HELD IN THE COUNCIL CHAMBERS, ON '

AT 8 O'CLOCK P. M.
The meeting was called to order by Mayor Charles Hammerl
with, A derman Ahbe, Collet, Pflughaupt, Kinder, Lacey, laiddix,
Enzenbacher and Meinshausen. Aldermen Suster and'Huxrnann were absent.
AlderiNan Wettin arrived shortly after the roll call.
The Clerk then read the reports for the calandar month of
November 1931, of the following officers:

TO THE CHIEF AND MEMBERS OF THE DES PLAINES FIRE DEPARTMENT.
Following, to the best of my knowledge, is a true and correct
report, for the fiscal year of 1931, commenceing December 2nd
1930 and ending to date.
At that time, nineteen members made up the roll of our
organization, namely,

'On Sept. 1, Arthur Imig presented his resignation,
stating that his duties as a policemen of our City con-
flicted with that of our fire department. This was
accepted and his name placed on the honorary roll.
At this first meeting, with Chief Axel Petterson, officiating,
A. H. Kuhlman was appointed as his Asst. Chief. W. L. Kinder
and V. L. Spiegler, were again re-elected to their respective
offices of Treasurer and Secretary. •
Eighteen business meetings were held thz ughout the year,
on the first or third Tuesday of eadh month. This is three
meetings less than last year but with almost the same
average attendance, which was almost twelve at each meeting.

We have been called to the following fires and reports
have been sent to the State Fire Marshall, at Springfield,
41., for all fires where'a loss of $1.00 or more had been

Forty calls have been made against forty-three of last
Year. Seventeen of these were outside the City limits.
Of the twenty three remaining calls, four were automobiles
and nineteen'for real estate in the city. On three occassions,
no public alarm was given. 461 mene answered to the call
of 37 fires which is a little better than 12 men -to -a call.
No personal injury was suffered by any member this year.
Various cal/es of fires were as follows:,Backfire of Auto,
Incendary, Cleaning clothes with gasoline.near open flame,
filling gasoline lamps, spark -from chimney, defective oil -
burner, 'waste -basket, hot ashed in paper container, spontain4 •
ious combustion, .defective wiring, cooking device, Cilimanders,
kerosene heater, children with matches, improper construction
of stove pipe, and causes unknown. lapid and effective work
of the department is mainely responsible for no damages
having been created on thirty eight other calls that have been
made throught the year. Our averge is a little over a call
for every five days.

In reviewing the records` of the past, your secretary
finds h few details incompleted, and recommends to
the City Council, that in the year 1932, they devise
ways and means:
First, of obtaining an additional 1000 feet of
standard Fire Hose to bring us up to the
Insurance Underwriters request,
Second, Ofplu,_.__ig a day Fireman on duty, on or
about Jan. lett This too, is a request of
the Underwriters.

The motion was made by Alderman Pflughaupt and seconded by Wettin

and suggestions contained therein to the Fire Committee. The motion
was moted upon by acclamation, whereupon the Mayor declared the motion

The.Judiciary and Assessment Committee had no report
The Police & License Committee had no report -to offer.

Alderman Collet, Chairman of the Streets and Sidewalks
Committee reported that the program of repairing walks and tarring
cracks in streets ia about completed.
Alderman Meinshausen, chairman of the Buildings and Plats
Committee reported that it was necessary to repair the boiler in the

