CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:10 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Volberding, Kehe, Martin, Wetter,
Schneck, Kisslinger, Hardiman, Gebert, Dini, Chiropolos,
Addante, Ward. Aldermen Adams and Zanca were absent.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Superintendent of Streets Kozlinka, Police Chief Alfano, Fire Chief
Gedroic, Municipal Development Department Director Richardson, City
Engineer Shrake, Human Resources & Services Department Acting Director
Schaer, Administrative Assistant Taylor and City Attorney Smith.

The opening prayer was given by Father Thomas Schwab,
Our Lady of Hope Church, followed by the Pledge of
Allegiance to the Flag.
Moved by Dini, seconded by Chiropolos, to approve
Minutes of the regular meeting of the City Council held
April 16, 1984, as published. Motion declared carried.
Moved by Dini, seconded by Martin, to approve Minutes
of the Special meeting of the City Council held May 1,
1984, as published. Motion declared carried.

Chicago, 60604, as financial advisor for the 1984 Sewer
Construction project at an hourly rate for an estimated
cost of $8,400, not to exceed $10,000. Upon roll call,
the vote was:

Lenexa, Kansas, 66214, at a cost of $3,268. and usual
bid procedures be waived. Upon roll call, the vote was:

four (4) mobile radios, four (4) portable radios, one (1)
monitor pager, and nine (9) pageboy pagers from Motorola
Communications & Electronics, Inc., 1309 E. Algonquin,
Schaumburg, 60196, in the amount of $15,752 with the
provision that these items not be sold to another
municipality at a lesser cost, waiving usual bid proced-
ures. Upon roll call, the vote was:

under State of Illinois Contract #50011 from Friendly
Chevrolet, Inc., 2627 Stevenson Drive, Springfield, IL,
at a cost of $7,227.81, including delivery, for a total
of $21,683.43. Upon roll call, the vote was:

for Forest Avenue Storm Sewer Improvement to low bidder
Northwest Sewer, 953 Everett, Des Plaines, 60018, in the
amount of $9,393.50 and return bid bonds/checks to
unsuccessful bidders. Upon roll call, the vote was:

recommendation of the Engineering Committee authorizing
City Clerk to sign supplemental resolution appropriating
$3,500 MFT Funds for additional asphalt on Forest Avenue
between Lee Street and Second Avenue which was part of
the 1983 Street Resurfacing Program; work to be done by
contractor, Allied Asphalt, Mannheim & Harrison, Hillside,
60012. Upon roll call, the vote was:

Mayor and City Clerk be authorized to sign resolution
requesting approval from IDOT for closing of State
Routes for Fourth of July Parade from Lee and Oakton
Streets to Prairie Avenue. Motion declared carried.

recommendation of the Engineering Committee authorizing
City Clerk to sign supplemental resolution appropriating
$420,000 MFT Funds for 1984 General Maintenance of
streets and highways as follows: snow and ice control -
$104,125; street cleaning - $219,000; and maintenance and
repair of streets - $93,022. Upon roll call, the vote
was:

Moved by Kisslinger, seconded by Kolinski, to adopt the
recommendation of the Municipal Development Committee to
concur with Des Plaines Zoning Board of Appeals re Case
84-21-V to grant variation to allow extension of existing
garage to 44.2' x 20.2' from the maximum allowed size of
24' x 30' for property located at 1448 Cindy Lane (J.
Beireis), and authorize City Attorney to draft necessary
ordinance. Motion declared carried.
Moved by Kisslinger, seconded by Kolinski, to adopt the
recommendation of the Municipal Development Committee to
concur with Des Plaines Plan Commission to approve
Lundmark Subdivision, 291 Stratford Road (James Lundmark),
and authorize Mayor and City Clerk to execute plat of
subdivision. Motion declared carried.
Moved by Kolinski, seconded by Kisslinger, to adoplt the
recommendation of the Municipal Development Committee to
concur with Des Plaines Plan Commission to approve Bella
Resubdivision, S. E. corner of Potter and Central Roads
(Nick LaBellarte), and Mayor and City Clerk be authy.> to
execute plat of resubdivision and a waiver of objections
be submitted to Cook County Zoning Board of Appeals.

Moved by Kisslinger, seconded by Kolinski, to adopt the
recommendation of the Municipal Development Committee to
concur with Des Plaines Zoning Board of Appeals re Case
83-31-V to allow variation from required 25' front yard
setback to 20'; committee further recommends granting
variation (Zoning Board denied) from the required 30%
maximum permanent structure coverage to 53% in R-2 Single
Family Residence District; and authorize City Attorney
to draft necessary ordinance. Motion declared carried.
Moved by Kisslinger, seconded by Kolinski, to adopt the
recommendation of the Municipal Development Committee to
concur with Des Plaines Plan Commission and Zoning Board
of Appeals re Case 84 -16 -SU to grant Special Use and
variation for car -wash addition adjacent to residential
property in C-2 Commercial District under conditions as
outlined in Alderman Ward's letter of April 17, 1984
and that decibel level of noise from this expansion be
in conformance with City Code, for property located at
955hS:- .Elmhurst Road,. -and City Attorney be ""authorized to
draft necessary ordinance. Motion declared carried.

moratorium for any building permits or any other permits
for property located at 415 Alles Street. Motion
declared carried.
Moved by Kehe, seconded by Wetter, to adopt the
recommendation of the License & Judicial Committee that
individual pricing in food stores not be required for the
following items: generic products, soft drinks, baby
food, envelope products, gelatin and spices, large bags
of salt and charcoal, eggs and frozen juices, sales items,
and items displayed at checkout counter. These items
must have large shelf price or display signs showing the
price of items. City Attorney be authorized to draft
necessary ordinance. Motion declared carried. Alderman
Dini abstained. Aldermen Hardiman and Gebert voted no.
Moved by Kehe, seconded by Kisslinger, to adopt the
recommendation of the License & Judicial Committee that
City file an application to the F.C.C. in order to
obtain a waiver of the 3% franchise fee rule, and City
Attorney be authorized to draft necessary document.

Moved by Kehe, seconded by Kisslinger, to adopt the
recommendation of the License & Judicial Committee that
additional passenger motor vehicles purchased and added
to a household between July 1st and December 31st will be
charged a discount rate of $15.00 and vehicles added
after January 1st to June 30th will be charged $7.50 or
50% of the discount rate. Application must be made
30 days of purchase of car. New residents must apply
within 30 days of their move to the City for -these -rates.

joint recommendation of the Finance and Community ServiceE
Committees that City participate in Infant Car Seat Loaner
Program supervised by Holy Family Hospital. City's cost
