CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, NOVEMBER 6, 1989
CALL TO ORDER: The regular meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor D. Michael Albrecht at 8:05 P.M. in the
Eleanor Rohrbach Memorial Council Chambers,
Des Plaines Civic Center on Monday, November 6, 1989.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Childers, Christiansen, Wetter, Schneck, Hardiman,
Sarlo, Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, City Manager Asaro, City
Comptroller Peters, Commissioner of Public Works Matula, Fire Chief
Clark, Police Chief Storm, Municipal Development Director Pagones,
City Engineer Oakley, Human Resources and Services Director Donahue,
and Corporate Attorney Odelson.
PRAYER AND
PLEDGE:

The opening prayer was given by Father Leonard Mezydlo
St. Stephens Church, followed by the Pledge of
Allegiance to the Flag.
PRESENTATION: Representatives George Weizmann and John Dini from
Des Plaines Emergency Services and Disaster Agency
(ESDA) outlined to the Council the Hurricane Hugo
Relief Drive which they are coordinating. Donations
of food and clothing are urgently needed and Aldermen
were asked to pass out flyers in their Wards asking
for help. Mayor Albrecht commended Mr. Weizmann and
Mr. Dini for their efforts and that of ESDA.
MINUTES OF THE PUBLIC HEARING HELD IN
THE ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, NOVEMBER 6, 1989
CALL TO ORDER: Mayor Albrecht called the Public Hearing to order at
8:15 P.M. All Aldermen were present. The Public
Hearing was held pursuant to legal notice to consider
the designation of a Business District in the area of
Dempster Street and Rand Road.
Mayor Albrecht emphasized that this public hearing
was not to discuss the plans or approval of a
particular project but just whether or not this
area should be disignated a Business District.
Mayor Albrecht asked if there was any public input.
Financial and Development Consultant for the City,
Philip McKenna,presented how the City would benefit
from this designation, i.e. tax revenue, flood
mitigation.
Speaking in opposition of this designation and in
particular the proposed Mappa Project was: John
Hennessy, 950 Apple Creek Lane; Cal Elliott, 1003
Apple Creek Lane; Chuck Tilley, 1994 Big Bend Drive;
Helen Pollard, 710 Forest Edge Lane; Philip Krone,
Attorney, representing residents south of the proposed
area; and Ronald Grish, 980 Crabtree Lane.
The Public Hearing adjourned at 9:10 P.M.

Minutes of regular meeting of the City Council held
on October 16, 1989, as published. Motion declared

Moved by Sarlo, seconded by Schneck, approve,iM+nutes:of
Executive Sessions of the City Council held on
January 3, 1989, February 6, 1989, May 15, 1989,
June 5, 1989, July 3, 1989, August 21, 1989,
September 5, 1989, September 18, 1989 and October 16,
1989. Correction: Minutes of October 16, 1989,
Paragraph Two, name of company corrected. Following
correction, motion declared carried.
BILLS PAYABLE: Moved by Schneck, seconded by Sarlo, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $1,188,405.28. Upon roll call, the
vote was:

REFUNDING OF
GO BONDS:
1989 AUDIT:
Moved by Schneck, seconded by Sarlo, to adopt the
recommendation of Finance Committee to approve the
refunding of $4,850,000 General Obligation Variable
Rate Demand Bonds, Series A (1984) and that Resolution
R-24-89 be adopted at appropriate time this evening,
and that Kane, McKenna & Associates, Inc., 150 N.
Wacker Drive, Chicago, IL 60606, be retained for this
issue. Motion declared carried.
Moved by Schneck, seconded by Sarlo, to adopt the
recommendation of Finance Committee to accept
proposal from Peat, Marwick, Main & Co., 303 E.
Wacker Drive, Chicago, IL 60601, to conduct indepen-
dent financial audit of the City for the fiscal year
ending December 31, 1989 through the fiscal year
ending December 31, 1992 for a total cost of $94,000.
Upon roll call, the vote was:

