MINUTES
The Des Plaines Planning and Zoning Board Meeting held its regularly-scheduled meeting on Tuesday,
February 26, 2019, at 7 p.m. in Room 101 of the Des Plaines Civic Center.
ZONING BOARD
Chairman Szabo called the meeting to order at 7:03 p.m. and read this evening’s case. Roll call was
established.

The petitioner is requesting a Conditional Use Amendment under Section 12-7-3(K) of the
1998 Des Plaines Zoning Ordinance, as amended, to expand services under the current
Domestic Pet Service (dog daycare) Conditional Use Permit to allow for overnight pet
boarding.

Chairman Szabo swore in Cathy Schilling & Michelle Janczak, 1008 E. Ironwood Drive, Mount
Prospect, IL. Ms. Schilling advised they own Playtime Pup Ranch and sell products. The request is
to add overnight boarding to their current offerings.
Hours of Operation are:
• 6:30 a.m.-6:30 p.m. Day Care
• 6:30 p.m.-6:30 a.m. Overnight Boarding
There will be two staff members over a 24-hour period. Ms. Schilling stated they are a niche
community housing 15 dogs daily (would like to accommodate up to 30 dogs). She noted there
are requests for 10 dogs overnight.
Board Member Fowler asked if there would be boarding on Sunday. Ms. Schilling responded – for
overnight boarding only.
Ms. Janczak advised that Saturday hours are 8 a.m.-5 p.m. for daytime play.

Comprehensive Plan: The Comprehensive Plan designates the site as Commercial
The petitioners, Michelle Janczak and Cathy Schilling, have requested an amendment to their
Conditional Use Permit under Ordinance Z-2-18 (Attachment 1) in order to expand hours and
services for their existing Domestic Pet Service at 676 Wolf Road. The petitioners have been
operating the dog daycare business, Playtime Pup Ranch, out of the 4,300 square foot tenant
space in Wolf Shopping Center since late 2018. The applicants successfully obtained a conditional
use from City Council in February 2018. As part of the approval, the applicants submitted a Plan
of Operation (see Attachment #2) detailing the operations, services and activities taking place
within the subject unit. The applicants are now requesting to expand their operations and amend
their current Conditional Use Ordinance.
Playtime Pup Ranch would continue to operate day care hours from Monday through Friday,
6:30am to 6:30pm and Saturday 8am to 5pm. The proposed overnight boarding hours will include
Monday through Friday 6:30pm to 6:30am and Saturday from 5pm to Monday 6:30am (pet
owners can drop off their pets at 5 pm on Saturday and the next opportunity to pick up their pets
is Monday at 6:30am). According to the new Plan of Operation, there will be staff on-site during
all hours of operation to monitor all dogs and to ensure that no excessive noises/barking occurs.
Additionally, the dog day care operations will result in a maximum of 30 dogs at the facility and a
maximum of 10 dogs boarded overnight. The applicants stated that they will still offer pet
training, dog grooming services, dog day care and accessory retail sales. Note, to date, the City of
Des Plaines has not received any noise or operation complaints from anyone regarding the
applicant’s current business.
Conditional Use Findings: As required, the proposed amendment is reviewed below in terms of
the standards contained in Section 12-3-4.E of the Zoning Ordinance:

Recommendation: I recommend approval to amend Ordinance Z-2-18 for a the Conditional Use
Permit for a Domestic Pet Service based on a review of the information presented by the applicant
as specified in Section 12-3-4(E) (Standards for Conditional Uses) of the City of Des Plaines Zoning
Ordinance, subject to the following condition:
1. That the updated operation hours and activities found in the updated Plan of Operation
be adhered to for the life of the Conditional Use Permit.
Planning and Zoning Board Procedure: Under Sections 12-3-4(D) (Procedure for Review and
Decision for Conditional Uses) of the Zoning Ordinance, the Planning and Zoning Board has the
authority to recommend that the City Council approve, approve subject to conditions, or deny
the above-mentioned Conditional Use Permit for a Domestic Pet Service in the C-3 General
Commercial District. The City Council has final authority on the proposal.
Coordinator Ainsworth stated there have been no noise complaints.
Chairman Szabo reminded there were a lot of people here last time – and asked if there have
been any complaints. Ms. Janczak stated – no and shared a story about how a previously-
concerned neighbor became a client.
Chairman Szabo asked if anyone in the audience is in favor or opposed to this petition. One
person raised his hand in favor.
A motion was made by Board Member Saletnik, seconded by Board Member Schell, to recommend
approval to City Council with Condition as stated.
