THE MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF DES
PLAINES HELD IN THE COUNCIL CHAMBERS
ON THE 2ND DAY OF SEPTEMBER A. D. 1930
AT THE HOUR OF 8 O'CLOCK. P. M.
Mayor Hammerl called the meeting to order with Alderman
Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Lacey, Wettin,
Knabb and l+nzenbacher answering to roll call.
Alderman Knabb moved that the minutes of the last regular
meeting held August 18th, 1930 be approved as written. alderman
Collet seconded this motion and the same carried by vote of Accla-
mation.
The report of the Police Department for the month of
August was read and ordered placed on file.
The Judiciary and Assessment 0ommittee had no report to
make at this time.

The Public `works r ire, Bldg, and City Plats Committee
had no report to make at this time.
The Sewer, Drainage and Sanitation Committee had no report
to make at this time.

Alderman Wettin reported that the Sidewalk �n Lee Street
had been completed by Ir. Jensen but that a large ditch was left at
the end of this walk which he considered very dangerous. After
considerable discussion the matter was left with the-'ngineer to
take care of with fill in the excavation of Ellinwood Ave.
Considerable time was spent here discussing the prance
used by several property owners in dumping rubbish on vacant Lots.
The matter was left with the Sewer, Drainage and Sanitation Committee
for recommendation.
Alderman Collet moved that the City Clerk be instructed to
notify the property owners on Borth anhiem Rd. to constmuct Sidewalks
along their property or the City would proceed to construct same
under Special Assessments proceedings. alderman Lacey seconded this
motion and the roll was called with the following result. Ayes
Alderman Collet, Ahbe, Heesch, Suster, Schlagel, Kinder, Lacey,
Wettin, Knabb and Enzenbacher. 14one Voting -Nay the lijayor declared
the motion carried.
Alderman Lacey reported that the committee on Public
Works, Fire, Bldg. and City Plats had received and estimate and
specifactions on the construction of a Municipal Garage at the
rear of the City Hall and the recommendation of the Committee
would be to construct the City Clerk to advertise for bids on this
work. Alderman moved that the recommendation -of the Committee be
accepted and the City Clerk be instructed to advertise for bids
under these specifications same to be returnable September 15th,
1930.

Alderman Lacey seconded this motion and the roll was called with
the following result. Ayes Alderman Collet, Ahbe, Heesch, auster,
Kinder, Schlagel, Lacey, Wettin, Knabb and Enzenbacher bone voting
,A aye the Mayor declared the motion carried.
Alderman Wettin wrought up the matter of Sidewalks
aprons on Thacker Street at Second and Third Avenue. After some
discussion the matter was referred to the City ingineer for a •
report.
The following letter was presented to the Council at this
time.

Hon. Sir and Gentlemen: -
In as much as the City Council of Chicago has authorized
Saturday, Sept. 27th, or (In the event of rain on that date) Monday
Sept. 29th, for the Annual Sale of "Forget -Elie -Hots in that City,
we hereb, petition the good graces of your Council for permission
to also conduct our sale in your City on the same date.
As you already know, the money derived form this sale
is the only means of income we have to finance our sertice and
welfare work for the Disabled American Veterans and their families,
and which has proved so valuable in past years.
We request that you consider this petition at the earliest
date possible, and should you wish one of our members to appear
before you, that you will notify us of the date of the meeting.

Alderman Ahbe moved that the above request be granted. Alderman
Collet seconded this motion and the roll was called with the following
result. Ayes Collet, Ah -be, Heesch, auster, Schlagel, Kinder, Lacey,
Wettin, Knabb and Enzenbacher. none voting Nye the Mayor dedlared
the motion carried.
The following letter was presented to the council at this
time.

Dear Mr. Heesch:
Being a resident property owner in the second
ward of the City of Des rlaines, I am addressing youjas a
representative df the people of the second ward relative to
the unhealthy condition of the Des rlaines River, owing to
the City draining its sewerage into the river. I have
particular reference to thesewerage emptying into the river
between Thacker Street and Ellinwood Street. This river
which should be an asset to the "ity is getting to be nothing
but a detriment for very offensive odors come from this river
especially on very hot days. It seems to me that the time

h*a come when the City of Des Plaines must take some action in
regard to its sewerage, even though it will mean an expense
to the"citizens of the City. Naturally I being an owner of
property along the river I am more concerned about this than
those citizens living away from that section of the City.
This question, in my opinion, cannot be passed too
lightly by the City Council for under a recent Appellate Court
decision in this State a certain city in Illinois was obliged
to pay considerable damages to a property owner by reason of
the permitting its sewerage to flow into a river thus making
the property owner's xxxxr living condition unpleasant and un-
healthy.
I would appreciate very much Mr. Heesch if you will
bring this matter up for discussion be fore the City Council and
let me hear from you as to their d&sposition of the matter.

