to instruct the Clerk to send a copy of the complaint to the C. & N.W.
Railroad and to supply a copy of Mr. Byington's reply to the Cum-

APPROVAL OF MINUTES: Each member of the Council having

of Northern I11. stressing the need for certain electrical
equipment in connection with the lowering of the Cater
Well pump.
The said Company has requested such a letter in order to
assist them in securing priority ratings.

WOODEN FOOT -BRIDGE OVER WELLER CREEK: Frank Nelson, City
Engineer, then submitted a survey dated April 1, 1944, showing that
the wooden foot -bridge over Weller Creek at Chicago Avenue (east
end of Perry Street) lies entirely within the City Limits and upon
a public street owned by the City. The motion was made by Alderman
Campagna and seconded by Napieralski to refer the matter of repairing
the said bridge to a joint committee consisting of the members of the
Committee on Streets and Sanitation and the members of the Public
Relations Committee with full power to act. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried. .

Replying to, your letter of January 29 with reference to complaints
concerning straw and, hay blowing from our team track on Northwest
Highway, just north of Graceland Avenue, in such quantities as to
constitute a nuisance.
This matter was referred to our Agent at Des Plaines, and he ad-
vises that he has taken necessary steps to correct the condition
complained of, and I am sure there will be no further cause for
complaint.

The letter from V. L. Spiegler, Secretary of the Des
Plaines Traffic Commission, dated February 7, 1944,
making six suggestions for the improvement of traffic safe-
ty in Des Plaines, was referred to your committee for study
and recommendation. - You will find a copy of the said letter attached hereto.

Your Committee on Public Protection has investigated the
above and has found: That the recommendations of the
Traffic Commission be adopted.
We, your Committee on Public Protection, therefore recommend:
1.
That the gates at the Des Plaines Avenue crossing of the
C. & N. W. By. be changed from manual to automatic, same
as gates at the Pearson Street, Lee Street, and Graceland
Avenue cross ings and also to be allowed to operate
manually at the depot tower.
2. That the highway stop and go lights at Des Plaines Avenue
and Miner Street be automatically controlled by the Railway
when trains are approaching.
3. That two lights be installed on two posts at the Depot
crosswalk. The C. & N. W. Ry. have already been advised
as to the recommendations of the Traffic Commission and
are awaiting council action, therefore they should be
advised immediately.
4. That the Superintendent of Streets be
streets for bus and cab stands as per
the City Engineer.
5. That the matter of repairing the foot -bridge over Weller
Creek be referred to the Streets and Sanitation Committee.
6. Additional lighting at the Cumberland Circle be provided;
this to be referred to the Superintendent of Streets.

VARIOUS STREETS * SOUTH DES PLAINES
To the Honorable Board of Alisrmen of the City of Des Plaines:
Moderate Cost Homes Construction Company, Fredrickson Real
Estate Improvement Company, Coloriai Construction Company, John P.
Harrington, and Green Fields Homes, Inc. by their attorney,
Kimball Hill, respectively petition the City Council of Des Plaines
to consider the improvement of the following streets:
Riverview from White to Orchard Streets
Everett from White to Sycamore Streets
Linden from Riverview to Oakton Streets
Orchard from Riverview to Oakton Streets
Petitioners request that these streets be improved so as to
furnish the proper continuity to the improvements that have been
installed on adjacent streets during the past year.
Petitioners represent that they are the owners of the real
property abutting these improvements with the exception of some 10%
of all the property that would be effected by the proposed improvements•
Petitioners further represent that they will underwrite the
purchase of the special assessment bonds issued to pay for the
installation of the contemplated improvements.

COMPLAINS OF BELT LINE BLOCKING WOLF ROAD: Alderman McKay

We understand that you are aware of the blocking
of Wolf Road, for long stretches at a time, by freight trains
being stopped just north of the intersection of Greenwood and
Prairie Avenues in your 4th Ward.
We have received a great many complaints from our
employees driving to work in the morning that they lose a
great deal of time and also use up a lot more gasoline in
_going around via Northwest Highway and Lee Street because of
the blocking of Wolf Road.
Anything that you can do for us in calling this
to the attention of the City Council of Des Plaines will be
greatly appreciated.

Mayor Garland urged all members of the Council to attend this cele-
bration if at all possible.
BEAUTIFICATION OF CITY DUMP: The Public Relations Committee
through its chairman, Alderman lrapieralski, then reported that plans
are under way to beautify the city dump and incinerator site by means
of planting shrubs about it. The motion was made by Alderman Napieralski
and seconded by Lemke to request the cooperation of the local press
in soliciting shrubbery from homeowners -for the beautification of the
incinerator property. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
EXTEND SYMPATHY TO ALDERMAN HALVERSON: Alderman Pflughaupt
then introduced the following proposed resolution:
WHEREAS: Mrs. Martina Halverson, the beloved mother
of Alderman Henry J. Halverson, died on March 15, 1944,
at the age of 82 years, after being a resident of
the City of Des Plaines for more than a quarter of a
century, and,
WHEREAS- the colleagues of Alderman Henry J. Halverson,
on the City Council do deeply sympathize with him over
the death of his beloved mother,'
THEREFORE BE IT RESOLVED: by the City Council of the
City of Des Plaines, Cook County, Illinois, that the
City Council hereby express its deep sorrow over the
Q death of Mrs. Martina Halverson, and,
BE IT FURTHER RESOLVED: that the City Clerk be, and
he is hereby instructed, to convey a certified copy
of this resolution to Alderman Henry J. Halverson.
