09/04/1934397 MINUTES OF THE REGULAR 'METING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS ON THE 4th DAY OF. SEPTEMBER,A.D.1934 AT THE HOUR OF 8;00 P.X. The meeting was called to order by Mayor George 1t.Minder, with Aldermen Ahbe, Carroll, Pflughaupt, Fulle, H uxmann, Bishop, Frederick, .eat, Schwanbeck and Meinshausen responding to the roll call. REPORTS OF OFFICERS: The Clerk then read the following reports: 1. The report of H.A.Becker, Chief of Police, for August 1934 2. The report of E.T.Friedrich,City Clerk, for August,1934. 3, The Mayor and each of the Aldermen was supplied with a copy of the report of C.M.Larson, City Treasurer, for the month of August,1934. The Mayor referred these reports to the Finance Committee. REPORTS OF STANDING COMMITTEES: THE JUDICIARY AND ASSESSMENT COMMITTEE had no report to offer. THE, POLICE AND LICENSE COMMITTEE, through Alderman Huxmann, chairman, reported that Motorcycle Officer, Edwin Meyer, is now out of the hospital but is not yet able to work. Ae will be used as desk sergeant as soon as he is able to stand such work. THE STREETS AND SIDEWALKS COMMITTEE through its chairman Alderman Frederick had no report to offer. He promised however to have at the next meeting a complete estimate of the cost of installing the State flasher stop lights on 'finer Street as suggested by the State. THE COMMITTEE ON PUBLIC WORKS,BUILDINGS AND PLATS: through its chairman, Alderman Ahbe, reported that the Street Numbering Atlas which was completed by the C.W.A. has never been approved. The motion was therefore made by Alderman Ahbe and seconded by Pflughaupt to accept and approve this plat and order it placed in the City Clerk's office for reference purposes. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. The motion was made by Alderman Ahbe, chairman of the Committee on Public Works, Buildings and Plats, and seconded by Pflughaupt, to instruct the Clerk to notify Mrs. Ross Palmer, custodian and janitor of Riverview Town Hall, that owing to the fact that the building has been leased to School District #65, her services are no longer required; her services to terminate as of September lst,1934. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. THE FIRE COMMITTEE had no report to offer. THE WATER COMMITTEE had no report to offer. BIDS ON WATER REVENUE BONDS FOR CATER WELL: Mayor 'tinder then stated that the City has advertised for bids on Water Revenue Bonds for the Cater Well, Reservoir and Softener Projects. He stated further that the U.S.Government will buy the City's bonds in amount sufficient to do the construction work, while the bids advertised for are for bonds in an amount and at a rate to pro- duce $85,000.00 cash for the purchase of the Cater Well, which must be acquired by the City before construction can be begun on the reservoir and softener. 398 The motion was made by Alderman Pflughaupt and seconded by Frederick to ask all such as wish to present a bid for these bonds to sign the formal agreement for bidders; and in the event the successful bidder does not have a certified check here tonight, he may deliver said certified check not later than 5 PM tomorrow, September 5,1934. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. Mayor cinder then asked that bids be made orally. The bidders were A.C.Allyn & Co, Chicago and C.W.McNear & Co., Chicago. The best bids received were as follows: A.C.ALLYN & CO. net cost 5.28% C.W.McNEAR & CO. net cost 5.25% The motion was made by Alderman Huxmann ands econded by Frederick that all bids be rejected. The roll was called on the motion with the following result: Ayes; Aldermen Pflughaupt, Fulle, Huxmann, Bishop, Frederick, Neal, Schwanbeck and Meinshausen. Nays; Aldermen Ahbe and Carroll. The Mayor thereupon declared the motion carried and all bids rejected. After the bids had been r ejected and the representa- tive of C.W.McNear & Co had gone, A.C.Allyn & Co., proposed to take a 30 -day option to sell these bonds, offering to take them at a net cost to the City of 5.00%. The motion was made by Alderman Frederick and seconded by Schwanbeck to instruct Kenneth Meyer, City Attorney, to get in touch also with C.W.McNear & Co., and ask them to submit their best proposition on an option to sell these bonds for 30 days; and that the Mayor and City Clerk be authorized to execute an option agreement for 30 days at not to exceed a net cost of 5.00%, with the City sharing equally withthe bond firm on printing and attorney's fees on the bonds. The roll was called on the motion with the following results Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Huxmann, Bishop, Frederick, Neal, Schwanbeck and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried. The Clerk then read the following letter and petitions STANDARD OIL COMPANY September 4, 1934 City of Des Plaines, Des Plaines,I11. Attention: Gentlemen: City Clerk We desire to install three new 10f" x 32' tanks on the pro- perty owned by us in the City of Des Plaines. We have on file with you a blue print approved by the State of Illinois showing *here the new tanks will be installed. As you will note there will be a dike thrown around the tanks according to the State law, and we will continue to operate our plant in such a way that it will be a credit to your city. We estimate that the cost of installing these tanks will be $4,9'70.00, and we earnestly request that you grant us a permit so that we may proceed with this work. Yours truly STANDARD OIL CO. The motion was made by Alderman Bishop and seconded by Meinshausen to approve the minutes of the regular Council meeting of August 20,1934 as well as the minutes of the Special Council meeting held August 27, 1934 as written. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried, and the minutes approved. Alderman Pflughaupt, chairman of the Finance Committee, then presented the following proposed resolution, of which the Mayor and each Alderman had a copy: RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT TRE MAYOR AND CITY CLERK BE INSTRUCTED TO ISSUE PROPER VOUCHER -WARRANTS IN PAYMENT OF SAME. SAID WARRANTS TO BE RELEASED UPON ORDER OF THE FINANCE COMMITTEE WHEN FUNDS ARE AVAILABLE. The Mayor thereupon declared the motion carried and resolution adopted. K.G.Meyer, City Attorney, then reported that in res- ponse to the Council's request he has investigated the owner- ship of the lots on the northeast corner of Graceland and Oakwood Avenues which the Council wishes to have cleaned up. Upon the suggestion of Attorney Meyer the motion was made by Alderman Ahbe and seconded by 14einshausen to instruct the dlerk to write Mr. H.H.Talcott attorney for the owners asking that, in asmuch as the property is zoned commercial and not industrial, the machinery be removed. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. The motion was made by seconded by Frederick that the was voted upon by acclamation, the motion carried and the Coun Alderman Meinshausen and Council adjourn.
