08/17/1931412 MINUTES OF TEE REGULAR MEETING OF THE CITY OF DES PLAINS S HELD IN THE COUNCIL CHAMBERS ON MONDAY, AUGUST 17, 1931, at 8:00 P. M. The meeting was called to order by Mayor Hammerl, 14th Aldermen Ahbe, Collet, Pflughaupt, Kinder, Huxmann, Lacey, Wetten, Enzenbacher and Meinshausen answering to roll call. Alderman Suster was absent. Alderman Suster chairman of the Judiciary and Assessment Committee being absent, this committee had no report to offer. The Police & License Committee had no report to The Streets & Sidewalks Committee had no report The Building & Plats Committee had no report to Alderman Ivettin chairman of the Sewer, Drainage ation committee reported that the sewer on River Road had connected as it was years ago. offer. to Offer. offer. & Sanit- been re - Alderman Lacey chairman of the Water Committee reported that the 12 inch water main on Des Plaines Avenue between Ellinwood St. and Thacker St., which had been damaged by the excavation for the retainer wall in connection with the widening of Des Plaines Ave. had been successfully replaced by the County. He reported that the addesisvgs were furnished by the County so that the City's share of the Job consisted of the labor for excavation only. He also reported that owing to the widening of Des Plaines Ave. thetzta driveway into the Pumping station is too steep to allow proper entrance, and closing the present doors. Alderman Huxmann suggested thatwhile this was being done, the building should also be painted. The Mayor referred the entire matter to the Water Committee for action. The Fire Committee had no report to offer. The Band Committee had no report to offer. The following proposed ordinance was then given second read- ing by the Clerk. AN ORDINANCE AMENDING ARTICLE III ENTITLED "CITY COLLECTOR" OF CHAPTER 3 ENTITLED "OTHER CITY OFFICIALS" OF TEE MINICIPAL CODE OF DES PLAINES OF 1928. The motion was made by Alderman Enzanbacher and seconded by Ahbe, that the above proposed ordinance be adopted. The roll was called with the following result: Ayes; Alderman Collet, Ahbe, Pflughaupt, Wettin, Lacey, Enzenbahcer Nays; Huxmann, Kinder and Meinshausen. The Mayor thereupon declared the motion carried and the ordinance passed. The following resolution was then read by the Clerk. RESULUTION WHEREAS, by reason of the delay in the collection of taxes in Cool County, the City of Des Plaines has been delayed in the receipt of its moneys for the operation of'',. the City government; and WHEREAS, by reason of the condition in banks through out the County of Dook, it is difficult or impossible to dispose of anticipation warra4t4,for the necessary moneys to operate the City governmett for any extefided period of time, and it is, therefore, desirable that the current ex- penses of the operation of the City government be reduced. BE IT, THEREFORE RESOLVED that the salaries of all employees of the City of Des Plaines in all departments be and they are hereby reduced the sum of ten per cent(10%). 413 BE IT FURTHER RESOLVED that the compensation of and services of the Municipal Band be and the same are hereby discontinued until further action of the City Council. BE IT FURTHER RESOLVED that this resolution shall be in full force and effect from and after its passage and the approval thereof according to law. . PASSED this day of August, A. D. 1931. The Mayor thereupon declared the motion carried and the resolution adopted. The Clerk then rendered first reading of the following proposed ordinance: AN ORDINANCE AMENDING OF ARDINANCE ENTITLED "ANDRDINANCE TO CLASSIFY., REGULATE. AND RESTRICT THE LOCATIONS OF TRADES AND INDUSTRIES AND THE LOCATION OF BUILDINGS DESIGNED FOR SPECIFIED USES: TO REGULATE AND LIMIT THE INTENSITY OF THE USE OF. LOT. AREAS . AND TO REGULATE AND DETERMINE THE AREA OF YARDS, COURTS AND OTHER OPEN SPACES WITHIN AND SURROUNDING SUCH B UILDINGS, AND TO ESTABLISH THE BOUNDARIES OF DISTRICTS FOR THE SAID PURPOSES AND PRESCRIBING PENALTIES FOR THE VIOLATION. OF ITS PROVISIONS" OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS. The Clerk then read a letter from Geo.., C. Kutuzovich, Superin- tendent of the Croation Children's Home on Potter and Dempster Roads dated August 15, 1931 asking that the City revise theti/Water rate of.50cents per 1000 gallons, which, as the letter states is too heavy a load. The motion was made by Alderman Kinder and seconded by. Collet that this matter be referred to the Water Committee. The motion was voted upon by acclamation, whereupon the Mayor de- clared the motion carried. The Clerk then read a letter from Mrs. Sol. Garland, complaining of unsanitary sewer conditions on Garland Place. The motion was made by Alderman Ahbe and. seconded by Collet to refer this matter to the Sewer, Drainage and Sanitation Committee for further investigation. