MINUTES
The Des Plaines Planning and Zoning Board Meeting held its regularly -scheduled meeting on Tuesday, September
13, 2016, at 7 p.m. in Room 102 of the Des Plaines Civic Center.

Chairman Szabo called the meeting to order at 7:04 p.m. and read this evening's case. Roll call was conducted.
APPROVAL OF MINUTES
A motion was made by Board Member Hofherr, seconded by Board Member Bader, to approve the minutes of
August 23, 2016, as presented.

The petitioner is requesting a Standard Variation to Sections 12-8-1(C.3) of the 1998 City of Des Plaines
Zoning Ordinance, as amended: to authorize the construction of an accessory structure (garage) with an
approximately three-foot side -yard setback, where the minimum allowed side -yard setback is 5 feet in the
R-1 Single Family Residential District.

Chairman Szabo swore in Richard and Diane Gorney, 1131 Prospect Lane, Des Plaines, IL. Mr. Gorney
advised they have lived in Des Plaines since 1979 and are replacing an existing garage (from 20x22 to 20x24);
would like to retain the existing setback.
Chairman Szabo asked if Petitioner spoke with the neighbors. Mr. Gorney advised they have; two of which
had no objections.
Chairman Szabo asked if the Board has any questions. There were none.
Chairman Szabo asked Staff to provide the Staff Report which Associate Planner Kirincic did:

In reviewing this variation request, staff has considered the following information:
The approximately 9,913.12 square foot property has 55 feet of frontage on Prospect Lane. The interior lot
is legally conforming in regard to the minimum lot width (55' would be required of a new subdivision), and
exceeds the minimum lot size (6,875 square feet would be required of a new subdivision) in the R-1, Single
Family Residential Zoning District. The property is improved with a one-story frame single-family residence
with a side driveway and approximately 449.04 square -foot (20.14 feet by 22.12 feet) rear detached one -car
frame garage that is located approximately 3-feet from the side property line.
The petitioner proposes to demolish the existing garage and construct a new 20.00 foot x 24.00 foot garage.
A Standard Variation is requested to maintain the existing side yard setback of approximately 3.0 feet. The
applicant stated the need for additional storage space for vehicles, and consistency with the adjacent
neighbor's garage are the reasons for the request.
Recommendation: Staff recommends approval of the above -requested variation for the accessory structure
setback based on the review of the information presented by the applicant and the standards and conditions
imposed by Section 12-3-6-H (Findings of Fact for Variations), as outlined by the City of Des Plaines Zoning
Ordinance. The proposed setback would let the owner keep the existing driveway as access to the proposed
garage.
Planning and Zoning Board Procedure
Under Section 12-3-6-F of the Zoning Ordinance (Standard Variations), the Planning and Zoning Board has
the authority to approve, approve subject to conditions, or deny the above -mentioned variance for the side
setback of a garage in the R-1 Zoning District.

Chairman Szabo asked if the Board has further questions.
Board Member Hofherr advised this situation will be similar to many of their neighbors.
Chairman Szabo asked if there were any questions. He asked the audience if anyone is in favor or objects to
this proposal — no one responded.
A motion was made by Board Member Schell, seconded by Board Member Hofherr, to grant the
standard variation request.

It was stated there will not be a PZB Meeting on September 27, 2016.
