01/03/1939APPROVAL OF MINUTES: Each member of the Council having at hand a copy of the minutes of the regular Council meeting held December 5, 1938 as well as a copy of the min- utes of the adjourned regular Council meeting held December 12, 1938 the motion was made by Alderman Carroll and secon- ded by Alderman Schwanbeck to approve the said 'minutes as written. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the said minutes approved. MAY DISPENSE WITH SERVICES OF COMMUNITY NURSE: The motion was made by Alderman Henrich and seconded by Alderman Pflughaupt to discontinue the $125.00 monthly contribution toward the salary of the community nurse. However, the motion was made by Alderman Garland and seconded by Alderman Lemke to refer this matter to the Finance Committee for stusly and report. The motion to refer was voted upon by acclamTlon whereupon the Mayor declared the motion carried and the matter so committed. ATTEMPT TO LOCATE HILLS BROS. PLANT HERE: The motion was madecloyAlderman Pflughaupt and seconded by Alderman Hen C4 rich to authorize and direct the Mayor to appoint a citizens' committee to wait upon the officers of Hills Brothers, coffee packers, in an attempt to imduce them to locate their prnpoaed new plant here at Des Plaines. CALL TO ORDER: The meeting was called to order by Mayor hobart M. Ahbe, presiding, with Aldermen Carroll, John- son, Ff lughaupt, nenrich, Garland, Dopheide, Yriott, Lemke, Schwanbeck, and Campagna responding to the roll call. REPORTS OF OFFICERS: The Clerk then submitted the following reports: The quarterly and monthly reports for December 31, 1938 of Chas. M. Larson, City Treasurer. The report for December, 1938 of Edgar J. Friedrich, City Clerk. Mayor Ahbe ordered these reports placed on file. REPORTS OF STANDING COM6MITTEES: None of the standing committees of the Council had reports to offer. There was likewise no report from the Building inspector nor from the City Engineer. JUDGEMENT - ECONOMY PLUMBING & HEATING CO: The Clerk then read the following letter: 52 MADDEN, MECCIA & MEYER Attorneys at Law Chicago The City Council City of Des Plaines Des Plaines, Illinois Gentlemen: The above entitled case was on trial Dec. 19, 20, 21 and 22, and the court after hearing all the evidence en- tered judgment against the City for :189.08. The plaintiff was suing for $1,500.00 so i consi- der this a victory for the City. in due course there will be forwarded to the City Clerk for the City records, a certified copy of the judgment in question. Should the plaintiff desire to appeal the de- cision, it must be done within thirty days from December 22. However, I do not believe that an appeal will be taken by the plaintiff. PROTEST DUMPING RAW SEWAGE INTO RIVER: rhe Clerk then read the following letter: IZAAK WALTON LEAGUE OF AMERICA Des Plaines, Illinois Dec. 29, 1938 Mayor and Aldermen Des Plaines, Illinois Honorable Gentlemen: We, the members of the Izaak Walton League, respectfully request that action be taken to eliminate sewage disposal from east Miner Street section, Cumberland, Benjamin, and individuals that is still being dumped in the Des Plaines River. We feel that this unsanitary practice of dumping raw sewage in an open stream should be stopped for the good of our community. We have been assured by our National Presi dent and also the. State Sanitary Board that ample assistance will be given on all pollution problems. ire spec t f ul ly, Signed: W.A. SOUND TRUCK UPON STREETS: The Clerk then read the following letter: JEHOVAH'S WITNESSES 3137 Irving Park Road Chicago City Clerk of Des Plaines A Mayor Hobart Ahbe 2118 Miner Street Des Plaines, Illinois December 24, 1938 Dear Sir: As requested by mayor Ahbe we, as the representatives of the Chicago North unit of Jehovah's witnesses under the direction of the Watch Tower Bible and Tract Society, 117 Adams Street, Brooklyn, New York, wish to inform you that we will begin on January 1, 1938, to present a series of Christian Bible lectures in Des Plaines. The reason we are sending you this information is, there will be quite extensive advertising preceding these lec- tures. This we will do by sound car and other means. We will cooperate with every Christian to the best of our ability. Therefore, regarding the operation of our sound cars I called on Mayor Ahbe. He told me he knows of no sound car ordinance in Des Plaines and assured us of the cooperation of all, al- though he stated he did not have the latest copies of ordin- ances at his home and advised me to write to you as a matter of record. if there is an ordinance that requires a permit to operate sound cars we will gladly take out the same. MODEL TRAFFIC CODE: Mayor Ahbe referred to Police and License Committee, the Streets and Sidewalks Committee and the Safety Council the matter of completing the draft of the Uniform Traffic Code referred to the said committees February 21, 1939. LUBRICATING FIRE HYDRANTS: The motion was made by Alderman Garland, chairman of the b'ire Committee, to refer the matter of lubricating all fire hydrants in the Gity to the Water Committee. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. TWO-WAY POLICE RADIO: Alderman Carroll then read a let- ter from the Police Benefit Association stating that a *1,000.00 two-way police radio will be`purchased by the said association and presented to the City. The letter stated that the purchase of this equipment was made possible by the Police Benefit Ball recently held at Maine Township High School. Each member of the Council expressed personal gratifi- cation for this splendid gift. The motion was then made by Alderman Carroll and seconded by Alderman Friott to go on record officially as accepting this gift and expressing the Council's thanks and commendation. to the Police Benefit Association. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The motion was made by Alderman Campagna and seconded by Alderman Carroll to authorize and instruct the Committee on Public Works, Buildings and Plats to make such alterations in the Police Department quarters as are necessary to properly house the proposed two-way police radio. The motion was voted upon by acclamation whereupon the Mayor declared the motion car- ried. HILLS BROTHERS FACTORY: Mayor Ahbe reported that the Chicago office of Hills Brothers, coffee packers, has informed him that because of orders from the main office nothing further will be done at this time in the way of seeking a`factory site in the Chicago area. 54 The motion was made by Alderman Pflughaupt and seconded by Alderman Henrich to instruct the Glerk to write Hills Brothers in order to make Des Plaines' interest in securing their factory a matter of record with them. Meyer, Gity Attorney, then completed the second reading of the proposed new Building Uode of 1938 reading sections 226 to 270 inclusive. Mayor Ahbe referred this proposed ordinance back to the City Attorney to permit him to make final corrections in the manuscript.
