MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 6, 1989 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:05 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, November 6, 1989. ROLL CALL: Roll Call indicated the following Aldermen present: Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Donahue, and Corporate Attorney Odelson. PRAYER AND PLEDGE: • The opening prayer was given by Father Leonard Mezydlo St. Stephens Church, followed by the Pledge of Allegiance to the Flag. PRESENTATION: Representatives George Weizmann and John Dini from Des Plaines Emergency Services and Disaster Agency (ESDA) outlined to the Council the Hurricane Hugo Relief Drive which they are coordinating. Donations of food and clothing are urgently needed and Aldermen were asked to pass out flyers in their Wards asking for help. Mayor Albrecht commended Mr. Weizmann and Mr. Dini for their efforts and that of ESDA. MINUTES OF THE PUBLIC HEARING HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 6, 1989 CALL TO ORDER: Mayor Albrecht called the Public Hearing to order at 8:15 P.M. All Aldermen were present. The Public Hearing was held pursuant to legal notice to consider the designation of a Business District in the area of Dempster Street and Rand Road. Mayor Albrecht emphasized that this public hearing was not to discuss the plans or approval of a particular project but just whether or not this area should be disignated a Business District. Mayor Albrecht asked if there was any public input. Financial and Development Consultant for the City, Philip McKenna,presented how the City would benefit from this designation, i.e. tax revenue, flood mitigation. Speaking in opposition of this designation and in particular the proposed Mappa Project was: John Hennessy, 950 Apple Creek Lane; Cal Elliott, 1003 Apple Creek Lane; Chuck Tilley, 1994 Big Bend Drive; Helen Pollard, 710 Forest Edge Lane; Philip Krone, Attorney, representing residents south of the proposed area; and Ronald Grish, 980 Crabtree Lane. The Public Hearing adjourned at 9:10 P.M. The City Council reconvened at 9:11 P.M. MINUTES: 11/6/89 PAGE TWO 198. BILLS PAYABLE: Moved by Schneck, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $1,188,405.28. REFUNDING OF GO BONDS: 1989 AUDIT: Moved by Schneck, seconded by Sarlo, to adopt the recommendation of Finance Committee to approve the refunding of $4,850,000 General Obligation Variable Rate Demand Bonds, Series A (1984) and that Resolution R-24-89 be adopted at appropriate time this evening, and that Kane, McKenna & Associates, Inc., 150 N. Wacker Drive, Chicago, IL 60606, be retained for this issue. Motion declared carried. Moved by Schneck, seconded by Sarlo, to adopt the recommendation of Finance Committee to accept proposal from Peat, Marwick, Main & Co., 303 E. Wacker Drive, Chicago, IL 60601, to conduct indepen- dent financial audit of the City for the fiscal year ending December 31, 1989 through the fiscal year ending December 31, 1992 for a total cost of $94,000. LEASE AGREEMENT/ Moved by Haupt, seconded by Wetter, to adopt HENRICH HOUSE: recommendation of License & Judicial Committee to renew lease agreement with the Housing Authority of the County of Cook for the Multi -Purpose Community Room and the Arts and Crafts Room, Senior Citizen's Project I11. 25-20, located at 1301 Ashland Avenue, for a period of two years, commencing November 1, 1989 and ending October 31, 1991 with rental. fee of $10.00 per year and increased insurance coverage to $500,000 for injury to one person in any one accident and $1,000,000 for any number of persons in any accident, and Mayor and City Clerk be authorized to execute agreement. SALE OF SPRAY Moved by Haupt, seconded by Wetter, to adopt the PAINT TO MINORS: recommendation of License & Judicial Committee that a resolution be sent to the Northwest Municipal Conference urging a ban on the sale of spray paint to youths 18 years of age and younger, and City Attorney be authorized to draft necessary resolution. Moved by Sarlo, seconded by Haupt, to adopt the recommendation of Municipal Development Committee to concur with recommendation of Des Plaines Plan Commission to approve plat of Symons Corporation Subdivision, 200 E. "Buses Only" signs to be erected on the south side of Algonquin Road between the Administration Center entrance and the east end of the Junior High School addition (two signs). 2. "Student Pick -Up and Drop -Off Only" signs be erected on the south side of Algonquin Road from Fifth Avenue to the "Buses Only" zone. And City Attorney be authorized to draft necessary ordinance. EXPANDING Moved by Childers, seconded by Wetter, to adopt the RECYCLING recommendation of the Public Works Committee that, PROGRAM: since the City's pilot recycling program has been deemed a success, a city-wide recycling program be adopted; purchase of remaining required recycling containers from Rehrig Pacific Company, 1850 North- eastern Avenue, Gurnee, IL 60031, in the amount of $51,590; and Laidlaw Waste systems, Inc., 3651 Blackhawk Drive, Rolling Meadows, IL 60008, be notified of the extension of the pilot program which will go into effect by February 1, 1990.
