DES PLAINES HELD IN THE COUNCIL
CHAMBERS ON THE 18th DAY OF JANUARY
A.D.1937 AT THE HOUR OF 8:00 P.M.
M CALL TO ORDER: The meeting was called to order
by Mayor George W.Kinder, presiding with Aldermen Ahbe,
Carroll, Pflughaupt, 'ulle,bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna responding to the roll call.
NEW MUNICIPAL BUILDING-P.W.A. PROJECT 1692 RS: Upon
request of Mayor Kinder, the Clerk then read the following
proposed resolution►
RESOLUTION
Changing the heating System of P.W.A.Project 1692 RS.
WHEREAS Thielbar and .'ugard, architects for the new
Municipal B uilding,P.W.A.Project 1692 RS, have recommended
(in their letter dated January 18,1937 which is attached here-
to and made a part hereof) that the heating for the said
project be changed from a gravity steam heating system to a
Stevens -Root High Temperature Hot Water heating system, and
WHEREAS Charles .a.Johnson & Son, inc. general contractor
for the said project, has agreed (in its letter dated January
16,1937 which is attached hereto and made a part hereof) to
install the said StevensORoot-High Temperature Hot Water
heating system, instead of the gravity steam heating system
as originally specified, without any change in cost to the
City.
THEREFORE BE IT RESOLVED by the City Council of
the City of Des Plaines that the installation of the said
Stevens -Root High Temperature Hot Water heating system is
hereby authorized, subject to P.W.A.approval, and
BE IT FURTHER RESOLVED THAT the City Clerk be, and
he is hereby instructed to forward to the State Director
P.W.A.for Illinois three certified copies of this resolution
together with letters, drawings and specifications pertaining
thereto for his approval.

The motion was made by Alderman Lemke and seconded by .c-
Luckie to adopt this proposed resolution. The Mayor put the
question and the Clerk called the roll with the following
result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle,
bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion
carried and the resolution adopted.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE: The motion was
made by Alderman .ulle, chairman of the Police and License
Committee, and seconded by Ahbe to instruct Aenneth G.Meyer,
City Attorney to prepare an ordinance prohibiting 'driving a
motor vehicle while under the influence of liquor' and "reck-
less driving*. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried.

THE STREETS AND SIDEWALK COMMITTEE had no re-
port to offer.
THE COMMITTEE ON PUBLIC WORKS, BUILDINGS AlD PLATS:
The Clerk then read the following report:
To the Mayor and Members of
the City Council, Des Plaines,Illinois
We your Committee on Building and :elate, beg to submit
the following report on 'Drive Ways through Parkways6-.
After due consideration and examination, we your committee
wish to say the Duilding and Plats Committee unanimously
endorse the If.Establishment of Curb Radii and Private Drive
Ways", as submitted in the accompanying blue -print bythe
Northwestern .6ngineering Service of Des Plaines,Illinois.
We further recommend that the City Attorney be instructed
to draw up an ordinance covering the features of this
proposed improvement.

The motion was made by Alderman Pflughaupt and seconded by
Lemke to concur in this report and instruct Kenneth G.Meyer
City Attorney, to prepare an amending ordinance embodying the
principles contained therein. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.
THE SEWER, DRAINAGE AND SANITATION COMMITTEE had
no report to offer.
THE WATER COMMITTEE had no report to offer.
THE FIRE COMMITTEE had no report to offer.
BUILDING LINE FOR OLD CITY HALL SITE: the Clerk
then read a proposed ordinance seeking to establish a building
line along the Lee Street frontage of the Old City Hall Site,
the titie of the said proposed ordinance being:
AN ORDINANCE ESTABLISHING
A BUILDING LINE.
Kenneth G.Meyer reported however that since the City has dis-
posed of this property, the proposed ordinance would have to
be changed before passage, and recommended postponement of its
consideration. No action was therefore taken by the Council
and the Mayor referred the said proposed ordinance back to
the City Attorney for further consideration.

According to directions received from the National
tesources Committee, we addressed a letter to you in__
Jiovember asking you to supply us with a complete list of
desirable and necessary local public improvements which
conceivably might be constructed by and in your municipality
during the next 6 years. We have been asked to participate
in this nation-wide survey and, of course, cannot submit our
final report to the National Resources Committee until we
receive your reply which, so far, has failed to reach us.
Perhapsit may clarify any doubt in your mind if we
state that our request for an inventory of desirable local
improvements does not, in any way, obligate any municipality
to carry our these improvements or to take into consideration
at this time the ways and means to finance them. The survey
merely attemps to establish the nation-wide total of needed
improvements.
‘+e shall be very glad to forward to you such number
as you request of the special forms, upon which the Nation
Resources Commitee wishes these desirable improvements listed,
and will ask you kindly to give this matter your early
attention.

