MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, APRIL 24, 1989
CALL TO ORDER: The special meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
D. Michael Albrecht at 7:36 P.M. in the Eleanor
Rohrbach Memorial Council Chambers, Des Plaines Civic
Center, Monday, April 24, 1989
ROLL CALL:
Roll call indicated the following Aldermen present:
Childers, Christiansen, Wetter, Schneck, Har.diman,,
Sarlo, Chiropolos. Alderman Haupt was absent.
Also present were: City Manager Asaro, City Comptroller Peters,
Fire Chief Clark, City Engineer Oakley, Community Development Coordi-
nator McNeill, Municipal Development Director Pagones, and City
Attorney Smith.
PRAYER AND
PLEDGE:
The opening prayer was given by Father John Smyth,
Maryville Academy, followed by the Pledge of
Allegiance to the Flag.
EXECUTIVE Moved by Sarlo, seconded by Schneck, to go into
SESSION: Executive Session to discuss Personnel Matter. Upon
roll call, the vote was:
AYES: 7 -Childers, Christiansen, Wetter, Schneck,
Hardiman, Sarlo, Chiropolos
NAYS: 0 -None
ABSENT: 1-Hauptc-
Motion declared carried. The Council recessed at
7:38 P.M.
The Council reconvened at 8:05 P.M.
CORPORATE Moved by Wetter, seconded by Christiansen, to approve
COUNCIL: the appointment of the firm of Odelson & Sterk, Ltd.,
3318 W. 95th Street, Evergreen Park, IL 60642, as
the City's Corporate Counsel. Upon roll call, the
vote was:
AYES: 7 -Childers, Christiansen, Wetter, Schneck,
Hardiman, Sarlo, Chiropolos
NAYS: 0 -None
ABSENT: 1 -Haupt
Motion declared carried.
RATIFICATION Moved by Schneck, seconded by Childers, to ratify the
OF FIREMEN'S 1989 contract between the City and Des Plaines
CONTRACT: Professional Firemen's Association and authorize the
Mayor and City Clerk to execute same upon ratification
by Des Plaines Professional Firemen's Association;
contract is for three years (expires April 30, 1992)
and includes pay increases as follows: May 1, 1989 -
4.5%, May 1, 1990 - 5%, and May 1, 1991 - 5%; and
FLSA overtime complaince is completed with this con-
tract. Upon roll call. the vote was:
AYES: 7 -Childers, Christiansen, Wetter, Schneck,
Hardiman, Sarlo, Chiropolos
NAYS: 0 -None
ABSENT: 1 -Haupt
Motion declared carried.
DOWNTOWN A presentation was made by Raymond A. Kane, Senior
REDEVELOPMENT Vice President - Senior Housing Division, The Prime
PLANS: Group, Inc., 200 W. Madison, Chicago, IL 60606, on
their proposed development at Ellinwood Street and
River Road.
A presentation was made by James Otis, Jr., Principal,
Otis Company, 400 Skokie Blvd., Northbrook, IL 60062,
on their proposed development in the area bounded':by
Prairie Avenue, Lee Street, Ellinwood Street, and
Pearson Street.

DOWNTOWN A presentation was made by Philip R. McKenna, Principal
(Cont'd.) Kane, McKenna and Associates, Inc., 208 S. LaSalle
Street, Chicago, IL 60604, on the funding alternatives
for these two proposed developments and the possible
completion of Special Service Area #1 which is a one
block area bounded by Prairie Avenue, Lee Street,
Ellinwood Street and Graceland Avenue.
Mayor Albrecht strongly emphasized that these were
preliminary presentations, there would be many more
meetings on these proposed developments and that the
Council would be kept informed of their progress.
COUNCIL Moved by Childers, seconded by Christiansen, that
CHAMBERS no changes be made to the Council Chambers at this
MODIFICATION: time. Motion declared carried.
ADJOURNMENT: Moved by Childers„ seconded by Chiropolos, that the
special meeting of the City Council adjourn. Motion
declared carried. Meeting adjourned at 9:04 P.M.
