CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, MARCH 6, 1989
C'AL'L TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 8:09 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, March 6, 1989
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Childers, Christiansen, Bonk, Healy,
Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert,
Sarlo, Chiropolos, Hervas, Haupt. Alderman Schiro
was absent.
Also present were: City Treasurer Fredricks, City Manager Asaro, City
Comptroller Peters, Commissioner of Public Works Matula, Fire Chief
Clark, Deputy Police Chief Storm, Municipal Development Director
Pagones, City Engineer Oakley, Human Resources and Services Director
Donahue, and City Attorney Smith.
PRAYER AND
PLEDGE:
The opening prayer was given by Pastor David Shim,
Sae Khwang Presbyterian Church, followed by the Pledge
of Allegiance to the Flag.
PRESENTATION: Mayor Seitz announced that City Comptroller
Greg Peters has received a•Certificate of Conformance
in Financial Reporting from the Municipal Finance
Officers Association, which is the highest form of
recognition in governmental accounting in financial
reporting, and is given for the Comprehensive Annual
Financial Report for the City of Des Plaines.
MINUTES:
Moved by Bonk, seconded by Sarlo, to approve Minutes
of the regular meeting of the City Council held on
February 21, 1989, as published. Motion declared
carried.
BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adoptthe
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $347,441.44. Upon roll call, the vote
was:

Healy, Wetter, Schneck, Kisslinger, Adams,

1989 LEAK Moved by Chiropolos, seconded by Christiansen, to
DETECTION adopt recommendation of the Engineering Committee to
PROGRAM: accept proposal from Donahue & Associates, 1501
Woodfield Road, Suite 200E, Schaumburg, IL 60173, to
perform 1989 Leak Detection Program services at a cost
of $10,560 or $.02 per foot of main, and usual bid
procedures be waived. Upon roll call, the vote was:

that City Clerk be authorized to sign Supplemental
Resolution in the amount of $307,000, MFT Funds,
Section 89-00000-00 GM, for 1989 Street Maintenance
as follows:
Snow & Ice Control (road salt to be through Northwest
Municipal Conference - $ 84,000
Traffic Signal Maintenance - $ 20,000
Electrical Energy (street lighting & traffic signals)
- $103,000
Contract Maintenance (50/50 sidewalk replacement)
- $100,000

Moved by Chiropolos, seconded by Christiansen, to adopt
recommendation of Engineering Committee to accept
proposal from Badger Meter Company, 4545 W. Brown Deer
Road, Milwaukee, WI 53223, for purchase of water meters
on an "as needed" basis throughout the year at a cost
not to exceed $80,000, budgeted funds, and usual bid
procedures be waived. Upon roll call, the vote was:

Healy, Wetter, Schneck, Kisslinger, Adams,

recommendation of the Engineering Committee that City
Clerk be authorized to sign Supplemental Resolution in
the amount of $14,442, MFT Funds, Section 89-00093-00TD
for the City's participation in the North Suburban Mass
Transit District for fiscal year January 1, 1989
through December 31, 1989. Upon roll call, the vote
was:

ABATEMENT: THE 1988 TAX LEVY PREVIOUSLY MADE BY THE CITY OF DES
PLAINES FOR THE 1984 CORPORATE PURPOSE VARIABLE RATE
DEMAND BONDS. Upon roll call, the vote was:

OPERATION OF LAW (CH. 1272 (4383, ILLINOIS REVISED
STATUTES) OF WAYCINDEN PARK FROM THE ELK GROVE RURAL
FIRE PROTECTION DISTRICT. Upon roll call, the vote

Z-3-89 ORDINANCE GRANTING A REZONING FROM C-2 COMMERCIAL
REZONING, DISTRICT TO R-5 MULTI -FAMILY DISTRICT FOR 560 LEE
560 LEE: STREET, CASE NO. 88-47-R.
ADVERTISING The City Clerk's office will be advertising for bids
FOR BIDS: for one (1) 1989 Police Pursuit Motorcycle, returnable
by 3 P.M. on Thursday, March 16, 1989.
COOK COUNTY At the request of Alderman Christiansen, Mayor Seitz
PERMIT agreed to investigate why Cook County is requiring
REQUIREMENT: certain developers and contractors to have a County
license even though Des Plaines is a home rule
community, also how Arlington Heights handled a
similar situation and, if necessary, to refer this
matter to the License & Judicial Committee.
COMMERCIAL At the request of Alderman Bonk, Mayor Seitz referred
