MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, FEBRUARY 1, 1993 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:02 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, February 1, 1993. ROLL CALL: Roll call indicated the following aldermen present: Childers, Christiansen, Iwanski, Schneck, Sarlo, Chiropolos, Haupt. Alderman Hardiman was absent. Also present were: City Treasurer Fredricks, City Manager Douthwaite, City Comptroller Peters, Police Chief Storm, Fire Chief Clark, Public Works Commissioner Matula, Development Specialist D'Onofrio, City Engineer Oakley, Public Safety Communications Coordinator Ornberg, and Interim City Attorney Delort. PRAYER AND PLEDGE: MINUTES: BILLS PAYABLE: ZONING CASE 93-2-A 321 W. TOUHY: REPEAL OF M-41-92 RE 66 JOSEPHINE: MFT/ANNUAL ABATEMENT: 50/50 SIDEWALK PROGRAM: The opening prayer was given by City Clerk McAllister, followed by the Pledge of Allegiance to the Flag. Moved by Sarlo, seconded by Iwanski, to approve minutes of regular meeting of the City Council held January 18, 1993, as published. Motion declared carried. Moved by Schneck, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $1,787,834.36. Upon roll call, the vote was: AYES: 7-Childers, Christiansen, Iwanski, Schneck, Sarlo, Chiropolos, Haupt NAYS: 0-None ABSENT: 1-Hardiman Motion declared carried. Moved by Sarlo, seconded by Childers, to adopt the recommendation of Municipal Development Committee re Zoning Case 93-2-A to deny request for Text Amendment for Special Use to permit concrete recycling on property located at 321 w. Touhy Avenue. Motion declared carried. Moved by Sarlo, seconded by Childers, to adopt the recommendation of Municipal Development Committee that since the Federal Emergency Management Agency (FEMA) has determined that 66 Josephine Court is located outside the 100-year flood plain, Ordinance M-41-92 is no longer necessary, should be repealed, and Interim City Attorney be authorized to draft necessary ordinance. Motion declared carried. Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee that in order to abate the 1990 Street Bond Issue with Motor Fuel Tax Funds, an Obligation Retirement Resolution is required, and that Resolution R-7-93 and Resolution R-8-93 be adopted at appropriate time this evening. Motion declared carried. Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee to concur with recommendation of Interim City Attorney that current sidewalk ordinance be revised to reduce City's liability on slip and fall accidents, quantity of annual sidewalk repairs be increased, area to cover commercial, industrial and residential sidewalks, and Interim City Attorney to draft necessary ordinance. Motion declared carried. Motion declared carried. Moved by Chiropolos, seconded by Schneck, that City Clerk be authorized to open single bid received for sale of Fire Department's 1982 Ford E-350 Box Van (bid opening was January 28, 1993). Motion declared carried. Moved by Childers, seconded by Chiropolos, to accept the bid from Scott Criswell, 2155 Indiana Avenue, Lansing, IL 60438, in the amount of $1,052, for purchase of Fire Department's 1982 Ford E-350 Box Van. Upon roll call, the vote was: AYES: 7-Childers, Christiansen, Iwanski, Schneck, Sarlo, Chiropolos, Haupt NAYS: 0-None ABSENT: 1-Hardiman Motion declared carried. Moved by Schneck, seconded by Christiansen, that Items 1 and 2 under UNFINISHED BUSINESS and Items 2 through 8 under NEW BUSINESS on the City Council Agenda this evening be approved by one consent vote; the ordinances under UNFINISHED BUSINESS will be adopted, and under NEW BUSINESS the ordinances will be placed on First Reading and the resolutions adopted. Motion declared carried. Letter from Des Plaines Zoning Board of Appeals re Case 92-53-V, 708 Albany Lane (Richard T. McKenna) was referred to the Municipal Development Committee. Mayor Albrecht referred resident petitions received in the City Clerk's Office regarding parking restriction in the 200 block of Cornell Avenue to the Public Safety Committeee At the request of Alderman Childers, Mayor Albrecht again referred resident petitions to the Public Safety Committee (previously referred), regarding parking restriction on Mill Street. Moved by Christiansen, seconded by Sarlo, to concur with Mayor Albrecht's reappointment of Nancy Jenkins and Earl W. Charneske to the Human Services Advisory Commission, terms to expire January 1, 1996.
