08/18/1930213 THE MINUTES CF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS ON THE 18th DAY OF AUGUST A. D. 1930 AT THE HOUR OF 8 O'CLOCK P. M. Mayor Hammerl called the meeting to order with Alderman Collet, Ahbe, Heesch, Kinder, Scklagel, Wettin, Lacey, Knabb and Enzenbacher answering to roll call. Alderman Suster being absent. Alderman Collet moved that the minutes of the regular meeting held August 4th, 1930 and those of the adjourned meeting held August 11th, 1930 be approved as written, Alderman Knabb seconded this notion and the same carried by vote of Acckiation. The report of the City Collector covering collections up to and including August 15th, 1930 was read and referred to the Finance Committee. The Judiciary and Assessment Committee had no report to make at this time. The Police & License Committee had no report to make at this time. The Streets & Sidewalks Committee had no report to make at this time. The Publiox Works Fire, Building, and City Plats Committee submitted the following report recommeLding the purchase of sixty chairs for the Council Chambers. Des Plaines, Illinois 8/18/30 To the Mayor and City Council: Your Committee on rub. Works has investigated the above and has found: The Hart Spencer Chair to be a substantial one and well built (Price in 5 Doz. Lots 2:45 Each. We, your Committee on rub. Works therefore recommend: the purchase of 5 Doz. Signed, Committee V. X. Lacey, Lee B. Knabb. Hobart M. Ahbe. Alderman Lacey moved that the report of the Committee be accepted. Alderman Wettin seconded this motion and the Roll was called with the following result AYES Alderman Collet, Heesch, Ahbe, Kinder, Sehlagel, Wettin, Kaabb, Lacey, and Enzenbacher. None voting lay the Mayor declared the motion carried. The Sewer Drainage and Sanitation report to make at this time. Committee had no The Water and Water Mains Committee had no report to make at this time. The Chairman of the Fire Committee reported the question of purchasing Fire Hose was still undesited by the Committee. Alderman Wettin raised the question regarding the Sidewalk on South Lee Street constructed by Wm. Jensen and the matter was referred to Alderman Vettin with instructions for him to call Mr. Jensen regarding completion of same. The City Clerk presented the United States Fidelity and Guaranty Companyts Volunteer Fire Department Accident rolicy. Same was referred to the Fire Committee for their recommendation. The following letter was presented to the City Council at this time. 214 • Mr. Carter Jenkins, City Engineer, For City of Des Plaines, Des Plaines, Illinois. Dear Mr. Jenkins: Referring to the matter of protection of the four principle crossings in Des Plaines with the tracks of the North Western Railway I am wondering, on account of the financial conditions which prevent the Dityfrft installing traffic lights on the North West High- way IMiner Street) and Ellinwood Street by the City and the Probabil- ity that this condition may continue for sometime, if the City of Des Plaines doee not desire the North Western Railway to install signals to protect its tracks at these four crossings, to operate automatically on the approach of trains, and in addition, to he manually supervised by a man to be located in a central tower, all in line with the proposition which we have heretoforediscussed and as Outlined in the suggested ordinance, which I aubmitted to you on October 26, 129. The Railroad Company to either install signals of the trafib signal type such as the City would probably install in connection With two adjacent highways later-, or such signals as may be mutually agreed-upon at this time, with the idea that they shall be changed to traffic signals at such time -as the City installs traffic signals on the two adjacent highways and all to be interconnected at that time in line with the ordinance above referred to. Much better protection than is now being given can be given if this is done and, if you feel that such a proposition would recieve consideration, I will be glad to work up the necessary ordinance for consideration, together with plans, and to go to Des Plaines at such time as may be agreeable to discuss the whole matter with a com- mittee or with the Council as a whole. The following resolution was presented to the City Cohncil at this time. RESOLUTION WHEREAS, the City of Des Plaines has heretofore caused to be levied a special assessment, Des Plaines Special Assess- ment No. 87, in County Court of Cook County, being a Supplemental improving the roadway of Ashland Avenue. WHEREAS, all bonds and vouchers issued in payment of said improvement have been paid: and WHEREAS there is now in the hands of the City Treasurer of the City of Des Platmes and sum of TWELVE THOUSAND FIVE HUNDRED THIRTY,THREE DOLLARS and FIVE CENTS ($12,533.05) in said Supple - Mental Special Assessment No. 87, and a rebate should be allowed. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Des Plaines that the said jity Treasurer of the City of Des Plaines be and he is "hereby authorized and directed to pay out to the persons lawfully entitled thereto the sums of money set opposite and various tracts and parcels of land on the schedule attached hereto and made a part hereof, said sums being the pro rata share of each lot, block, piece and parcel of said surplus after the payment and deduction of all charges and expenses as provided by law. BE IT FURTHER RESOLVED that the said Treasurer shall pay out the said funds to the persons lawfully entitled thereto upon presentation of proper evidence of ownership by the person who shall claim said rebate showing that they paid said taxes and 215 that they are true owners and the persons lawfully required to pay the said taxes and are lawfully entitled to receive the said rebate on the taxes paid by them. None voting Nay the Mayor declared the motion carried. Alderman Knabb moved that the Resolution be adopted as read. Alderman Lacey seconded this motion and the roll was called with the following result. Ayes Alderman Collet, Ahbe, Heesch, Kinder Schlagel, Wettin, Lacey, Knabb and Enzenbacher. None voting Nab' the Mayor declared the motion carried and the resolution adopted. Attorney Maloney reported a settlement with the Weller Creek Drainage Trustees in the Cumberland Sewer matter and stated that final petition would be filed within a few days. time. Alderman Knabb seconded this motion and the roll was called with the following result Ayes Alderman Collet, Ahbe, Heesch, Schlagel, Kinder, Wettin Lacey, Knabb and Enzenbacher None voting Nay the Mayor declared the motion carried -and the resolution adopted and further directed that the proper warrants be issued. Following considerable discussion regarding the proposition offered by the national Street Lighting Constructors Alderman Enzen- bacher moved that the Police Committee be given power to install as maney of the Companies signs as they saw fit on dangerous crossings. These signs to be installed on trail. Alderman Knabb seconded this motion following which Alderman Kinder moved that the motion be amend- ed to read thirty daystrial. Alderman Ahbe seconded the amendment to the motion and the roll was called with the following result AYES Alderman Collet, Ahbe, Heesch, Sahlagel, Kinder, Wettin, Lacey, Knabb and Enzenbacher. None voting Nay the Mayor declared the motion carried and the amendment passed. Whereon the roll was called on the motion with the following result. Ayes Alderman Collet, Ahbe, Heesch, Schlagel, Kinder, Wettin, Lacey, Knabb and Enzenbacher None voting Nay the Mayor declared the motion carried and the referred the matter to the Police and. License Committee. Mayor Hammerl reported that the meeting of the Citzens Committee had been postponed until after Labor Day and would be subject to his call. There being no further business to come before the Council at this time on motion of Alderman Wettin seconded by Alderman Knabb and carried by a unasimou,es vote the Council adjourned to meet again in a regular meeting September 2nd, 1930. • City Clerk.
