01/03/198972. •MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, TUESDAY, JANUARY 3, 1989 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:05 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Tuesday, January 3, 1989. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos. Aldermen Adams, Schiro, Hervas and Haupt were absent. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Kozenczak, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Donahue, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Pastor Charles Cooper, Golf Road Baptist Church, followed by the Pledge of Allegiance to the Flag. Moved by Bonk, seconded by Sarlo, to approve Minutes of the regular meeting of the City Council held on December 19, 1988, as published. Motion declared carried. BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total: $369,293.92. Upon roll call, the vote was: AYES: 12-Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos NAYS: 0 -None ABSENT: 4 -Adams, Schiro, Hervas, Haupt Motion declared carried. Moved by Schneck, seconded by Muehlenbeck, to adopt recommendation of the Finance Committee to approve Supplemental Register of Bills to close out 1988 business in the amount of $158,837.28. Upon roll call, the vote was: AYES: 12-Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos NAYS: 0 -None ABSENT: 4 -Adams, Schiro, Hervas, Haupt Motion declared carried. RETAINER/ Moved by Schneck, seconded by Muehlenbeck, to adopt the CROSS -CONN. recommendation of the Finance Committee that City CONTROL SURVEY: issue manual check in the amount of $20,548 to Bishop Plumbing as a retainer for the Cross -Connection Control Survey, and that City hold the check until official notification is received from the court that request for a temporary restraining order has been dismissed. Upon roll call, the vote was: AYES: 9-Muehlenbeck, Childers, Bonk, Healy, Wetter, Schneck, Hardiman, Sarlo, Chiropolos NAYS: 3 -Christiansen, Kisslinger, Gebert ABSENT: 4 -Adams, Schiro, Hervas, Haupt Motion declared carried. ORDINANCE B-4-88 PLAT REQUIRE- MENT RE FOOT. & FOUNDATIONS: EXECUTIVE SESSION: ORDINANCE M-35-88 UNIFORM ALLOWANCE: (Police) 73. 1/3/89 PAGE TWO Moved by Sarlo, seconded by Hardiman, to adopt Ordinance B-4-88, AN ORDINANCE AMENDING SECTION 5.3-2, OF ARTICLE V OF THE DES PLAINES BUILDING CODE TO ADD THERETO A NEW SUBSECTION 5.3-2(i) PERTAINING TO PLAT REQUIREMENT WHEN FOOTING AND FOUNDATION IS COMPLETED. Upon roll call the vote was: AYES: 12-Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos NAYS: 0 -None ABSENT: 4 -Adams, Schiro, Hervas, Haupt Motion declared carried. Moved by Gebert, seconded by Kisslinger, to go into Executive Session to discuss personnel matters. Upon roll call, the vote was: AYES: 11-Muehlenbeck, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos NAYS: 1 -Childers ABSENT: 4 -Adams, Schiro, Hervas, Haupt Motion declared carried. Council recessed at 8:25 P.M. Alderman Sarlo returned to the Council Chambers at 8:34 P.M. Council reconvened at 8:37 P.M. Moved by Schneck, seconded by Muehlenbeck, to waive First Reading and place on passage Ordinance M-35-88. Motion declared carried. Moved by Schneck, seconded by Healy, to adopt Ordinance M-35-88, AN ORDINANCE AMENDING SECTION 1-15-5(D)2 OF THE DES PLAINES CITY CODE, THEREBY INCREASING THE UNIFORM ALLOWANCE FOR CERTAIN POLICE DEPARTMENT PERSONNEL. Upon roll call, the vote was: AYES: 12-Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos NAYS: 0 -None ABSENT: 4 -Adams, Schiro, Hervas, Haupt Motion declared carried.
