MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINEE ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, MAY 7, 1990 CALL TO ORDER: The regular meeting of the City Council of the City ofihDes''Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at8:14 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, May 7, 1990. ROLL CALL: Roll Call indicated the following Aldermen present: Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Panouses, and City Attorney Kolman. PRAYER AND PLEDGE: The opening prayer was given by Father Thomas Sullivan, St. Emily's Church, followed by the Pledge of Allegiance to the Flag. MINUTES OF THE PUBLIC HEARING HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, MAY 7, 1990 CALL TO ORDER: Mayor Albrecht called the Public Hearing to order at 8:16 P.M. All Aldermen were present. The Public Hearing was held pursuant to legal notice to consider a proposal to establish Special Service Area Number Two, being a contiguous area within the City bounded on the north by the Chicago and North Western Rail Track, on the east by Pearson Street, on the south by Prairie Avenue and on the west by Lee Street. MINUTES: Mayor Albrecht asked if there was any public input. There being none, the Public Hearing was adjourned at 8:17 P.M. The City Council reconvened at 8:18 P.M. Moved by Sarlo, seconded by Chiropolos, to approve Minutes of regular meeting of the City Council held April 16, 1990, as published. Correction: Page Five Paragraph One, Line Twenty -Two, should read "West Villa Drive -" Following correction, motion declared carried. Moved by Schneck, seconded by Sarlo, to approve Minutes of Executive Session of the City Council held April 16, 1990. Motion declared carried. BILLS PAYABLE: Moved 'by'Schneck, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $1,047,445.82. Motion declared carried. EXECUTIVE Moved by Schneck, seconded by Haupt, to go into SESSION: Executive Session to discuss labor negotiations and pending litigation. Upon roll call, the vote was: AYES: 8 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt NAYS: 0 -None ABSENT: 0 -None Motion declared carried. Council recessed at 8:20 P.M. MECCA Moved by Schneck, seconded by Sarlo, to ratify 1990 CONTRACT: four-year contract between the City of Des Plaines and MECCA of Des Plaines, Inc. for Public Works employees, and authorize the Mayor and City Clerk to execute agreement and City Attorney to draft necessary ordinance. Upon roll call, the vote was: AYES: 8 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt NAYS: 0 -None ABSENT: 0 -None Motion declared carried. LIQ. LIC./ 699 WOLF: LIQ. LIC./ 395 W. ALGON.: Moved by Haupt, seconded by Wetter, to adopt the recommendation of License & Judicial Committee to grant request for Class B Liquor License for property located at 699 Wolf Road, d/b/a T. J. Pantry Plus (Food Hut, Inc.), contingent upon completion of Section B re Vice President, and City Attorney be authorized to draft necessary ordinance. Motion declared carried. Friendship Park Conservatory (Mt. Propsect Park District), and City Attorney be authorized to draft necessary ordinance. Motion declared carried. O'HARE Moved by Haupt, seconded by Wetter, to adopt the EXPANSION recommendation of License & Judicial Committee that a REFERENDUM: referendum be placed on the November 6, 1990 General Election Ballot as follows: "Shall the State of Illinois prohibit the construction of new runways at O'Hare International Airport." and that City Attorney draft necessary resolution. Motion declared carried. 1 1 1 273. 5/7/90 PAGE THREE K -MART Moved by Sarlo, seconded by Childers, to adopt the SUBDIVISION/ recommendation of Municipal Development Committee 1175-1195 to concur with recommendation of Des Plaines Plan OAKTON ST.: Commission to grant request for two outlots on K -Mart Subdivision property located at 1175-1195 Oakton Street to allow location of Kentucky Fried Chicken on the outlot at the corner of Lee and Oakton Streets with 150' frontage on Oakton Street and 200' frontage on Lee Street, and location of Taco Bell on adjacent outlot with 140' frontage on Oakton Street and a depth of 200', ,and Mayor and C-ity__C1erk e to -execute-Plat of Resubdivision. ZONING CASE Moved by Sarlo, seconded by Childers, to adopt the 90-18-V/ recommendation of Municipal Development Committee 666 GARLAND PL.: to concur with recommendation of Des Plaines Zoning Board of Appeals re Case 90-18-V to grant request to allow miscellaneous variations to the parking design requirements on property known as 666 Garland Place in M-2 Manufacturing District (Wheels, Inc.), and City Attorney be authorized to draft necessary ordinance. PARKING Moved by Chiropolos, seconded by Christiansen, to RESTRICTIONS/ adopt recommendation of Engineering Committee to WHITE STREET: grant request from residents that "No Parking At Anytime" signs be installed on the east side of White Street between Everett and Prospect Avenues; City Attorney be authorized to draft necessary ordinance; and Administration to conduct traffic study on White Street between Oakton Street and Prospect Avenue to check speed limit. CHAMBER OF Moved by Chiropolos, seconded by Christiansen, to COMMERCE adopt recommendation of Engineering Committee that PARADE: City Clerk be authorized to execute resolution for the annual Des Plaines Chamber of Commerce and Industry Independence Day Parade on July 4, 1990, from 10 A.M. to 1 P.M., authorizing the closing of Lee/Mannheim Road between Forest Avenue and Prairie Avenue and to forward resolution to IDOT for approval and the Chamber to provide insurance to hold the City harmless for accidents and/or injuries as a result of the parade. Motion declared carried. SEWER INSPEC./ Moved by Chiropolos, seconded by Christiansen, to CLOSED CIR. TV: adopt recommendation of Engineering Committee to accept proposal from National Power Rodding Corpora- tion, 2500 W. Arthington Street, Chicago, IL 60612, to perform closed circuit television inspection of approximately 25,832 feet of storm, sanitary and combined sewers at various locations throughout the City in the amount of $20,665.60/1987 Sewer Bond Account. WAYCINDEN AREA Moved by Chiropolos, seconded by Haupt, to adopt BASEBALL LEAGUE recommendation of Engineering Committee to permit PARADE: Waycinden Area Baseball League to hold its 30th Annual Opening Day Parade on Saturday, May 12, 1990 from 8 A.M. to 9:30 A.M. through neighborhood City streets; Police Reserves to monitor the parade; Public Works to provide required barricades; and League to provide necessary insurance to hold City harmless.