At this point Alderman Suster came into the meeting.
Alderman Wettin, chattman of the Sewer Drainage and.
Sanitation Committee reported that new route cards have been
issued to the garbage drivers, be also asked the Council for
permission to purchase a visible ledger file to facilitate the
handling of garbage accounts. The motion was made by Alderman Lacey
and seconded by Collet to authorize the purchase of such a file.
The roll was called on this motion with the following result: -
Ayes; Aldermen Ahbe, Collet, Suster, Pflughaupt, :Kinder, Lacey,
Wettin, Enzenbacher and Meinshausen. Nays; none. The Mayor thereupon
declared the motion carried.
Alderman Lacey, Chairman of the Water Committee reported
that tine of the "Tater departmentb men is ill. He reported however
that otherwise things are running along nicely.
The Fire Committee had no report to offer.
Alderman Wettin of the Band Committee reported tat •
the Band will render a concert to swell the Bank fund, and ureged all
Citizens to avail themselves df the opportunity of hearing a good concert
and at the same time help the band financially.
Attorney Maloney reported on the bill rendered by the Des
Plaines Publishing Co., in the amount of #685.55 to the Board of
Local Improvements, Mr. Maloney stated that the City is liable,
and suggested that the bill be paid out of the Contingent fund.
Mayor Hammerl raised the question of the paving contract
for spruce Street and other streets, and suggested concelling the
contract if work on this contract is not started soon. Attorney
Maloney stated that the only thing that could be done is to concel
the contract and relet it. The motion was made by Alderman Lacey
and seconded by Meinshausen to refer the matter to Attorney Maloney
to notify the bonding company that unless work is gegun at once, the
contract will be cancelled and relet.
The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried..
. At -this point Alderman Meinshausen was excused, and left
the meeting.
The Clerk then read the following proposed ordinance

PROVIDING FOR THE ISSUANCE OF TAX ANTICIPATION
WARRANTS AGAINST THE TAXES LEVIED FOR THE -FIS-
CAL Y,AR 1931-1932, FOR GENERAL CORPORATE FUND,
PUBLIC BENEFITS, FIRE PROTECTION, PUBLIC LIBRARY,
MUINTICIPAL BAND, GARBAGE, AND BOND FUNDS.
The motion was made by Alderman Enzenbacher and seconded by Lacey
to put the above proposed ordinance on for passage. The roll was
called on the motion with the following result:,Ayes; Aldermen Ahbe,

The Clerk then read the following:
RESOLUTION
WHEREAS, the City of Des Plaines has passed an ordinance
providing for the issuance of tax anticipation warrants payable
out of the Tax Levy for the year of 1931 for the necessary and
ordinary expenses far general corporate purposes. •
BE IT, TH=FORE, RESOLVED that the Mayor and City
Clerk of the City of Des Plaines be and they are hereby auth-
orized and empowered to issue and deliver to Carter Jenkins
two (2) certain tax anticipation warrants, one for the sum of
One Hundred Eighty-two Dollars and fifty Cents (182-.50), and
one for the sum of Two Thousand Sixty-seven Dollars and Fifty
Cents ($2067.50), copies of which are hereto attached and made
part hereof.
BE IT FURTHER RESOLVED THAT this Resolution shall be
in full force and effect from and after its passage and the
approval thereof according to law.

The motion was made by Alderman Wettin and seconded by Collet to adopt
the above proposed resolution. The roll was called on the motion
with the following result: Ayes; Alderman Ahbe, Collet, Suster,
Pflughaupt, Kinder, Lacey, Wettinand Enzenbacher. Nays: None. The
Mayor thereupon d eclared the motion carried and the resolution adopted.
Alderman Enzenbacher chairman of the Finance Committee
then reported that an -agreement has been arrived at with Martin A.
Bei_rena regarding the ;229.32 claimed by Er. Behrens to be still due
him as commissions earned while holding the office of City Treasurer.
He further reported that Mr. Behrens has agreed to accept $114.66 or
50% of the original bill as payment •in full. The motion was made
by Alderman Suster and seconded by Lacey to accept the terms of the
agreement and pay Mr. Behrens $114.66 as payment in full. The roll
was called on the motion with the following result: Ayes; Alderman
Ahbe, Collet, ouster, Pflughaupt, Kinder, Lacey, Wettin and Enzenbacher.
Nays: None. The Mayor thereupon declared the rno ti on cn,rried.

The motion was made by Alderman Enzenbacher and seconded
by Suster to instruct City Attorney Maloney to draft the proper release
for Mr. M. A. Behrens and submit same to Mr. Behrehh bonding company
for their acceptance. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.

