10/01/1934414 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CH U BERS CN THE 1st DAY OF OCTOBER,A.D.1e34 AT THE HOUR OF 8:00 P.M. The meeting was called to order by Mayor George W.Kinder, with Aldermen Ahbe, Carroll, rflughaupt, Fulle, Huxmann, Bishop, Frederick, Lieal, Schwanbeck and Meinshausen responding to the roll call. The Clerk then submitted the September report of Chas. M.Larson, City Treasurer, the Mayor and each alderman receiving a copy of the same. The Clerk also read the following reports: The report of H.A.Becker, Chief of I olice, for Sept.1934 The report of E.J.Friedrich,0ity C1Prk,for Sept. 1934 The Mayor referred these reports to the Finance Committee. THE JUDICIARY AND ASSESSMENT COMMITTEE had no report to offer. THE POLICE AND LICENSE COMMITThE through its chairman Alderman Huxmann submitted the following report which was read by the Clerk: REGARDING the matter of whether or not the S & K Sales Co. should be permitted tocperate in Des Plaines, referred to P.J.Huxmann, Chairman of the Police Committee: The Police and License Committee has investigated the above and has found that the merchandise packages are of very doubtful value and the scheme is similar to a form of lottery. We therefore recommend: that permission to sell the proposed merchandising scheme be denied. P.J.Huxmann L.F.Meinsha users Jas.J.Carroll The motion was made by Alderman Pflughaupt and seconded by Bishop to concurr in the recommendation contained in this report. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. THE STREETS & SIDEWALKS COMMIZTEE through its chairman Alderman Frederick reported that the "no parking" area near Lee Street and Prairie Avenue, also the "no park- ing" area at the entrace of the Des Plaines Motor Sales on Miner Street will be clearly marked and any person found parking on these areas will be arrested. Alderman Frederick also asked the local press to give this matter some publicity. Alderman Frederick further reported that the weeds on Riverview Streets have been mowed, but that the needed repairs on the streets and sidewalks will have to be made later, because of lack of materials at the present time. THE COMMITTEE ON PUBLIC WORKS, BUILDINGS AND PLATS had no report to offer. THE FIRE COMMIT 117 through its chairman, Alderman Fulle, reported that the members of the Volunteer Fire Depart- ment had their annual baseball outing at the Cubs -Pirate ball game on Thursday, September 27, 1934. THE SEWER, DRAINAGE AND SANITATION COMMITTEE had no report to offer. THE WATER COMMITTEE through its chairman, Alderman Bishop, submitted the following report which was read by the Clerk: 415 .ALLEN October 1,1934 Mr.C.L.Bishop, chairman Water Committee, Des Plaines City Council Des Plaines,Illinois Dear Sir: Concerning the water that is being furnished the Chicago and Northwestern Railway Company at Norma, and in compliance with the conference which was had with officials of that Company recently, I beg to report as follows: From figures furnished by the City Clerk, for the period from January 1,1932 to April 30,1934, I find that, for that period the Average cost per year for power was for interest was and for labor was $2,152.00 1,220.00 1,500.00 So that the average annual cost of pumpage was X4,872.00 The average annual amount of water used by the Company was 23,774 I i.gal. The average annual amount of water used by the City was 9,937 M.gal. In compliance with the suggestions made at that meeting, if the City charges the Company 4.06 per thousand gallons, the annual income to the water department will be 01,426.44 And if the Company charges the City 4.02 per thousand gallons, the annual charge against the water department will be 1P199.74 So that the average net annual increase of income to the water department will be -1,226.70 Which leaves a balance of 03,645.00 Cf this amount there is an interest and amortization charge of, annually, ce3,220.00 which the City will be required to pay regardless of what terms they may make with the Company, and in addition to this amount, the City will make a profit of a,.C5 per thousand gallons on the water taken from the Norma \Fell, as they will be paying the Company but two cents and Cater seven cents - assuming the cost of power to be the same - Yhich profit will amount to :,497.00 01,717.00 Which leaves a bal. of 41,928.00 representing the net annual cost to the City of insurance and standby charge, and this amounts to less than $.2C per capita per annum. I therefore recommend that the City take up with the Company the matter of a. contract with them at the above rates. Yours truly, V.H.ALI EN, Engineer 416 The motion was made by Alderman Bishop and seconded by Fulle to instruct the Clerk to write the Chicago and Northwestern Railroad asking that a contract be entered into, in accordance with the recommendation contained in this report. