02/19/1968MINIJTES- OF THE REGULAR MELTING OF TIIE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, IED IN THE COUNCIL ROOM, CITY HALL, MONDAY, FEBRUARY 19, 1968. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P .M. The meeting opened with a prayer by Rev. Ernest Grant of the First Congregational Church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Shillington, Michaels, Rateike, Prickett, Wright, Figard, Hinde, C7ubakowski, Wagner, Swanson, Thomas, Seitz. Absent were: Aldermen Szabo, Bolek, Leer, and Bonaguidi. Also present were: City Comptroller Blietz, Police Chief Kenrricott, Police Captain Hintz, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Rateike, to approve the Minutes of the regular meeting of February 5, 1968, as published. The following corrections were made: Page eight, add paragraph as follows: "Mayor Behrel read the letter from Dr. Faber, Chairman of the Board of Health, recommending that the operation at 2424 Dempster Street cease until properly licensed .. that they feel at this time on the basis of present information that it should be licensed as a nursing home and that all recommendations made by the Building Department and Fire Department should be made' -before said operation is licensed." Page seven, last paragraph; "25 m.p.h. speed limit signs on all streets within Craig Manor Subdivision." After corrections, motion declared carried. OPEN BIDS: It was moved by Alderman Figard, seconded by Alderman Seitz, to open all bids received. Motion declared carried and the following bids were received: Leasing Squad Cars: Maine Leasing Corporation Jim Aikey Ford, Inc. $289.00 per month .296.00 per month It was moved by Alderman Figard, seconded by Alderman Wagner, to refer above bids to the Police and Finance Committees and Police Chief for study and report. Motion declared Carried. It was moved by Alderman Figard, seconded by Alderman Prickett, to reject the only bid received for gasoline for emergency vehicles and automobile for the Fire Department and readvertise. Motion declared Carried. REPORTS OF CITY OFFICIALS: Storm Sewer Section #12 2/19/68 502 Page two City Engineer Pletcher gave a progress report on the Cumberland section of the storm sewer program and suggested that Council advertise for bids for Section #12 - Mason Lane. It was moved by Alderman Rateike, seconded by Alderman Shillington, to advertise for bids returnable March 18, 1968, for Section #12 of the Storm Sewer Program .. City Engineer to draft the necessary specifica- tions. Motion declared Carried. Road Builders Suit REPORTS OF COMMITTEES: Zoning Case 68-6-R 1700 S. Wolf Rd. Zoning Case #67-9-R N.W.Cor. Rand and Cornell City Attorney DiLeonardi reported that he has filed a notion to dismiss the road builders suit against the city. It was moved by Alderman Swanson, seconded by Alderman Prickett, that Council concur with Municipal Develop- ment Committee's recommendation to concur with Des Plaines Zoning Board of Appeals in Case 68-6-R to rezone property located at 1700 South Wolf Road from C-2 to M-1 and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. It was moved by Alderman Swanson, seconded by Alderman Thomas, to concur with Municipal Development Committee's recommendation to concur with Des Plaines Zoning Board of Appeals recommendation to deny rezoning from R-2 to C-2 on property located at the northwest cornerof Rand and Cornell - Case 67-9-R. Motion declared Carried. Zoning Case It was moved by Alderman Swanson, seconded by Alderman 68-2-R (A) Prickett, to concur with Municipal Development Commit - 1218 Rand Road tee's recommendation to concur with Des Plaines Zoning Board of Appeals in Case 68-2-R (A) to rezone property located at 1218 Rand Road to M-2 upon annexation and authorize the City Attorney to draft the necessary annexation and rezoning ordinances. Motion declared Carried. Zoning Case 68-3-R 1200 E. Golf Rd. It was moved by Alderman Swanson, seconded by Alderman Thomas, to concur with Municipal Development Committee's recommendation to concur with Des Plaines Zoning Board of Appeals in Case 68-3-R to rezone property located at 1200 E. Golf Road to M-1 and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. Zoning Case It was moved by Alderman Swanson, seconded by Alderman 68-1-R Thomas, to concur with Municipal Development Committee's 191 North River Rd. recommendation to concur with Des Plaines Zoning Board of Appeals in Case 68-1-R to rezone property located at 191 North River Road from R-2 to C-2 and authorize the City Attorney to prepare the necessary ordinance. Motion declared Carried. Zoning Case It was moved by Alderman Swanson, seconded by Alderman 68-4-R Thomas, to concur with Municipal Development Committee's 2127 Miner St. recommendation to refer Zoning Case 68-4-R on property located at 2127 Miner Street back to the Des Plaines Zoning Board of Appeals for further consideration at the request of the petitioner. Zoning Case 68-5-R 2469 Parkwood It was moved by