Dear Sir:
AcknowledLing your letter of November 21st, ,relating to
the matter of protection for highway crossings over the C. & N. W.
ry. Des Plaines Valley Line:
I can assure you that I will have an investigation made
concerning the situation at the three crossings mentioned and,
should conditions at these crossings warrant protection, I will
make the necessary recommendations to the Management.
Of course you are aware of the present deplorable financial
condition existing on -the railroads and, unless conditions are ..
extremely hazardous it is doubtful as to whether we can secure any
appropriation. However, that will not keep me from making the
proper investigation.

Dear Sir:
An inquest was held on November 20, 1931, over the body
of Mary V. Pettibone, who came to her death as the result of
injuries received when the automobile in which she was riding
east bound on route 58, was struct by an automobile being driven
north bound on Elmhurst Road. After hearing the testimony presented,
the Coroner's jury made the following recommendation:-
" - - - and we, the jury, recommend that the State,
County and Village authorities be urged to install
stop signs on Route 58 at the Elmhurst Road inter-
section.'
• We are advising you of this recommendation so that you
may take such steps as you deem necessary to prevent further ac-
cidents of this nature.
• So that our records may be complete, I would appreciate
it if you would let us know what action is to be taken regarding
this recojtmendation.

, On September 26 and on October 20, 1931, we wrote you
asking the City of Des Plaines to commence proceedings immediately
for a supplemental special assessment to pay the amount of the
deficienoy of $44,739.61 in the above entitled case. We have had
no reply.
- We cannot delay longer in the matter, Unles the City
takes acti4on at its next council meetingwe will be forced to take
legal proceedings to compel the City to perform its clear legal duty
to start proceedings for a supplemental special assessment. We trust
this will not be necessary, but we cannot delay any longer.

monly known as Cumberland Sub -Division in Des Plaines, Illinois.
The contractors and sub -dividers are about to make an ,agreement
relative to the payment of assessments which we are hopeful will
be consummated and it is desired to save the property owners all
the costs possible.

'Hon. Mayor & Alderman
of the City of
Des Plaines, Illinois.
Gentlemen:7It has come to our attention that the Park Board of
the City of Des Plaines has requested the City Council to pass
an ordinance turning -over to the Park Board the saxnfl tri-
angular park just south of Cumberland Park, also the park in
the center of the circle of the junction of Wolf -Golf Roads,
State Street and Broadway.
So far as we can ascertain. at tje to,e ttj ese streets
were dedicated there was no provision made for parks in either
place, and while both of these samll plots have been land-
scaped to a certain extentfor the purpose of beautifying she
district, they were originally constructed to divide traffic,
rather than to be used as a park. We believe that they should
remain under the control of the City of Des Plaines as a street,
dedicated for use and benefit of the public, as such.
The large circle at the intersection of Wolf -Golf
Roads was dedicated as a part of the State Highway, and is,
therefore, all the more reason why it should not be turned
over to the Park Board.
November 20th, 1931.
Insofar as'the maintenance by the Park -Goard is con-
cerned. we believe that this can be overcome without the pro-
cess of dedicating and turning over from the City of Des Plaines.
If it cannot be overcome and the maintenance by the Park Board
of these two small plots would have to be discontinued, w,e
will be more than pleased to maintain them ourselves, but under
no circumstances can we acquiesce to the proposition @f turn-
ing these two plots over to the P_ark Board.