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. REZONING: The Clerk then read the following recommendation: RECOMMENDATION TO THE HONORABLE MAYOR AND CITY COUNCIL, CITY OF DES PLAI ES: We, the undersigned, constituting the Board of Appeals of the City of Des Plaines,Illinois, hereby report that we did heretofore on August 21, 1S34, duly convene a meeting of said Board of Appeals, after due notice thereof, according to law, and considered the petition of certain property owners, heretofore referred to us by you, which petition requested that the following property, to -wit: Lots Sixteen (16), Seventeen (17), Eighteen (I8) and Ninetben (IS), in Block Two (2) of Mechanic's Addition to Des Plaines, being Alles' Subdivision of the South Fifteen (15) acres of the West Half (WI) of the Northeast quarter (NEf), Section Seventeen (17), Town ship Forty-one (41) North, Range Twelve (12) . be rezoned from Commercial District Area District C, to Industrial District Area District C; That after due consideration, the said Board of Appeals voted in favor of granting said re- quest. THEREFORE, we, the undersigned, consti- tuting said Board of Appeals, hereby recommend that the premises hereinbefore described, be rezoned from Commercial District Area. District C, to Indus- trial District Area District C, and recommend the passage and adoption of the ordinance attached hereto and made a part of this recommendation. As a part of this recommendation, we wish to stress the point that the premises so re- commended to be rezoned, shall at no time be used so as to become a nuisance, or which may become ob- ndxious or offensive by reason of emission of odors, dust, smoke, gas or noise, as provided by sub -section 64 of Section 5 of the Zoning Ordinance of the City of Des Plaines, passed February 5,1c23, as amended. DES PLAINES 417 He then read the following proposed ordinance for first reading s AN ORDINANCE AMENDING AN ORDINANCE ENTITLED: " AN ORDINANCE TO CLASSIFY, REGULATE .AD RESTRICT THE LOCATIONS OF TRADES AND INDUSTRIES AND THE LOCATION OF BUILDINGS DESIG1'ED FOR SPECIFIED USES: TO REGULATE AND LIMIT THE INTENSITY OF THE USE OF LOT AREAS AND TO REGULATE AND DETERMINE THE AREA OF YARDS, COURTS, AND OTHER OPEN SPACES WITHIN AND SURROUNDING SUCH BUILDINGS, AND TO ESTABLISH THE BOUNDARIES OF DISTRICTS FOR THE SAID PURPOSES AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS" Passed on the Fifth day of February, A.D.1923, as Heretofore Amended. COURT SUMMONS S.A. 9G The Clerk then read a summons from John E.Conroy, Clerk of the Circuit Court of Cook County, summoning the City to file appearance in the case of the Cedar Rapids Life Insurance Company et al, Vs The City of Des Plaines, Illinois - Case No. 34-C 18e88. The motion was made by Alderman Huxmann and seconded by Ahbe to instruct the City Attorney to file appearance in this case as representative of the City. the motion was voted upon by acclamation, where- upon the Mayor declared the motion carried. DES PL.AINL'S NURSE & WELFARE TAG DAY: The Cl erk then read the following letter: Des Plaines Nurse &, Welfare Assoc. Sept.l8,134 Des Plaines City Council City Hall Des Plaines,Ill. THE LIBR CRY BOARD: Submitted the following letter which was read by the Clerk: DES PLAINES PUBLIC LIBRARY Sept. 27,1934 Hon.1ayor and City Council Gentlemen: Owing to the unsatisfactory manner in which the C.W.A.rebound books are standing up, many volumes losing pages after being out one time, the library board believes it advisable to discon- tinue this project. Much of the trouble with the project lies in the lack of equipment necessary to do good work of this kind. A properly rebound book should last three or four years, and it will be necessary to have this work done by concerns capable of turning out good work, as improper binding does irreparable damage to the books. Board of Library Directors K.W .DOWNING , S e c re ta. ry The Clerk reported that steps have already been taken to stop the relief work on binding of the Library books. letter: HEALTH INSPECTOR: The Clerk then read the following City of Des Plaines - Board of Health October 1,1E-34 Honorable Mayor Member of the City Council Des Plaines,Illinois Gentlemen: I hereby submit report on sanitary inspection of