Alderman Swanson, seconded by Alderman Prickett, to concur with Municipal Development Committee's recommendation to refer Zoning Case 68-5-R on property located at 2469 Parkwood to the Plan Commission and City Attorney for study and report re two different types of zoning on one lot as requested by petitioner. Motion declared Carried. Roof Repair - City It,was moved by Alderman Shillington, seconded by Hall Alderman A'ichaels, to concur with Building and Grounds Committee's recommendation to authorize the firm of hlolmes and Fox to prepare specifications for repairing and remodeling the roof of the City's Municipal Building. It was moved by Alderman Rateike, seconded by Alderman Thomas, to concur with I3uilding Control and Inspection Committee's recommendation to award the bid for the automobile for the Building Department, to Des Plaines Motor Sales in the amount of 11,750.00, which represents their bid of $2,350.00 less trade in of 1965 Chevelle of $600.00. Cumberland It was moved by Alderman Wright, seconded by Alderman Parking Lot Michaels, to concur with Parking Lots Committee's recommendation to authorize the Mayor to negotiate with Chicago and Northwestern Railway and Bantam Books to secure further parking areas adjacent to the present Cumberland Parking Lot and to authorize the City Engineer to prepare the necessary specifications for expansion of parking lot facilities. Motion declared Carried. Parking - It was moved by Alderman Wright, seconded by Alderman C.& N.W. Wagner, to concur with Parking Lots Committee's recom- property mendation to authorize Mayor Behrel to negotiate with Chicago and Northwestern Railway to develop plans for a parking area ori the south side of railroad property between Pearson and River Road and authorize the City Engineer to prepare the necessary plans and specifications to develop said parking area. Further to authorize Mayor Behrel to negotiate with Chicago and Northwestern railway Co.. re relocation. and building of a new station building and development of additional parking areas as per plans of City Engineer on railroad property between Lee and Pearson. Progress Alderman Rateike made the following progress report Report of the Elm Tree Disease Committee: ""There have been Elm Tree approximately 132 diseased trees removed from private Disease Coni. property. Commissioner of Public Works War.ni.cke is writing a final notice letter to each property owner giving them until March 4th to have tree or trees removed, or can show legal contract from a firm showing that removal will be made with a reasonable time. Beginning with March 5th, Bishop Tree Service will be authorized to remove diseased trees on a per nal hourly basis plus equipment and the property owner will be billed actual cost as prfivided in our ordinance." Alderman Czubakowski, Cliairnan, announced a 24 hr. shelter stay Friday, February 23rd, beginning at 7:30 P.M. at Mt. Prospect Fire Station #2. Weller Creek Alderman IIinde, Chairman, reported that Special Flood Easements Control Committee, continues to negotiate with the property owners who have refused to sign easements for the Weller Creek improvement by the Division of waterways. After discussion, it was moved by Alderman Ilinde, seconded by Alderman^Seitz, to authorize the City Attorney to take the necessary legal steps for condemnation of certain lands for easements after February 23rd in those cases where easements are not signed voluntarily. Special Alderman Swanson, Chairman, reported that the Special Aeronautics Aeronautics Committee met February 16th with representa- Corimittee tives of the FAA to determine if there is anything the City can do to alleviate the traffic over the City of Des Plaines. Noise, height before landing, exhaust fumes, the recent near mishap at Oakton street, and the radar system were discussed - however no conclusions reached. The letter from Barclay Development Corporation requesting the consideration of a pre—annexation agreement and rezoning on property located at the northwest corner of Oakton Street and Elmhurst Road was referred to the Municipal Development Committee for study and report. The letter from the Des Plaines Human Relations Commission re their advisory motions with reference to a Fair Housing Ordinance was referred to the City Code Committee for study and report. The Mayor read the letter from Holmes and Fox Architects re the progress of the construction of the Public Works Building. The letter from Mr. Roy E. Aitch re the dedication of a portion of land on Doreen Lane for the purpose of street costruction was referred to the Plan Commission for study and report. The letter from the Golden Manor Civic Association re the proposed sewage treatment plant to be constructed at Elmhurst Rc1. and Oakton St. in Des Plaines was referred to the Judiciary Committee for study and report. It was moved by Alderman Shillington, seconded by Alderman Rateike, that the regular meeting of the City Council adjourn.