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. The Clerk then read a letter dated August 17, 1931 from the lurse and Welfare Committee, requesting the Councils permission to sponsor a"Tag Day's on, Saturday, August 29, 1931, for the benefit of welfare and relief work. The motion was made icy. Alderman Ahbe and seconded by Wettin to grant this request of the Nurse and Welfare Committee._ The motion was voted upon by accla- mation, whereupon the Mayor declared. the motion carried. 414 The Ulerk then read a letter from F. F. Colum Comm- ander of the Chateau Thierry Chapter No 2 of the Disabled American balm Veterans of the World War, asking the Council to grant his chapter to conduct its annual Forget- Me -Not Day on September 28, 1931. The motion was made by Alderman Pflughaupt and seconded by Huxmann to giant this request. he motion was voted upon by acclamation, where- upon the Mayor declared the motion carried. The Clerk then read a petition signed by a number of South Des Plaines Ave., property owners, asking that a sidewalk be laid on the East side of Des Plaines Ave. The motion was made by Alderman Huxmann and seconded by Meinshausen to refer the matter to the Streets and. Sidewalks Committee. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The motion as made by. Alderman Collet and seconded by Wettin to instruct City Attorney Maloney to prepose an ordinance for the purpose of laying sidewalks on both sides of Ellinwood St. between Lee St. and. Graceland Avenue., Said sidewalk to be paid for by Special Assessment. The roll was called with the following result: Ayes; Alderman Collet, Ahbe, Pflughaupt, Huxmann, Kinder, Lacey, Wettin, Enzenbacher and Meinshausen Nays: None. The Mayor thereupon declared the motion carried. The Clerk then read the following resolution; RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAWR AND CITY CLERK ARE AUTHORIZED TO ISSUE THE PROPER WARRANTS IN PAYMENT OF SAME. The roll was c called on the motion with the following result: Ayes; Alderman Ahbe, Collet, Pflughaupt, Kinder, Lacey, Wettin, Enzenbacher and Meinshausen. The Mayor thereupon declared the motion carried and the resolution adopted. Alderman Huxmann then reported that the band is in nee of a filing cabinet for preserving their sheet music, especiall since the band has benn temporarily discontinued. The cabinet/ is to cost about $26.0Q. The motion was made by Alderman Hunan and seconded by Lacey to grant the bond permission to purchase Such a cabinet. The roll was called with the following result: Ayes; Alderman Ahbe, Collet, Pflughaupt, Kinder, Huxmann, Wettin, Lacey, Ecttnbacher and Meinshausen. Nays; None. The Mayor thereupon de- clared the motion carried. Alderman Huxmann then asked that the band be given per- mission to give the regular Wedensday evening concert on August 19th as planned. The motionwas made by Alderman Huxmann and seconded by Meinshausen to grant this permission. The roll was called with the following result: Ayes; Alderman Ahbe, Collet, Pflughaupt, Huxmann, Kinder, Lacey, Wettin, Enzenbacher and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried. •. r: .; C • w. ...s:..4. r: m Alderman Pflughaupt expressed the opinion that it might be wise to have one Alderman serve on the Library Board, as the Councils representative, in order to bring about closer cooperation and better coordination between the two groups. Tete Mayor Stated that he would take the suggestion into consideration whenn making the three new appointments will no doubt be made necessary, due to reported resignations of three members of the Library Board. The Clerk then read a bill brom Mr. Dahl for services rendered in connection with the audit of the Treasurers' books. The motion was made by Alderman Lacey and seconded by Ahbe to approve the 4111 for payment out of the Special Assessment contingent Fund. The roll was called with the f ollowing result: Ayes; Alder- men Ahbe, Collet, Pflughaupt, Hultman, Kinder, Lacey, Wettin, Enzen- bacher and Meinshausen. The Mayor thereupon declared the motion carried and the bill approved for payment. The motion was made by Alderman Wettin and seconded by Lacey to approve the minutes of the regular meeting of August 3, 1931 as written. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried, and the minutes approved. 416 The Clerk Then read excerpts from the report of Chas. 3. Anderson, certified Public Accountants, covering the audit made by them Of the Treasurer's books. Alderman Huxmann suggested, that the Council begin work- irig on the Tax Levy Ordinance for this year. The Motion was made by Alderman Lacey and seconded by Collet to adjourn until 8;00 P. M. griday August 21, 1931. The motion was voted upon by acclamation whereupon the Mayor declared tlie motion carried and the council adjourned until 8:00 PlUlugust 21st, 1931. •