The motion was made by Alderman Pflughaupt and seconded by
$u1Ie to instruct the Clerk to get a supply of the special
forms mentioned in the foregoing letter for the purpose of
listing such projects as the members of the Council may decide
to list. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
LIABILITY CAUSED BY BROKEN SIDEWALK: The Clerk then
read the following letter:

Dear Sir:
In regards to a fall 1 had Dec 15 on a broken
sidewalk, on side of Polka Tiros. show, i went to a doctor
and a dentist. 1 hit my teeth on the sidewalk and hurt
my hand and knee. it will cost me some money for my teeth
and 1 dont feel S should pay for this. 1 would like a
reply on this letter.

to refer this letter to the Streets and Sidewalks Committee and
the City Attorney. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
The motion was then made by Alderman Carroll and
seconded by Lemke to refer to the Judiciary and Assessment
Committee the matter of getting estimates covering general
hiability insurance and other data in order that the Council
may determine whether or not general liability insurance
for the protection of the City of cases of injury caused by
broken sidewalks. The motion was voted upon by acclamation

APPROVAL OF BILL S AND SALARIES: Alderman Pflug-
haupt, chairman of the Finance Committee, then intoduced
the following proposed resolution:

The motion was made by Alderman Pflughaupt and seconded by
Frederick to adopt this proposed resolution. The Mayor put the
question and the Clerk called the roll with the following

APPROVAL OF MINUTES: Each member of the Council having
at hand a copy of the minutes of the regular Council Meeting
held January 4,1937, the motion was made by Alderman Ahbe and
seconded by Lemke to approve the said minutes a s written. The
motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the said minutes approved.
CORNER STONE LAYING -NEW MUNICIPAL BUILDING: The motion
was made by Alderman 11acLuckie and seconded by Pflughaupt to
celebrate the cornerstone laying of the New Municipal Building
with fitting ceremonies, and to refer the matter to the Committee
on Public Works, Buildings and Plats with instructions to make
all arrangements therefor. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
DEDICATION ION OF WATER WORKS: The motion was made by
Alderman Pflughaupt and seconded by Lemke to celebrate the dedi-
cation of the new Water Works Project with fitting ceremonies, to
close the City.offices on the day of the said celebration and
to refer the matter to the Water Committee with instructions
to make all necessary arrangements therefor. The motion
Was voted upon by acclamation whereupon the Mayor declared the
motion carried.
CANOPY FOR LEE - THACKER UNDERPASS: Alderman delle
again expressed the thought that canopies should be built over
the entrances of the Lee -Thacker redestrian underpass. The
motion was made by Alderman Tulle and seconded by MacLuckie to
refer this matter to the Streets and Sidewalks Committee for
study and report. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried.
ATTORNEY'S LIEN: Kenneth (*.Meyer, City Attorney, re-
ported
eported that an attorney's lien has been filed with the City in
the Case of Bransfield vs. the City of Des Plaines Case No.3b-C16704.
The motion was made by Alderman Ahbe and seconded by Schwanbeck
to refer this matter to the City Attorney with instructions
to properly inform the City Treasurer regarding the same. The
motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.
CITY MANAGER: The motion was made by Alderman £ac-
Luckie and seconded by Pflughaupt to look into the question of
whether or not it is advisable and possible for the City to adopt
the City tanager arrangement, and to refer the matter to the Coumil
as a whole. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
1937 APPROPRIATION ORDINANCE: The Clerk then read
for first reading a proposed ordinance entitled:
AN ORDINANCE MAKING APPROPRIATIONS TO
DEFRAY THE EXPENSES OF THE CITY OF DES
PLAINES FOR MUNICPAL PURPOSES.DESIGNATED
THE "ANNUAL APPROPRIATION BILLIMR THE
:FISCAL YEAR COMMENCING JANUARY -1,1947
AND ENDING DECENRFR 31,1937.
The motion as made by Alderman -0Ulle and seconded by
Frederick to refer this proposed ordinance to the Council
sitting as a committee of the whole on Monday, January 20,
1937. The motion vas voted upon by acclamation whereupon
the Mayor declared the motion carried.
ADJOURNMENT: The motion was made by Alderman
Lemke and seconded by ftacLuckie to adjourn. Themotion
was voted upon by acclamation wher pon the Mayor declared

HELD IN THE COUNCIL CHAMBERS ON THE
1st DAY OF TEBRUARY 1937 AT THE HOUR
OF 800 P.M.
CALL TO ORDER: The meeting was called to order
by Mayor George W.Kinder, presiding with Aldermen Ahbe,
Carto11,-Pflughaupt, Fulle, Bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna responding to the roll call.
REPORTS 'OF OFFICERS: The Clerk supplied each
Member Of sthe—CoUngil with a copy of the'Clerk's annual
repott for the'fiscal year beginning January 1,1936 and
ending December 31,1936.
The Clerk then read his report for the month
of January 1937, as well as the report for January 1937 of
Howard A.Becker, Calitain of Police. Mayor Kinder ordered
these reports placed on file.
- THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMITTTIME through its
chairman ARerman Pulle, reported that there -have been a
number of complaints that cartage trucks frequently block
Western Avenue at the 1dcago and North Western Railway's
Freight Depot. The motion was madd by Alderman Fulle and
seconded by MacLuckie to instruct the Clerk towrite the -
Chicago and Northwestern -Railway ordering it to make the
necessary provisions to prevent trucks from blocking of
Western Avenue while loading and -unloading. The motion was
voted upon by acclamation whereupon the Mayor declared the
motion carried.
THE STREETS -AND SIDEWALKS COMMITTRT1 The Clerk then
read the following report:
