MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, OCTOBER 16, 1989
CALL TO ORDER: The regular meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor D. Michael Albrecht at 8:10 P.M. in the
Eleanor Rohrbach Memorial Council Chambers,
Des Plaines Civic Center on Monday, October 16, 1989.
ROLL CALL:
Roll Call: indicated the following Aldermen present:
Childers, Christiansen, Wetter, Schneck, Hardiman,
Sarlo, Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, City Manager Asaro, City
Comptroller Peters, Commissioner of Public Works Matula, Fire Chief
Clark, Deputy Police Chief Storm, Municipal Development Director
Pagones, City Engineer Oakley, Human Resources and Services Department
Staff Liaison Boho, and Corporate Attorney Odelson.
PRAYER AND
PLEDGE:
The opening prayer was given by Father Joseph
McGinnity, St. Zachary's Church, followed by the
Pledge of Allegiance to the Flag.
PRESENTATION: Police Chief Joseph Kozenczak addressed the Council
and expressed his thanks and appreciation for the
support and cooperation the City had given him during
his 271/2 years on the police force and will take with
him many fond memories when he retires on October 20,
1989. Mayor Albrecht presented Chief Kozenczak with
a plaque in gratitude for his service and dedication
to the City of Des Plaines.
MINUTES:
Moved by Sarlo, seconded by Chiropolos, to approve
Minutes of regular meeting of the City Council held
on October 2, 1989, as published. Motion declared
carried.
BILLS PAYABLE: Moved by Schneck, seconded by Sarlo, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $456,195.73. Upon roll call, the vote
was:

Hardiman, Sarlo, Chiropolos, Haupt

VEHICLE
USE POLICY:
Alderman Schneck advised the Council the Finance
Committee approved the Staff recommendation re use
of City vehicles, equipment, supplies and tools, and
it will be incorporated into the Personnel Policy
Manual which will be coming before the Council.
TIF ORDINANCES/ Moved by Schneck, seconded by Sarlo, to adopt the
WILLE & MT. recommendation of the Finance Committee to approve
PROSPECT ROADS: proposed ordinances creating the TIF for Messenger
property located at Wille and Mt. Prospect Road
(Ordinances M-49-89, M-50-89 and M-51-89 are on First
Reading this evening). Motion declared carried.
RETENTION OF Moved by Schneck, seconded by Sarlo, to adopt the
CITY AUDITORS: recommendation of the Finance Committee that the
committee interview the candidates who submitted the
four lowest proposals to conduct independent financial
audit of the City for the fiscal year ending December
31, 1989, and interviews to be held on November 1,
1989. Motion declared carried.

recommendation of the Finance Committee to award
contract for purchase of twelve (12) Executive,
swivel -tilt Office Chairs and eight (8) Guest, leg -
base with casters Office Chairs, to low bidder
Henricksen & Co., Inc., 1070 W. Ardmore Avenue,
Itasca, IL 60143, in the amount of $3,240 for twelve
(12) Executive Chairs and $1,392 for eight (8) Guest
Chairs, for a total amount of $4,632. Upon roll call,
the vote was:

recommendation of the Finance Committee to accept
lowed:proposal to meet specifications for printing
six 1990 editions of the Des Plaines Digest from
Copyco Printing, 959 Lee Street, Des Plaines, in the
amount.of $9,144 plus $40 - $50 per edition for
typesetting charges for 26,000 copies each printing.
Upon roll call, the vote was:

Moved by Childers, seconded by Wetter, to adopt the
recommendation of the Public Works Committee to
accept proposal from Balluff and Balluff Architects
& Engineers Chartered, 194 W. Lake Street, Elmhurst,
IL 60126, to provide drawings and specifications for
renovation of Third Floor of Civic Center, in the
amount of $7,650 plus, if needed, $40 - $60 per hour
for consulting fees. Upon roll call, the vote was:

Hardiman, Sarlo, Chiropolos, Haupt

Moved by Childers, seconded by Christiansen, to adopt
recommendation of Public Works Committee to approve
preliminary agreement with Citizens Utilities Company
of Illinois for sale of water for Waycinden Park
which includes an amendment to protect the City should
water costs become too high, and necessary amended
document be executed by the Mayor. Motion declared
carried.
Moved by Childers, seconded by Christiansen, to adopt
recommendation of Public Works Committee to accept
proposal to repair, replace and install the
necessary equipment to make Pressure Monitoring
Station #1 - Jon Lane operational at a cost of $3,900
and if Bristol Pressure Transmitter has to be
replaced there will be an additional cost of $1,150
for a total not to exceed amount of $5,050 from Kamp
&;-Associates, P".O: Box 558, Cedarburg, WI 53012.

