MINUTES OF THE SPECIAL MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS
HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER, WEDNESDAY,
JANUARY 5, 2000
CALL TO ORDER: The SPECIAL meeting of the City Council of the City of Des
Plaines, Illinois, was called to order by Mayor Pro Tern
Christiansen at 7: 10 p. m. in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center on Wednesday ,
January 5, 2000.
ROLL CALL: Roll call indicated the following aldermen present:
Beauvais, Christiansen, Elstner, Sayad, Brookman, Becker,
Smith, Arredia.
Also present were: City Manager Douthwaite and City Attorney Wiltse.
ELECTION
OF ACTING
MAYOR:
Mayor Pro Tern Christiansen asked the aldermen if it was
necessary to review the procedures for electing an Acting
Mayor. There was no indication to do so.
Mayor Pro tern Christiansen stated that the City Clerk
will distribute a ballot to each Alderman who will write
their name in the upper right hand corner; they will mark
the ballot for the candidate of their choice; the
Aldermen will fold their ballot; the City Clerk will
collect the ballots, return to her chair where she will
tally the vote (with the City Attorney watching the
procedure), announce the vote and then announce who voted
for which candidate.
BALLOT #1 YELLOW
Candidate Christiansen received two (2) votes (Elstner,
Christiansen) ;
Candidate Brookman received three (3) votes (Sayad,
Brookman, Becker) ;
Candidate Smith received one (1) vote (Smith); and
Candidate Arredia received two (2) votes (Beauvais,
Arredia) .
City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. There were no
nominations withdrawn.
Alderman Brookman stated that she thinks this issue
should be resolved tonight and move this City ahead
because the City faces a lot of challenges which requires
our full attention; this isn't a general election that
we are holding tonight; we are filling a vacancy left by
the passing of Paul Jung, so in that spirit she announced
that she is going to give her support to another
candidate on the next ballot.
BALLOT #2 GREEN
Candidate Christiansen received four (4) votes (Elstner,
Becker, Smith, Christiansen);
Candidate Arredia received four (4) votes (Beauvais,
Sayad, Brookman, Arredia) .
City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. There were no
nominations withdrawn.
BALLOT #3 PINK
Candidate Christiansen received four (4) votes (Elstner,
Becker, Smith, Christiansen);
Candidate Arredia received four votes ( 4) (Beauvais,
Sayad, Brookman, Arredia) .

City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. No candidate
withdrew their nomination.
Moved by Arredia, seconded by Smith, to take a five (5)
minute recess: Motion declared carried. Aldermen Sayad
and Brookman voted no.
The City Council recessed at 7:21 p.m.
The City Council reconvened at 7:30 p.m.
BALLOT #4 BLUE
Candidate Christiansen received four (4) votes (Elstner,
Becker, Smith, Christiansen);
Candidate Arredia received four ( 4) votes (Beauvais,
Sayad, Brookman, Arredia) .
City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. No candidate
withdrew their nomination.
BALLOT #5 PURPLE
Candidate Christiansen received four (4) votes (Elstner ,
Becker, Smith, Christiansen);
Candidate Arredia received four (4) votes (Beauvais,
Sayad, Brookman, Arredia) .
City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. No candidate
withdrew their nomination.
Moved by Becker, seconded by Elstner, to take a three (3)
minute recess. Motion declared carried. Alderman Sayad
voted no.
The City Council recessed at 7:36 p.m.
The City Council reconvened at 7:42 p.m.
BALLOT #6 WHITE
Candidate Christiansen received four (4) votes (Elstner,
Becker, Smith, Christiansen);
Candidate Arredia received four (4) votes (Beauvais,
Sayad, Brookman, Arredia) .
City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. No candidate
withdrew their nomination.
BALLOT #7 SALMON
Candidate Christiansen received four (4) votes (Elstner,
Becker, Smith, Christiansen);
Candidate Arredia received four (4) votes (Beauvais,
Sayad, Brookman, Arredia) .
City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. No candidate
withdrew their nomination.
BALLOT #8 GOLD
Candidate Christiansen received three
Becker, Christiansen);
Candidate Smith received one (1) vote
Candidate Arredia received four ( 4)
Sayad, Brookman, Arredia) .

votes (Beauvais,
City Clerk McAllister asked if any candidate wished to
withdraw their nomination at this time. No candidate
withdrew their nomination.

Alderman Christiansen stated that he is not withdrawing
his nomination, but he will be supporting another
candidate.
BALLOT #9 SECOND YELLOW
Candidate Christiansen received two (2) votes (Beauvais,
Becker) ;
Candidate Smith received one (1) vote (Smith); and
Candidate Arredia received five (5) votes (Christiansen,
Elstner, Sayad, Brookman, Arredia).
Moved by Sayad, seconded by Beauvais, to make the
election of Alderman Arredia as Acting Mayor unanimous.
Upon roll call, the vote was:
AYES: 8-Beauvais, Christiansen, Elstner, Sayad,
Brookman, Becker, Smith, Arredia
NAYS: 0-None
ABSENT: 0-None
Motion declared carried.
City Clerk McAllister administered the oath of office to
Alderman Arredia. Acting Mayor Arredia then signed an
affidavit officially resigning as Alderman of the Eighth
Ward.
ACTING MAYOR ARREDIA ASSUMED THE CHAIR
Moved by Sayad, seconded by Brookman, that the SPECIAL
meeting of the City Council adjourn. Motion declared
carried. Meeting adjourned at 8:00 p.m.
