THE MINUTES OF THE ADJOURNED MEETING
OF THE CITY COUNCIL OP THE CITY OF DES
PLAINES HELD IN THE COUNCIL CHAMBERS
ON THE llth DAY OF AUGUST A. D. 1930.
AT THE HOUR (,11 8 O'Clock P. M.
Mayor Hammerl called the meeting to oraer with Alderman
Collet, KnialalAsHeesch, .Juster, Kinder, Schlagen .Lacey, 'vett&n,
and Enzenbacher. answering to roll call.
Mayor Hammerl explained that this was an adjourned
meeting of the City Council being held for the purpose of consider-
ing the annual Tax Leavy Ordinance and for the purpose of transacting
such other business as might come before the Council at this time.
First reading of:
AN ORDINANCE
PROVIDING FOR LEVYING AN ASSESSMENT OF
TAX:t3 FOR THE FISCAL YEAR 1c,30-1931
FOR THE CITY OF DE.) PLAINES, COUNTY OF
CC,OK, STATE OF ILLIiOIS.
Same was laid over for second reading.
The following report of the Police Committee was presented
to the Council at this time.
September 8th, 1930.
To the Mayor and City Oouncil:
Your Cocn-ittee on l'olice & License has investigated thd above
and has found: We wish to recommend that the Police Dept. have
a day and night Desk man, one of whom will always be on duty
to answer to telephone and perform such other duties as may be
re4uired by the Chief of Police. This will be for the best interests
of the Dept. and the City as a whole and we wish to submit for
consideration Of the Mayor and Council for these positions the
names of 'William Hulke and Joseph O'Donnell and recommend their
appointment by the Mayor.
We, you Committee on Police & License therefore recommend: the
appointment of these men as Desk Sargeants.

Henry Heesch.
Alderman Enzenbacher moved that the report of the Committee be
accepted and that the appointment retotmended be made. Alderman
Knabb seconded this motion and the name carried by vote of accla-
mation.
Mayor Harmerl then submitted the names of William Hulke
and Joseph O'Donnell for Desk Sergeants. Alderman Enzenbacher
moved that the appointments be confirmed. Alderman Knabb seconded
this motion and the roll was called with the following result. Ayes
Alderman Collet, Suster, Heesch, Kinder, Schlagel, Lacey, ettin,
Knabb and Enzenbacher. 1,,:one voting Naye the Mayor declared the
motion carried and the appointment confirmed.
Considerable time was spent here in discussing the new
warring% signs that had ben erected at various places throught out
the City under the supervision of the Police .8c Lcense Committee.
following the disdussion Alderman -Enzenbather moved that the matter
be referred to the blice & License Committee for further consideration
and report at the next Regular Council Meeting. Alderman Heesch
seconded this motion and the roll was called with the following resuti
Ayes, Alderman Heesch, Suster, Kinder, Schlagel, Knabb and Enzenbacher
Nayes Alderman Collet, Wettin and Lacey. i'hereon the Mayor declared
the motion carried.
Engineer Jenkins reported on his investigation of side-
walk Aprons on Thacker St. He stated there were four aprons on the
North side of Thacker St, that had been omitted with the Sidewalk
inprovement and two on the South side of Thacker 6t. that had been
omited from that improvement. Alderman 6uster moved that the matter
be referred to the Streets and Sidewalks Committee for their
recommendation. Alderman )kettin seconded this motion and the same
carried by vote of acclamation.
Alderman Heesch moved that the City Attorney be instructed
to draft an ordinance prohibiting unnecessary whistling by railroad
engines while passing through the City limits. Alderman Schlagel
seconded this motion and the same carried by vote of acclamation.
There bang no further business to come before the Council
at this time on motion of Alderman Enzenbacher sedonded by Alderman
Collet, and carried by a unamious vote same adjourned.
