
conduct of its affairs. The Committee shall actively assist and engage in
the physical, social and economic rehabilitation of the Serviceman of World
War II, and to that end inform, advise and guide the veteran on all matters
relating to disability compensation, hospitalization, insurance, employment,
vocational training, education, government loans, and all other beneffts and
advantages that may be available to the Serviceman under the laws of the
United States of America and the State dr Illinois.
Section 2. That this resolution shall be in full force and effect from and
after its passage and approval
The motion was made by Alderman Pflughaupt and seconded by Campagna to adopt
this proposed resolution. The Mayor put the question and the Clerk
called the roll with tie following result: Ayes; Johnson, Napieralski,
Pflughaupt, Vavrinek, Kehe, McKay, Campagna and Halverson. Nays; None.
The Mayor then declared the motion carried and the said resolution adopted.
The Mayor then recommended the appointment of seven members to the
Servicemen's Rehabilitation Committee. They were the following: Chairman,
Frank Zales, Walter Becker of the American Legion, John Becker and Henry Harm
of the Veterans of Foreign Wars, Charles Parriott of Maine Township High
School, Vanon Olson, and Edward Flaminio. The motion was made by Aldeman
Cf Johnsen and seconded by Pflughaupt that the recommendation of appointments
be concurred in. The motion was voted upon by acclamation whereupin the
Mayor declared the motion carried.
RESOLUTION --GASOLINE ALLOTMENTS TO TAXI CAB OPERATORS: The Clerk then
read the following resolution presented by Alderman Johnson:
WHEREAS, the United States of America has found it necessary to ration the
use of gasoline for motor vehicles to conserve rubber and to successfully
prosecute the war; and
WHEREAS, gasoline allotments were made to the taxi cab operators in the City
of Des Plaines based on the requirements in the year 1942, and whichare
now found to be inadequate causing considerable delay, particularly to
war workers; and
WHEREAS, the population of the City of Des Plaines has increased by more
than 1500 since 1942 as is evidenced by the official City Census of December
1943 showing a population in excess of 11,000 inhabitants as compared to
less than 10,000 under the 1940 Federal census; and further evidenced by
the increase of inhabitants since December 1943, as reflected by the ad-
ditional construction and occupancy of Defense Homes; and
WHEREAS, the City of Des Plaines contains many defense industries, contributing
to the war effort, and is in close pronity to the Douglas Aircraft plant; and
WHEREAS, bul transportation is inadequate to meet the urgent needs of the in-
habitatns, particulary war workers, and in some instances, taxi cabs are
the only mode of transportation; now, therefore;
BM IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOKgOUNTY,ILLINOIS:
Section 1. That the City Council does hereby find that the allocation of
gasoline for taxi cabs within the City of Des Plaines is inadequate for the
rendition of necessary and vital transportation, particularly of war workers,
due primarily to the rapid increase of population consisting chiefly of migrant
war workers who now reside within the new defense homes within the City of
Des Plaines provided for them and their families, and due further to the in-
adequacy of existing transportation facillities and in some instances a total
lack of transportation.
Section 2. That the gity Council is desirous of ceding in the war effort, and
accordingly instruct the City Clerk to forward a copy of this Resolution to
the Director of the Office ofIefense Transportation for the Chicago Area,
with the request that immediate action be taken to readjust and allocate ad-
ditional gasoline to the taxi -cab operators within the City oflbs Plaines for
urgent and necessary transportation purposes.
Section.3. That this resolution shall be in full force and effect from and
after its passage and approval according to law,

It has been the policy of the United States Government to acknowledge with
gratitude the providing of quarters and services without charge to assist the
Government in the discharge of its responsibilities to the public during
this war emergency.
This office regrets that earlier acknowledgement of the contribution made by
the City of Des Plaines has not been made and wishes to take this opportunity
to extend to the citizens of your community the appreciation of a grateful
Government.

I received another call from Captain Ruddock of the Federal Works Agency
relative to the grant offer in connection with the proposed construction
and sinking of another well. He insists that we advise his office as to
whether or not we intend to do anything about accepting the offer.

but improving.

CARROTHERS & BRAUN. INC.. SEWER INSPECTION FES: The Clerk then read
the following letter:

Dear Sir:
We are informed that there is an ordinance requiring payment of a
sewer inspection fee.
As you know,_ we installed by private contract all of the sewer, water
and streets in our project; andthe proper sewer connections were made as the
sewer was laid. All of this work was done under the supervision of and in-
spected by your City Ehgineer, and we paid supervision and inspection fees
to your engineer.
Inasmuch as we have already paid inspection fees, and the streets
did not become the property of Des Plaines until after the sewer work had
been completed and duly approved by your engineer and the plat recoAed, we
feel that this fee is not applicable in our case. Therefore, we respectfully
request that you waive it.
