CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE
2Oth DAY OF NOVEMBER, A.D. 1933 AT THE
HOUR OF 8:CO P.M.
The meeting was called to order by Mayor George
:..Kinder, with Aldermen Ahbe, Collet, rflughaupt, Dean,
H uxmann, Bishop, Friott, Frederick and keinshausen res-
ponding to the roll call. Alderman -nzenbacher arrived
later during the meeting.
The •Judiciary and Assessement Committee had no
report to offer.
Alderman huxmann, chairman of the rolice and License
Committee reported that the report of Carter 'enkins, engineer,
dated november 4,135, and spread upon the minutes of novem-
ber 6,1933, regarding the completion of the remodelling
and painting in the police headquarters, has been studied by
the committee. The motion was made by Alderman huxmann and
seconded by xeinshausen to accept said report and concurr
in its recommendations. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried.
Alderman huxmann, chairman of the rolice and
License Committee further reported that prosecutions for
the collection of 1933 iusiness Licenses have been begun.
Alderman Collet, chairman of the Streets and
Sidewalks Committee reported that as soon as the weather
is more favorable pacthing cracks in street pavements will
be started.
Alderman Ahbe, chairman of the Committee on
Buildings, Plats and Public Works, submitted a plat accom-
panied by the following resolution►

Be IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF Des Plaines, COOK COUNTY ILLINOIS, that
the plat showing dedication of the proposed S.B.I.
28, Plat 26 as submitted by the County Superintendent
of Highways to the mayor and City Council of the City
of rtes Plaines , and the same is hereby in all respects
approved, and
BF IT FURTHER RESOLVED that a copy of this
resolution signed and certified be forthwith forwarded
to the County Superintendent of •,ighways and the Board
of Commissioners of Cook County.

The motion was made by Alderman Ahbe and seconded by
Collet to adopt this resolution. The roll was called
on the motion with the following result: Ayes; Alderman
Ahbe, Collet, Pflughaupt, Dean, Huxmann, Bishop, Friott,
Frederick, and keinshausen. Bays; None. The Mayor
thereupon declared the motion carried and the resolution
adopted.
Alderman Frederick, chairman of the Fire Committee,
requested that each of the nikneteen volunteer firemen be
supplied a city vehicle license free of charge. The motion
was made by Alderman Frederick and seconded by Pflughaupt,
to refer this matter to the Finance Committee for consid-
eration and report.
The Sewer, Drainage and sanitation Committee
had no report to offer.
The Water Committee had no report to offer.
The Clerk then read the following letter:

Gentlemen:
The annual conference of health officers
and public health nurses is scheduled to take place
in Springfield, December 14th and 15th. The current
problems of local health officers will be discussed
and an opportunity will be given these representatives
to become familiar with the State department of
public health and it's various functions.
this Board recommends that Des Plaines
send it's,representative to this important con-
ference. The expense involved is nominal compared
with the benefits derived.

The motion was made by Alderman huxmann and seconded by
Collet to concur in the recommendation contained in this
letter and authorize the Board of health to send one of
its members to the said convention as a delegate; and
to authorize an expenditure of not to exceed ;20.00 for
this purpose. The rolls called on the motion with
the following wesult; Ayes; Aldermen Ahbe, Collet,
Huxmann, Bishop, Friott, Frederick and meinshausen. Bays;
Aldermen Pflughaupt and Dean. The Mayor thereupon declared
the motion carried.
The Mayor then submitted the following 'telegram,
which was read by the Clerk;

Cities and Villages must act at once on Civil works
applications to be made to your county civil works
administrator to insure equitable treatment concern-
ing allotment of persons to your municipality. Federal
rule promulgated yesterday directs allotment of persons
among political subdivisions on same basis as allot-
ments to states namely seventy five percent population
and tenty five percent relief case load. Insist on
your rights under this Federal Hule incase you have
projects which will employ your total allotment of
men under it. League is working on legislation to
enable municipalities to use any available funds
in the discretion of the corporate authorities for
material or labor on civil works projects even tho
there is no prior appropriation therefor also enabling
municipalities to anticipate gam( tax revenues for
material or labor on road, the street projects approved
by civil works administration.