The M yor instructed the Clerk to write Mr. Schroeder urging the
Cumberland Maintenance Corporation to enter into an agreement for main-
tenance with the Des Pk !nes Park District.
The Clerk then read a letter from Johnson's Electric Shop
calling the Councils attention to the Street Christmas lighting, and
expressing willingness to go ahead with the work provided the City
will bear its share of the expense. The motion was made by Alderman
Ahbe and seconded by Wettin to refer the !natter to the Streets and
Sidewalks Committee, and the Finance Committee jointly with Power to
act. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
The Clerk then read the following: -
R E S O L U T I O I
WHEREAS, an emergency exists in man, of the homes
in the City, of Des Plaines, due to the long period of
unemployment of many of the heads of families, and that
these conditions have brought great distress and actual want
into the homes of many worthy families in our community, And
Whereas, there appears to be'no immediate
,• prospect of improvement in general' conditions with respect
to opportunities far employment, and
• WHEREAS, all employees ofCity of
Des Plaines have been kept in their positions in regular em-
• ployment at full time to this date', and
. WHEREAS, it is but fair and just that the
, city give all aid in its power to provide at least part-time
, employment to such of our citizens'whose families are in
, actual want, and •
. WHEREAS, a distribution of the necessary employment
,opportunities for city 'w ork can be •made amoxingmore persons
•than now hold these positions without any great hardship.
,to the present employees who have enjoyed full time up to
.this date, and without serious impairment of the proper
.functioning of Municipal operationd,
AND.
NOW THEREFORE,
BE IT AND IT IS HEREBY '
RESOLVED: By the Board nat the Mayor
of said City divide all employment in
city work where such division can be
made without serious interference with the
proper administration of Municipal functions
so that in place of each employee now at
work, there shall be two 12) employees who shall
divide equally the compenbation heretofore pails
for the work, and who shall divide equally the,
number of hours of work. •
IT ISFURTHER
• RESOLVED: That such divieion
of work be put into effect without
delay and that The Des Plaines Nurse
• T Welfare Committee be recluested to
submit at once the name of worthy
persons for such employment, and that
such ditided time operation of Munic-
ipal employees continue until such time
as the general employment situation
makes it possible for such addition-
al city employees to obtain other
positions.

The motion was made by Alderman Kinder and seconded by Pflughkupt
to adopt the resolution. The roll was called on the motion with
the following result: Ayes; Aldermen Ahbe, Collet, Suster, Pflughaupt
Kinder, Lacey, Wettiri and Enzenbacher. Nays: none. The Mayor there-
upon declared the motion carried and the resolution adopted. The
motion was then made by Alderman Zander and seconded by Suster to
Authorize the Mayor to appoint a special Committee, with the Mayor
as chairman to investigate the possibilities of the resolution
and apportion the work. The Motion, was voted upon by acclamation
whereupon the Mayor declared the motion carried. The Mayor there-
upon appointed the various chairmen of the Standing Committees of
the Council as members of the above ientioned special committee.

The motion was made by Alderman Wettin and seconded by Ahbe to
adopt the resolution. The rollwas called on the motion with the
following result: Ayes; Aldermen Ahbe, Collet, Suster, Pflughaupt,
Kinder, Lacey, Wettin and Enzenbacher. Nays: None. The Mayor
thereupon declared the motion carried and the resolution adopted.

Alderman Ahbe then presented to the Council the request of
a Mr. Berry for permission to connect to the City Atter main, and
hate the City furnish them water service for his property at the
Northwestmat Corner of Rand and Riyer Roads. The motion was made
by Alderman Mabe and seconded by Lacey to grant Mr. Berry's request,
to install a 1" pipe as requested. The roll was called on the motion z
with the following result: Ayes; Aldermen Ahbe, Collet, Suster,
Pflughaupt, Kinder, Lacey, Wettin and, Enzenbapher. Nays: none. The
yor thereupon declared the motion carried. The motion was then
'made by Alderman Enzenbacher�and seconded by Wettin that the state
permit for Mr. Berry's connection be taken out in the name of the
City of Des Plaines, and that Carter Jenkins, City Engineer be in-
structed to make afflication for the permit. The motion was voted
upon by acclamation whereupon the tayox declared the motion carried.
The'motion was made by Aderman Wettin and seconded by
Collet to approve the minutes of the regular Council meeting of
November 16, 1931, as written. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried.
City Engineer Carter Jenkins then reported that he had
recie$ed from the State Highway Dept. a Tracing pertaining to.the
alignment of Wolf Rd. submitted for the Council's approval. He
stated that the tracing has several errors and should be returned to the
Highway Department for correction. The motion was made by Alderman
Kinder and seconded by Wettin to abide by Mr. Jenkins suggestion.
The motion was voted upon by acclamation, whereupon the Mayor declared the
motion carried.
Alderman Ff],ughaupt called the Council's attention to the
"Shack" on the Tom Thumb Golf Coarse on Lee Street, and demanded that
it be removed at once. The Mayor thereupon instructed the Clerk to
notify the owners to comply with alderman Pflughaupt's demand.
There being no further business before the Council,
regularly adjourned.
