MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JANUARY 7, 1985 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:10 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll call indicated the following aldermen present: Muehlenbeck, Kolinski, Volberding, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca. Alderman Bonk was absent. Also present were: City Treasurer Swanson, City Comptroller Blietz, Superintendent of Streets Kozlinka, Deputy Police Chief Clark, Municipal Development Department Director Richardson, Human Resources & Services Department Acting Director Schaer, Fire Chief Gedroic, Administrative Assistant Taylor and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Mayor Seitz, followed by the Pledge of Allegiance to the Flag. Moved by Volberding, seconded by Zanca, to approve Minutes of the regular meeting of the City Council held December 17, 1984, as published. Motion declared carried. BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $534,322.83. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Volberding, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca NAYS: 0 -None ABSENT: 1 -Bonk Motion declared carried. SALARIES OF Moved by Ward, seconded by Muehlenbeck, to adopt the ELECTED recommendation of the Finance Committee to approve the OFFICIALS: following salaries for elected officials: Treasurer - $1800 per year Aldermen - $1800 per year Mayor - $9600 per year Moved by Dini, seconded by Volberding, to divide the question. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Volberding, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca NAYS: 0 -None ABSENT: 1 -Bonk Motion declared carried. Upon roll call to establish the Aldermen's annual salary at $1800, the vote was: AYES: 15-Muehlenbeck, Kolinski, Volberding, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca NAYS: 0 -None ABSENT: 1 -Bonk Motion declared carried. Moved by Zanca, seconded by Ward, to defer the motion to establish the Mayor's annual salary at $9600 to the next regular Council meeting. Moved by Martin, seconded by Zanca, to recess. Upon roll call, the vote was: AYES: 3 -Martin, Wetter, Zanca NAYS: 12-Muehlenbeck, Kolinski, Volberding, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward ABSENT: 1 -Bonk Motion declared lost. Moved by Muehlenbeck, seconded by Gebert, to adopt the Majority Report of the Finance Committee to establish the City Clerk's salary as follows: 1985 - $25,200; 1986 - $26,460; 1987 - $27,783; 1988 - $29,172; 1989 - $30,630. Moved by Ward, seconded by Zanca, to adopt a substitute motion to establish the City Clerk's salary as follows: 1985 - $30,274; $1986 - $31,485; $1987 - $32,744; 1988 - $34,054. Moved by Martin, seconded by Zanca, to defer to the next regular Council meeting. Moved by Martin, seconded by Zanca, to defer Report to the next regular Council meeting. this motion the Majority Moved by Ward, seconded by Muehlenbeck, to adopt the recommendation of the Finance Committee to authorize payment of $750 as City's share of funding for the CATS Northwest Council to develop a Public -Private Sector Regional Transportation Study for the northwest suburbs. Moved by Kolinski, seconded by Muehlenbeck, to amend R-1-85 having to do with the Central Business District Revitalization Report, as follows: Delete Paragraph 3, Section 2, and amend to read: "The EDC is hereby authorized to demolish the Ellinwood buildings when all parcels have been acquired and a developer has been found, and that all current commercial tenants be allowed to stay on a month-to-month basis." Upon roll call, the vote was: AYES: 3-Muehlenbeck, Kolinski, Ward NAYS: 12-Volberding, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Zanca ABSENT: 1 -Bonk Motion declared lost. LEASE AGREEMENT FOR TRANSIT CENTER: RESOLUTION R-1-85: LIQUOR LICENSE 1225 ELMHURST: ORDINANCE M-24-81 SALARY OF ELECTED OFFICIALS: ORDINANCE M-60-84 INAUGURATION DATE OF NEWLY ELECTED OFFICIALS: ORDINANCE A-1-85 ANNEXATION OF 320 W. TOUHY: 1/7/85 PAGE THREE 248. Moved by Ward, seconded by Kisslinger, that R-1-85 be adopted at the appropriate time later in the meeting with the following amendments: SECTION 3 after the word "Report" add "assuming a positve cost benefit analysis to the citizens of Des Plaines within a reasonable time projection." SECTION 3, Paragraph 2, Line 1, should read "A set-aside of $4,000,000...." SECTION 3, Paragraph 2, Line 2, after the year 1985 should read "and $8,000,000 for the calendar year 1986." Motion declared carried. Moved by Kisslinger, seconded by Adams, to adopt the recommendation of the Municipal Development Committee that the Mayor and City Clerk be authorized to sign lease agreement with Northeast Illinois Railroad Corp. (Commuter Rail Division of RTA) for Transit Center and property; lease will be for 50 years, for a total cost of $10.00, and requires City to protect and hold harmless all con- cerned parties and premises; and is contingent upon final approval of wordage of lease by the City Attorney. Motion declared carried. Moved by Ward, seconded by Zanca, to suspend the rules to take up the matter of R-1-85. Motion declared carried. Moved by Adams, seconded by Wetter, to adopt the recommendation of the License & Judicial Committee to grant Class E Liquor License to Hong Kong Chef, Inc., 1225 S. Elmhurst Road, upon final approval of Police Department. Motion declared carried. Moved by Adams, seconded by Wetter, to adopt the recommendation of the License & Judicial Committee that no further action be taken on Ordinance M-24-81. Motion declared carried. Moved by Kisslinger, seconded by Schneck, to adopt Ordinance M-60-84, AN ORDINANCE DELETING SECTION 1-7-1(B) OF THE DES PLAINES CITY CODE, PERTAINING TO THE INAUGURATION DATE OF NEWLY ELECTED OFFICIALS, IN ITS ENTIRETY AND AMENDING SECTION 1-7-1 ACCORDINGLY. OF THE DES PLAINES CITY CODE, ALL HAVING TO DO WITH THE POSITION CLASSIFICATION AND COMPENSATION PLAN. Moved by Zanca, seconded by Ward, to adopt Ordinance M-2-85, AN ORDINANCE INCREASING CLASS F LIQUOR LICENSES BY ONE, THEREBY AMENDING SECTION 5-34-16 OF THE DES PLAINES CITY CODE. Upon roll call, the vote was: AYES: 14-Muehlenbeck, Kolinski, Volberding, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Chiropolos, Addante, Ward, Zanca NAYS: 1-Dini ABSENT: 1 -Bonk Motion declared carried. Moved by Kisslinger, seconded by Zanca, to adopt Ordinance Z-1-85, AN ORDINANCE GRANTING A REZONING FROM M-2 MANUFACTURING (GENERAL) TO M-1 MANUFACTURING (RESTRICTED), FOR 1240 RAND ROAD. CASE NO. 84-65-R. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Volberding, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca NAYS: 0 -None ABSENT: 1 -Bonk Motion declared carried. The City Clerk advised the Council that only one bid was received for Bituminous Patch Mix. Moved by Martin, seconded by Kolinski, not to open this bid and readvertise for bids for Bituminous Patch Mix with the authority to open all bids on the bid return date, Monday, January 21, 1985 at 11 A.M., even if there is only one bid received.
