ZONING BOARD Chairman Szabo called the meeting to order at 7:02 p.m. and read this evening’s cases. Roll call was established. Address: 1274 Rand Road Case 19-031-CU The petitioner is requesting the following items: i) a Map Amendment under Section 12-3-7 of the 1998 Des Plaines Zoning Code, as amended, to rezone the property from C-3 General Commercial to M-2 General Manufacturing; ii) a Conditional Use Permit under Section 12-7-4(G) of the 1998 Des Plaines Zoning Code, as amended, to allow for a Recycling Center business in the M-2 district; and iii) Major Variations under Section 12-7-4(H) of the 1998 Des Plaines Zoning Code, as amended, for the structure(s). Dowd, Dowd, Dowd& Mertes, LTD, 701 Lee Street, Suite 790, Des Plaines, Il 60016. Mr. Dowd introduced Mr Doland to discuss the changes made to the site plan. Mr. Doland described changes to the revised site plan, which including changes to original footprint of the building to comply with the Fire Department recommendations. Mr. Doland also stated that the request also seeks appropriate zoning for the facility use. Chairman Szabo asked if the Board has questions. Commissioner Saletnik had a comment/question regarding Condition #14, prohibiting the loading/unloading zone. Coordinator Ainsworth clarified the condition. Commissioner Saletnik commented that appropriate signage directing customers would assist customers, Mr. Dowd agreed. Coordinator Ainsworth stated that the proposed site plan will be amended prior to going to City Council, one amendment will be to add a loading zone to the property, a requirement for an M-2 zoned property. Chairman Szabo asked if the public had any comments. Coordinator Ainsworth summarized the staff report. Coordinator Ainsworth stated that staff is not recommending approval or denial, but that the petitioner has addressed the life safety concerns. If the proposed warehouse and office rebuild will be 30 feet or less, a 20-foot fire apparatus road must be provided along the western-most 80 feet of the north property line. The change is from 25 foot to 20 foot to reflect the fire code.
