HELD IN THE ELEANOR ROHRBACH MEMORIAL
COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER,
TUESDAY, SEPTEMBER 28, 2010
CALL TO ORDER: The Special meeting of the City Council of the City of Des Plaines, Illinois, was
called to order by Mayor Martin J. Moylan at 7:00 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on Tuesday, September
28, 2010.
ROLL CALL: Roll call indicated the following aldermen present: Haugeberg, Robinson,
Higgason, Brookman, Walsten, Wilson, Argus. Alderman Bogusz arrived at
7:47 p.m.
Also present were: Acting City Manager Slowinski, Director of Finance Wisniewski, Assistant Director
of Finance Bromber, Financial Analyst Fundament, Financial Analyst Raymond, Director of Media
Services Kozenczak, Media Specialist Soderberg, Police Chief Prandini, Fire Chief Wax, Director of
Information Technology Duebner, Director of Human Resources Earl, Community Social Worker
Puetz, Community Social Worker Stricker, City Nurse May, Interim Director of Community and
Economic Development Bourke, and City Attorney Wiltse.

BUDGET:
FINANCE COMMITTEE -Alderman Higgason, Chair
Acting City Manager Slowinski presented the 2011 Budget.
Director of Finance Wisniewski presented (in Council file) the 2011 Draft
Budget which included a Financial Organizational Chart, a Budget Snapshot of
All Funds and General Fund. Director of Finance Wisniewski reviewed the
budget categories to be presented at each special meeting.
ELECTED OFFICE:
Alderman W alsten requested an explanation as to why the budget figures were
increased from 2009 compared to 2010.
Finance Chair Higgason explained that the Legislative Department and City
Clerk's office were combined to create the Elected Office Division for the 2010
Budget.
City Clerk -Alderman Brookman asked for a clarification regarding the
increase in Freedom of Information requests from 2003 through the present as
well as the types of requests.
City Attorney Wiltse and City Clerk Ludwig answered questions from
Alderman Brookman. ~ vt

Alderman Wilson asked for a clarification of Line Item 918050 -PPO
Insurance Premiums. Finance Chair Higgason stated that the Legislative and
City Clerk's office were combined for the 2010 Budget, therefore the figures
were combined.
Alderman Brookman asked if reports have been provided by the Lobbyist.
City Clerk Ludwig answered questions from the Aldermen and requested that
the Aldermen reconsider her requests for the registration fees for Municipal
Clerks Institute (3rd Year) and three Illinois seminars.
Alderman Brookman stated that he would like to see conferences held in
Chicago area.
Alderman W alsten agreed that the conferences should be held nearby.
Alderman Wilson questioned the need for education of the City Clerk whose
position is subject to term limits. City Clerk Ludwig stated that there is an
immediate need for the Clerk to be trained in order to handle the day to day
duties and responsibilities with the objective to meet the needs of the residents.
Alderman Higgason received a consensus of the Aldermen to readdress the City
Clerk's requests for (training) Conferences (Line Item 920202 -$700) at the
Special City Council Budget Meeting of October 20, 2010.
City Manager -Acting City Manager Slowinski presented and answered
questions from the Aldermen.
Alderman Walsten suggested removing Assistant City Manager line item from
Budget and combines the City Manager with Director of Human Resources.
Alderman Robinson suggested freezing the Assistant City Manager line item.
No changes were made to the budget as presented.
Information Technology -Director of Information Technology Duebner
presented and answered questions from the Aldermen. No changes were made
to the budget as presented.
Legal -City Attorney Wiltse presented and answered questions from the
Aldennen. No changes were made to the budget as presented.
Media Services -Director of Media Services Kozenczak presented and
answered questions from the Aldermen. No changes were made to the budget
as presented.
Alderman Brookman suggested that sponsorship be explored to reduce the cost
of publishing the Des Plaines Digest. ~ ~}

Human Resources -Director of Human Resources Earl presented and answered
questions from the Aldermen. Director of Finance Wisniewski answered
questions from the Aldermen. Alderman Higgason asked if the City Clerk's
training expenses might qualify as tuition reimbursement. No changes were
made to the budget as presented.
Health and Human Services -Director of Health & Human Services Puetz
answered questions from the Aldermen.
Director of Human Resources Earl presented and answered questions from the
Alderman.
City Nurse May presented and answered questions from the Aldermen. No
changes were made to the budget as presented.
Alderman Brookman requested that Ron Buch, Executive Director of the Frisbie
Senior Center be invited to a Council meeting to answer questions regarding the
Meals on Wheels program.
Finance -Director of Finance Wisniewski presented and answered questions
from the Aldermen. Director of Human Resources Earl answered questions
from the Alderm<:~n. No changes were made to the budget as presented.
Community and Economic Development -Interim Director of Community and
Economic Development Bourke presented and answered questions from the
Aldermen. No changes were made to the budget as presented.
Community Development Block Grants (CDBG) -Interim Director of
Community and Economic Development Bourke presented and answered
questions from the Aldermen. No changes were made to the budget as
presented.
The next Special meeting of the City Council to discuss the 2011 Budget is
scheduled for September 29, 2010 at which time the General Fund: General
Fund Overhead, Police, Fire, EMA, Board of Fire & Police, and Public Works
& Engineering, GIS will be discussed.
ADJOURNMENT: Moved by Robinson, seconded by Wilson, to adjourn the Committee of the
Whole Meeting of the City Council. Motion declared carried. Meeting
adjourned at 9: 18 p.m.