Moved by Childers, seconded by Christiansen, to adopt
recommendation of Public Works Committee to ratify
Purchase Order #60398 to Roadway Signal & Lighting
Maintenance, Inc., 5401 Harrison Street, Chicago, IL
60644, in the amount of $7,057 for emergency repair
of control cabinet for traffic lights at Oakton
Street and Webster Lane. Upon roll call, the vote
was:

recommendation of Engineering Committee that in order
to alleviate rear yard ponding and parking lot over-
flow south of the Comfort Inn's east parking lot,
2175 E. Touhy Avenue, it will be necessary to con-
struct a 2' diameter catch basin, approximately 25
lineal feet of storm sewer, a 4' diameter manhole at
the existing storm sewer and replace two (2) existing
15 lineal foot curbs and gutters with barrier curbs;
estimate cost will be $3,150 and Public Works Depart-
ment to perform work. Upon roll call, the vote was:

Gardens area(Culvert Program) and Prairie/Pearson
Intersection (Intersection Realignment) from Hampton,
Lenzini and Renwick, Inc., 380 Shepard Drive, Elgin,
IL 60123, in the amount of $10,700, and Mayor and
City Clerk be authorized to execute agreement. Upon
roll call, the vote was:

Mayor and City Clerk be authorized to execute License
Agreement with the Chicago and North Western Trans -
portion Company to permit construction, maintenance
and use of a 16" water main under the railroad tracks
at Northwest Highway east of Mt. Prospect Road. Upon
roll call, the vote was:

change parking restrictions on Illinois Street from

Parking - 8 AM to 5 PM" signs on east side of street,
and City Attorney be authorized to draft necessary
ordinance. Motion declared carried.
Moved by Hardiman, seconded by Chiropolos, to adopt
recommendation of Public Safety Committee that
twelve (12) 1990 Caprice Police Package Patrol Units
at a cost of $13,421.78 each, and one (1) 1990 Caprice
PolicePackage Patrol Unit (with different features)
at a cost of $13,411.60 for a total of $174,471.96 be
purchased from Miles Chevrolet, Inc., Decatur, IL,
who was awarded the State net bid contract. Upon roll
call, the vote was:

Case 89 -30 -RV, 300 Western Avenue, was referred to
the Municipal Development Committee.
Letter from Des Plaines Zoning Board of Appeals re
Case 89-32-R, 302 Western Avenue, was referred to the
Municipal Development Committee.
Moved by Sarlo, seconded by Chiropolos, to concur with
Mayor Albrecht's appointment of Lloyd R. Elkins to the
Consumer Protection Commission, replacing Frank
Svoboda, term to expire April 18, 1991. Motion
declared carried.
Letter from Mayor Albrecht re reappointment of
Rosemary Borgardt to the Consumer Protection Commission
will come before the Council on November 6, 1989.
Moved by Sarlo, seconded by Schneck, to concur with
Mayor Albrecht's appointment of John C. Storm as
Police Chief, replacing Joseph Kozenczak who is
retiring effective October 20, 1989. Motion declared
carried.
Mayor Albrecht referred request for alley vacation at
1864 Illinois Street to the Municipal Development
Committee.
Mayor Albrecht referred the matter of streetscape
improvements for the Casa Royale Banquets, 783 Lee
Street, was referred to the Municipal Development
Committee.
Moved by Haupt, seconded by Chiropolos, that the
regular meeting of the City Council adjourn. Motion
declared carried. Meeting adjourned at 9:55 P.M.