LEASE AGREEMENT/ Moved by Haupt, seconded by Wetter, to adopt
HENRICH HOUSE: recommendation of License & Judicial Committee to
renew lease agreement with the Housing Authority of
the County of Cook for the Multi -Purpose Community
Room and the Arts and Crafts Room, Senior Citizen's
Project I11. 25-20, located at 1301 Ashland Avenue,
for a period of two years, commencing November 1,
1989 and ending October 31, 1991 with rental. fee of
$10.00 per year and increased insurance coverage to
$500,000 for injury to one person in any one accident
and $1,000,000 for any number of persons in any
accident, and Mayor and City Clerk be authorized to
execute agreement.

no action be taken to establish landlord/tenant

SALE OF SPRAY Moved by Haupt, seconded by Wetter, to adopt the
PAINT TO MINORS: recommendation of License & Judicial Committee that
a resolution be sent to the Northwest Municipal
Conference urging a ban on the sale of spray paint to
youths 18 years of age and younger, and City Attorney
be authorized to draft necessary resolution. Motion
declared carried.

recommendation of Municipal Development Committee to
concur with Des Plaines Zoning Board of Appeals re
Case 89 -30 -RV to grant request for rezoning from
R-2 Single Family Residence to M-2 Manufacturing
District, and grant request for variation to allow a
3'1" sideyard setback instead of required 50' in M-2
Manufacturing District, and City Attorney be author-
ized to draft necessary ordinance. Motion declared
carried.
Moved by Sarlo, seconded by Haupt, to adopt the
recommendation of Municipal Development Committee to
concur with recommendation of Des Plaines Zoning
Board of Appeals re Case 89-32-R to grant request
to rezone from R-2 Single Ramily Residence District
to M-2 Manufacturing District for property located at
302 Western Avenue, and City Attorney be authorized tc
draft necessary ordinance. Motion declared carried.

RESTRICTIONS/ adopt recommendation of Engineering Committee to
ALGONQUIN RD.: amend Ordinance T-3-89, adopted on January 16, 1989,
re parking restrictions on Algonquin Road fronting
Algonquin Junior High School as follows:
1. "Buses Only" signs to be erected on the south side
of Algonquin Road between the Administration Center
entrance and the east end of the Junior High School
addition (two signs).
2. "Student Pick -Up and Drop -Off Only" signs be
erected on the south side of Algonquin Road from Fifth
Avenue to the "Buses Only" zone.
And City Attorney be authorized to draft necessary

TELEVISED Moved by Chiropolos, seconded by Christiansen, to
SEWER INSPEC.: adopt recommendation of Engineering Committee to
accept proposal from Visu-Sewer Clean and Seal,
N59W14397 Bobolink Avenue, Menomonee Falls, WI 53051,
to perform closed circuit television sewer inspections
of combined sewers for Oakwood Avenue Sewer Separation
Project and the Algonquin Road Part 2 Street Improve-
ments, in the amount of $11,132, Sewer Bond Funds.

AGREEMENT: to provide centralized stormwater retention facilites
(basins) in conjunction with the Park District's
development of the Boeckenhauer Farm site (west of
Wolf Road between Algonquin Road and Thacker Street);
estimated cost to the City is $750,000, Sewer Bond
Funds; and Mayor and City Clerk be authorized to
execute necessary document. Upon roll call, the vote

PROGRAM: since the City's pilot recycling program has been
deemed a success, a city-wide recycling program be
adopted; purchase of remaining required recycling
containers from Rehrig Pacific Company, 1850 North-
eastern Avenue, Gurnee, IL 60031, in the amount of
$51,590; and Laidlaw Waste systems, Inc., 3651
Blackhawk Drive, Rolling Meadows, IL 60008, be
notified of the extension of the pilot program which
will go into effect by February 1, 1990. Upon roll
call, the vote was:

The matter of reduction of construction escrow for

was referred to the Municipal Development Committee.
Mayor Albrecht referred the matter of proposed City -
Park District -School District partnership re Senior
Center and West School to the Public Works Committee.
Moved by Wetter, seconded by Haupt, to concur with
Mayor Albrecht's reappointment of Rosemary Borgardt
to the Consumer Protection Commission, term to expire
on April 18, 1993.
Moved by Sarlo, seconded by Chiropolos, to concur with
Mayor Albrecht's appointment of Kenneth Randolph to
the position of Deputy Police Chief. Motion declared
carried.
Moved by Christiansen, seconded by Sarlo, that the
regular meeting of the City Council adjourn. Motion
declared carried. Meeting adjourned at 10:25 P.M.
