MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, DECEMBER 4, 1989 CALL TO ORDER: .The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:10 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, December 4, 1989. ROLL CALL: Roll Call indicated the following Aldermen present: Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, City Engineer Oakley, Human Resources and Services Director Donahue, and Corporate Attorney Odelson.. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Father Paul Rosemeyer, St. Mary's Church, followed by the Pledge of Allegiance to the Flag. Moved by Sarlo, seconded by Chiropolos, to approve Minutes of regular meeting of the City Council held November 20, 1989, as published. Motion declared carried. Moved by Schneck, seconded by Sarlo, to approve Minutes of Executive Session of City Council held on November 20, 1989, as published. Motion declared carried. BILLS PAYABLE: Moved by Schneck, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. APPEARANCE Moved by Sarlo, seconded by Childers, to adopt joint CODE: recommendation of Municipal Development and Building Code Committees to approve proposed Appearance Code ordinance to be placed on First Reading on January 2, 1990 and become effective February 1, 1990. TRANSFER OF WATER SYSTEM FILES TO CITY COMPUTER: Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee to accept proposal from Donohue & Associates, 1501 Woodfield Road, Schaumburg, IL 60173, to transfer the input data files of City's Water System to the City's computer, including software package and training of personnel, in the amount of $7,500, Water Account, and ,Mayor and City Clerk be authorized to execute necessary document. PARKING Moved by Chiropolos, seconded by Christiansen, to RESTRICTIONS/ adopt recommendation of Engineering Committee that SEEGERS RD.: no parking be allowed on the north side of Seegers Road between Broadway Street and Seventh Avenue from 9:00 A.M. to 5:00 P.M., Monday through Friday, and City Attorney be authorized to draft necessary ordinance. Rosemary and John Nitz, 685 Lyman Avenue, addressed the Council regarding the flooding that has occurred in their area and their recommendations for future flood protection. Mayor Albrecht thanked them for their remarks and assured them that this matter is being given careful consideration.