sixty nine places of business dealing in food, can- dies, or drinks in the city of Des Plaines. This inspection consisted of an examination of the premises, ice boxes, etc. to determine the condition of same from a standpoint of cleanliness and sanitation only. 419 Conditions in general were good. Suggestions and requests of a minor nature were made at about 35 of the places inspected. Some written notices were sent requesting that conditions of a more serious nature be rectified. The merchants were very co-operative and showed a keen desire to comply with any reasonable request. Due to the fact that this office of health inspector received so much publicity, I feel that in fairness to the administration and to myself,the public should be informed as to the expense involved in this procedure. The actual inspection of these premises took 194 hours which at fifty cents per hour amounts to 1D9.75. In addition to the above considerable time was spent at home in preparing the necessary card record inaugurated for this pur- pose. The time spent in this particular work has not been included in the total time allocated to this inspection as it was my understanding that this survey should be made on the most economical basis. In view of the remarks made by some of the aldermen at the time the appointment was made and confirmed, also the comments in the article in the Des Plaines Journal describing the appointment as having been railroaded and giving the impression that I received another office with considerable financial gain to myself, I hereby tender my resig- nation as health inspector to take effect immediately Respectfully submitted, T'It'ILIE J.STENrEE ANN and also the following letters A.M.Purves, M.D. October 1,1g34 Honorable Mayor Members of the City Council, Des Plaines,Illinois Gentlemen: I have lived in Des Plaines 31 years and never during that time have 1 appeared before or written to the Mayor or Council in the interests of any appointive or elective official but at this time I feel that it is my duty to express myself in behalf of our honest, intelligent and efficient Secretary of the Board of Health. I understand, through a local newspaper, that there was some opposition to her appointment as sanitary inspector. L, Chairman of the Board of Health, feel that Mrs. Stemmermann is the only one who could be appointed who is capable of making this inspection, and incidentally, I think that you should be commended for having this inspection made, and I hope it will be made often enough that it will become effective and produce results: I wish to state that the previous salaries of the members of the Board of Health amounted to'58C.0O per year, plus incidental a xpenses. Since Mr. Kinder vas elected Mayor we have, through some of our efforts, persuaded Er. Koehler and Dr. H,H.Heller to perform their duties gratis and Mrs. Stemmermann receives 475.00 per year and furnishes #er own car, which is a saving of 505.00 per year. The following report is a brief summary of part of the work which she has done during the past year. 420 Number of cases of contagion attended to Measles 298 Chicken Pox - - 221 Mumps 24 Whooping Cough- - 105 German Measles10 Diptheria - - - - 1 Scarlet Fever - - 7 TOTAL - - 666 .Each of the above cases necessitated at least four telephone conversations and in many instances home calls were necessary. Record of minutes of Board of Health and correspondence was kept. Several water wells in Riverview tests. Eighteen health complaints were investigated. Attended convention in Springfield for three days and submitted report to City Council as well as Board of Health. I wish to call your attention to the large number of cases of measles during the past year - this was due to the widespread epidemic covering almost the entire midwest and was uncontrollable due to the fact that so many children from infected areas where quar- antine regulations were not as well observed as here would visit homes here and thus spread the disease, also because measles are most contagious before the rash appears. During this administration the Board of Health obtained the first conviction of a violation of quarantine during my sojourn in this community. I hope that this. summary will enlighten you as to the economical and diligent function of the members and secretary of the Board of Health and regret that 1 could not deliver this report in person as a previous pressing engagement made this impossible. The Mayor thereupon declared the motion carried, and Mrs. Stemmermann's resignation not accepted.
