Soy During the past two years I have done my best to see that the City gave as mush as possible at a minimum of cost to the taxpayers, and you members of the Council have been moat cooperative in this respect. I ap- preciate your sincere cooperation. PLANS FOR THE FUTURE The Citizens of this City are asking for more dog catcher service, more police service, more school patrol,service, more street lighting, more street and sidewalk repairs, a larger fire department, snow plowing of sidewalks, all of which require additional expenditures. You and I fully appreciate the fact that if we were to grant the desire of citizens to furnish all the things they ask for, our tax rate would be far in excess of what it is to date. We have many newcomers to our City. They are fine people and a great asset to our City, but many have never owned their own homes before they moved to Des Plaines, and many never lived in a small suburb before, so they don't understand the legal limitations placed upon our ability to spend money and furnish .public services. In order to make them understand that we are not derelictin our duties, we must fully inform them of the legal rules and regulations which limit our activities. PLANS FOR 1,x'511 For the coming year I urge your sincere attention to the follow - ings 1. Acquisition of parking areas. 2. Street lighting system for our business sections. 3. Full cooperation on all matters concerning Civil Defense. 4. Completion of revision of our City Code. 5. Removal of light standards in Homerican villas and install- ing the conventional overhead lighting system. 6. Removal of old pump house on Des Plaines Avenue and beautifica- tion of that location. 7. Service attention to repair of existing streets. We have been spending sizeable sums each year to the extension of our water system. I believe that during the coming year we should reduce our spending for water extensions wherever possible and use some of the water revenues to make necessary street repairs. 8. Solution of south side sewer problem. 9. Hiring our own mechanics to service and repair our mobile equip- ment. CONCLUSION Gentlemen -- I appreciate the spirit of cooperation evidenced by all of you during the past year. We haven't agreed on all issues that have come before the Council, but that is, in mfr opinion, a healthy condition in any City. The Committees have diligently worked on the problems assigned to them. The employees and various commissions acting for the City have done very well and are to be complimented for their endeavors. The City Clerk reported that he had received a report from the Judge of the Cook County Court regarding the annexation of territory described in the following proposed ordinance entitled: AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF DES PLAINES The motion was made by Alderman Baines and seconded by Morava to suspend the rules and place the proposed ordinance on passage. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the motion carried, the rules suspended and the proposed ordinance bdfore the Council for final passage. The Motion was then made by Alderman Halverson and seconded by Hansen to pass the proposed ordinance. On discussion, the Mayor, on Alderman McKay's suggestion, is to write a letter to the County Zoning Board requesting them to protect the balance of the Boeckenhauer property between Algonquin Road, Thacker Street, Belt Line and Wolf Road from re- zoning lower than residential. The Mayor put the question, and the Clerk ANNEXATION, COMM. called the roll with the following result: Ayes: Aldermen Hansen, Baines, Behrel, McKay, Clement, Halverson and Morava. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY. FEBRUARY 19t 1951. AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava responding to roll call. OFFICIAL REPORTS. The Clerk submitted the treasurer's report for January and the City Clerk's 1950 annual report. The annual report of the City Engineer and Superintendent of Public Works was also submitted. Engineer Fletcher reported concerning water main extensions. On motion by Alderman Halverson and second by Morava, the City Clerk was in- structed to advertise for bids on water mains on Algonquin and Wolf Roads, to be returned by March 5, 1951. COMMITTEE REPORTS. Alderman Davis reported on the defense movie. The Magor instructed the Clerk to write a letter of thanks to the theatre. PUBLIC BUILDINGS COMMITTEE. Alderman Morava reported the follow- ing on a fuel oil bid: "Your Committee on Public Buildings and Land and Finance has in- vestigated the above and has found that it would be unwise at this time to ask for bids for fuel oil to heat the Municipal Building. In view of the uncertain conditions that prevail today and the heating season almost over, your Public Building and Finance Committees agreed it would be better to advertise for bids before the next heating season." On motion by Alderman Hansen and second by Morava, the Clerk was instructed to advertise for bids widening Prairie Avenue from Lee and Pearson Streets. BENJAMIN AND LANG SEWER REVENUE BOND PROPOSAL. The Clerk read the following proposal: Honorable Mayor and City Council City of Des Plaines Cook County, Illinois Gentlemen: February 19, 1951 We understand that your City contemplates construction of certain improve- ments to your Sewerage System, said improvements to be made in a particular BENJAMIN AND LANG PROPOSAL, CONT'D. locality of the south side-of your City to correct certain present deficien- cies to the Sewerage System in that area. As specialists in financing improvements to municipally owned utilities, we hereby submit this letter outlining our services as financial advisors and underwriters of sewerage revenue bonds necessary to finance construction of your contemplated sewerage improvements for this particular locality. The following services will be rendered by us: 1. We will coordinate all information relative to the sewerage con- struction project so as to present such information to the citizens of Des Plaines within 6 months. 2. We will prepare a report covering the establishment of a sewerage utility for this particular locality describing the method of financing the contemplated sewerage system improvements through the issuance of sewerage revenue bonds payable from the revenues of a particular locality as authorised by Illinois Law (1949) Chapter 24, Section 60, Paragraph 11, etc. These bonds will be payable solely and only from rates and charges billed users of the sewerage system for the particular locality designated. Taxes will not be increased under the terms of this type of bond issue and general taxes cannot be levied for payment of these bonds. 3. We will assist the engineers engaged by the City in the preparation of suitable rates and charges for the use and service of the sewerage system for this particular locality. 4. We will recommend an accounting, billing and collection system for the proper recording of the financial transactions of the sewerage utility department. The following municipal bond underwriting services will be rendered by us: A. We agree to purchase your proposed issue of-sewerage revenue bonds issued under authorisation of the section of the Statutes afore- mentioned in the amount of $300,000 more or less at an interest cost'_ basis to the City of 3.85% computed to maturities according to standard tables of bond values. Accrued interest from date of bonds to date of delivery to us shall be paid to the City at the time of delivery and payment. Maturities, interest rates and other technical specifications of the bond issue shall be mutually agree- able after analysis of our financial report. B. We will engage the legal firm of Chapman and Cutler of Chicago to cooperate with your City attorney in the preparation of all neces- sary ordinances, resolutions and other legal documents establishing a separate sewerage department, authorizing the proper principal amount of Sewerage Revenue Bonds and all other matters in connec- tion with your proposed financing program. It is understoodthat this offer is subject to an unqualified approving legal opinion of Messrs. Chapman and Cutler covering the bond issue. The legal fee of Messrs. Chapman and Cutler will be paid by us. C. As these bonds will not be ready for immediate delivery and in view of the possible fluctuation of the municipal bond market between the date hereof and the date of delivery, the interest cost named above at which we agree'to sell shall be increased or decreased in accordance with the increase or decrease, if any, of the Dow-Jones average of municipal revenue bonds as published weekly between the date hereof and the date of delivery of the bonds. D. The ordinance authorizing the bond issue shall provide that the City shall maintain sewerage rates and charges in the area served sufficient to pay the costs of operation and maintenance, provide an adequate depreciation fund and cover average annual interest and principal requirements of these sewerage revenue bonds by at least one and one-half times. Interest during construction for a period of eighteen months shall be provided in the bond issue. The contractor shall furnish a completion bond satisfactory to our counsel warranting completion of the project. E. The City shall supply us with the report of the Des Plaines City engineer setting forth a description of the construction project, estimate of cost of such construction, estimated income based upon recommended rates and charges for sewerage service and estimated cost of operation of the sewerage system. Both the City and our- selves must be satisfied that the financing plan is feasible as to purchase these bonds and you agree
