MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, AUGUST 1, 1988 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:05 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, August 1, 1988. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Sarlo, Chiropolos, Schiro, Hervas, Haupt. Alderman Gebert was absent. Also present were: City Treasurer Fredricks, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Deputy Police Chief Storm, Municipal Development Director Pagones, Acting City Engineer Kaszuba, Human Resources and Services Director Donahue, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Pastor Emeritus R. K. Wobbe, Christ Church, followed by the Pledge of Allegiance to the Flag. Moved by Sarlo, seconded by Bonk, to approve Minutes of the regular meeting of the City Council held July 18, 1988, as published. Motion declared carried. BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total: $ 1,048,488.71. FUNDING FOR D.P. ARTS COUNCIL: Moved by Sarlo, seconded by Chiropolos, that the Administration develop purchasing guidelines. Motion declared carried. REVIEW OF CITY At the request of Alderman Wetter, Mayor Seitz referred CODE RE LIQ. the complete review of the City Code regarding liquor LICENSES: licenses to the License & Judicial Committee. JAYCEES OKTOBERFEST: Moved by Bonk, seconded by Childers, to adopt the recommendation of the Public Works Committee to grant request from Des Plaines Area Jaycees to hold their annual Oktoberfest at Herbert H. Behrel Parking Plaza on August 19, 20 and 21, 1988; with the 1st level being available on Friday, August 19 and the adjoining two levels on August 20; that security, clean-up and insurance be provided by the Jaycees; contingent upon approval of all City departments. TRANSFER OF Moved by Bonk, seconded by Childers, to adopt the FUNDS/FORESTRY recommendation of the Public Works Committee that DEPARTMENT: $8,000 be transferred from the Tree Removal account to the Tree Trimming account so the scheduled trimming area can be completed, and contract with Nels Johnson Tree Experts, Inc., 912 Pitner Avenue, Evanston, IL 60202, for trimming of parkway trees, be amended to reflect this increase. Committee to grant request from Des Plaines Merchants Association to hold their annual sidewalk sale, August 18-21, 1988. Council reconvened at 10:40 P.M. Moved by Chiropolos, seconded by Schiro, to suspend the rules so that the appointment of the City Engineer could come before the Council. Motion declared carried Moved by Chiropolos, seconded by Schneck, to concur with Mayor Seitz's appointment of Timothy P. Oakley as City Engineer and the two week waiting period for consideration of appointments be waived. Motion declared carried. Moved by Wetter, seconded by:Childers, that honorary citizenship be given to Mayor Sindaco Renzo Zaffanella Lucia Zanotti and Carlo Fayer, all from Cremona, Italy Des Plaines' Sister City, at the Council meeting on September 19, 1988, during Lucia Zanotti and Carlo Fayer's visit to Des Plaines, September 17 -October 1, 1988 (Carlo Fayer is a renown sculptor/painter who will be giving demonstrations, lectures and workshops in Des Plaines), and appropriate document be prepared.