The motion was made by Alderman Pflughaupt and seconded
by A,,einshausen to authorize the Mayor to appoint a committee
to plan such projects as are referred to in the above tele-
gram. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried, and appointed
Alderman Bishop, Collet, mLeinshauaen and Carter Jenkins
toserve on this committee.
Mayor Maider then announced that a meeting
has been arranged with the City officials of Park
Ridge and the various school and park districts of
Maine Township in order to study the various possible
projects in the Township.
The motion was made by Alderman Meinshausen
and seconded by Ahbe togrant the Retail Malt and Bever-
age Dealer's Association the use of the council chambers
on Friday afternoon, november 24th,1933. 'rhe motion
was voted upon by acclamation, whereupon the Mayor de-
clared the motion carried.
City Attorney Meyer then reported on the
possible disposition of the accrued obligation of
some $15,000.00 due the Public Service Company of
Northern Illinois for street lighting, and upon instruct-
ion by the Council prepared and submitted the follow-
ing proposed resolution, whichvas read by the Clerk:
RESOLUTI 0 N
WHEREAS the City of Des Plaines is in-
debted to the Public Service Company of morthern
Illinois, in the sum of 515,891.45 for electric
current, and
WHEREAS the City Council is desirous of
adjusting said obligation with the least expense
to the City,
THEREFORE BE IT RESOIXED by the City
Council of the City of Des Plaines that 1933 Tax
Anticipation Warrants in the sum of two thousand
(32,000.00) dollars, be issued under the provisions
of the Ordinance heretofore passed, and that said
Warrants be delivered to the zublic Service Com-
pany of .Northern 411inois,
BE IT FURTHER RESOLVED that the City
Attorney be authorized to enter into an agreement
with the Public Service Company, permitting a
judgement to be entered against the City of
Des Plaines in the amount of 413,891.45, and
to execute anagreement with the attorneys for
the Public Service Company, not to take any
proceedings toward the enforcement of said judge-
ment, so long as the City levies the sum of
52,775.29 per year for five years, for the purpose
of paying said judgement.
The motion was made by Alderman Pflughaupt and seconded
by laeinshausen to adopt this proposed resolution. The
roll was called on the motion with the following result:
Ayes; Aldermen Ahbe, Collet, k'flughaupt, Dean, Ruxmann,
Bishop, Friott, Frederick, Enzenbacher and keinshausen.
Bays; None. The Mayor thereupon declared the motion
carried and the resolution adopted.
Alderman Ruxmann, chairman of the Police and.
License Committee reported that the olice Department
commissioned several men to work three hours each
school day to guard street crossings for the protection
of school children. These men he reported are working
to pay off past due water accounts to the City.
Alderman Yflughaupt, chairman of the Finance
Committee then submitted the following resolution of
which the ,ayor and each alderman was supplied with
a copy in advance:
RESOLVED THAT THE FOLL0V(ING BILLS
ARE DUE AND PAYABLE AND THAT THE
MAYOR AND CITY CLERK BE INSTRUCTED
TO ISSUE PROPER VOUCHER -WARRANTS IN
PAYMENT OF SAME. SAID WARRANTS TO
BE RELEASED UPON ORDER OF THE FINANCE
COMMITTEE WHEN FUNDS ARE AVAILABLE

The motion was made by Alderman Pflughaupt and seconded
by Meinshausen to adopt this resolution. The roll was
called on the motion with the following result: Ayes; Aldermen
Ahbe, Collet, rflughaupt, Dean, tiuxmann, Bishop, i'riott,
Frederick, Enzenbacher and Aleinshausen. Nays; None.
The Mayor thereupon declared the motion carried and the
resolution a dopted.
The motion was made by Alderman Huxmann and
seconded by Pflughaupt to approve the minutes of the
regular Council Meeting held .ovember,7,1933, and of the
adjourned Council Meeting held November 14,1933 as written.
The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried, and the above mentioned
minutes approved.
Alderman Frederick submitted the matter of ap-
pointing a City Sealer, to the Council for consideration.
After considerable discussion the motionvas made by
Alderman Huxmann and seconded by Dean to refer this matter

to the Judiciary and Assessment Committee for study
and report at the next regular meeting of the Council.
The motion wag voted upon by acclamaton, whereupon the
Mayor declared the motion carried.
At this point the Mayor declared a recess
for the purpose of informally discussing the construct-
ion and financing plans of the proposed well andreser-
voir project, after which the meeting was again called
to order by the Mayor.
The motionwas then made by Alderman nishop
and seconded by Huxmann that the City Attorney be
instructed to prepare an application to the kublic Works
Administration so as to arrange for a water revenue
bond issue of *196,0CC.00 to cover the cost of the
following items; Purchase of Cater Well-393,b00.0C;
construction of reservoir and a softening plant-09b,O00.00,
circulating mains for improving dead ends of water mains -
$7,500.00. The roll was called on the motion with the
following result: Ayes; Aldermen Ahbe, Collet, Pflug-
haupt, Dean, Huxmann, Bishop, Friott, Frederick, Lnzen-
bacher and Meinshausen. Nays; None. The Mayor thereupon
declared the motion carried.
The Clerk then read the following proposed
resolution:
RESOLUTION
BE IT RESOLVED that the present
street lights of the City of Des Plaines
(now totaling 341 lights) be reduced by 94
lights, leaving a remainder of 247 lights.
The motion was made by Alderman Pflughaupt and seconded
by Huxmann to adopt this proposed resolution. The roll
was called on the motion with the following result:
Ayes; Aldermen Ahbe, Collet, Lflughaupt, Dean, nuxmann,
Bishop, Friott, Frederick, Enzenbacher and xeinshausen.
Nays; None. The Mayor thereupondeclared the motion
carried and the resolutiion adopted.
The motion was made by Alderman Huxmann and
seconded by Frederick that the Council adjourn until
Friday, November 24, at 8:OC P.M. The motions voted
upon by acclamation, whereupon the Mayor declared the
motion carried, and the Council adjourned until
November 24, at 8i00 P.M.