Following considerable discussion alderman Enzenbacher moved that
the City Clerk be instructed to get in tuch with all Citys and
Villages along the Des Plaines river with the idea of making a
combined effort to obtain relief in the Sanitary District. Alderman
Knabb seconded this motion and the roll was called with the following
result Ayes Alderman Collet, Ahbe, Heesch, Suster, Schlagel, Kinder,
Lacey, Wettin, Knabb and Enzenbacher. None voting Liaye the mayor
declared the motion carried.
The follwoing letter was presented to the council at this
time.

Honorable air:
Encolsed you will find quotations listing separately monthly rate of
the police telephones you asked us to quote upon a few days age.
The telephones will be installed in steel, waterproff housings: wire
connections being made through a conduit running from the top of the
pole to the box. The phones would be quippped with loud, clear ring-
ing gongs. We would also install a special relay which could be used
for a light on the pole to which the telephone box is attached. Arrau
ngements will have to be made with the Public Service Company regard-
ing the furnishing of current for this light.
Due to the expense of installing this system it would be necessary
for the Telephone Company to obtain a ten year contract before this
system could be installed. In other words we would not want to ge
to the expense of installing this system for less than a ten year or M
more period.
Allow us to s tate at this time that the "ity of nark j�idge has had a
similar system in the working for the past two years. It is satis-
factory, but is not used a great deal for calling the policemen.
gn the other hand the policemen% are insturucted to call in from these
telephones at certain intervals, and in this way the desk sergeant
can keep check with his men and is also in constant communication
with them.
On the original installation these police telephones were locked and
it was necessary for the policemen to have keys and unlock the box
before the phone could be used. Howeve=r, as an experiment we have
removed all the locks so that in case of an emergency the public could

use these phones. This, however, is only an experiment and if it
proves unsuccessful we shall replace the locks.
If the City of Des Plaines wishes to purchase the system outright
and maintain it we will be glad to give an estimate of the cost of
installing such a system. However, we believe that letting the
Telephone Company own and maintain it on a rental basis would be fa
more satisfactory.

Switchboard located at the City Hall in Police Headquarters 3.00
The installation charges would be 3.50 per station, or $45.50
$3.50 to install th switchboard and 43.50 to connect the out-
going trunk -lines to the regular exchange. The rate on the trunk
line connecting your switchboard to our regular switchboard would be
$6.00 per month, making the total monthly rate $64.50.
Alderman Schlagel explained this alarm s*stem as it was working in
the City of Park Ridge and the matter was referred to the Police
and License Committee for their recommendations.
The follwoing resolution was presented to the council
at this time.
RESOLUTION
WHEREAS, the City of Des Plaines has heretofore
caused to be instituted proceedings for the construction
of sidewalks in front of the property hereinafter des-
cribed, and has levied assessments against the said lots
for payment of the.said sidewalks; and
WHEREAS, the City of Des Plaines has also caused
to be laid and constructed, without right, water main
on and through Lots Nine (9) and Ten (10) of the said
property hereinafter described, and has never compensated
the owner of the said iroperty for the damage to the said
lots; and
WHEREAS, suit has been instituted against the City
of Des Plaines for damage to the said property; and
WHEREAS, the owner of the said property claims
to have had an agreement with the City of Des Plaines
that no sidewalks would be constructed in front of her
property and that the assessments against the said pro-
perty would be cancelled; and

account of the said assessments and to give to the City
of Des Plaines a permanent easement for the water pipe,
and to release all damages against the City of Des Plaines
upon cancellation of the remainder of the said assessments.
BE IT, THEREFORE, RESOLVED: that the said proposi-
tion of settlement be and the same is hereby accepted.
BE IT "FURTHER RESOLVED that David B. Maloney,
Attorney for the City of Des Plaines, be and 'ne is said
proceedings for sidewalks, known as "Des Plaines No. 98"
cancelling the said assessments over and above the said
sum. of One Hundred Fifty ($150.00) Dollars paid by
Flora J. Scnmofa, owners of the following described
property, to -wit:

Alderman Knabb moved that the resolution be adopted and that the
proper Warrants be issued. Alderman Collet seconded this motion
and the roll was called with the following result. Ayes Alderman

and Enzenbacher. None voting Naye the Mayor declared the motion
carried and directed that the proper Warrants be issued.
Alderman Heesch moved that the City Clerk be instructed to
write Mr. Kenneth Meyer regarding his comunication and informing him
that the members of the City Council propose to releave the sewerage
situation in the Des Plaines River with the assistance of the San-
itary District. Alderman Suster seconded this motion and the same
carried by vote of Acclamation.
There being no further business to come 'before the -City
Council at this time on motion of Alderman Collet seconded by Alder-
man Knabb same adjourned tomeetagain in an adjourned meeting
Monday evening Sept. 8th, 1930 at 9 O'Clock P. Y.
