06/21/1982MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JUNE 21, 1982. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:10 P.M., in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, 1;es3ti, Dini, Chiropolos,Bonaguidi, Ward, Egan. G ura,Q,, Also present were: City Comptroller Blietz, City Treasurer Swanson, Superintendent of Water & Sewer Tiernan, Deputy Fire Chief Clark, Police Chief Alfano, Acting City Engineer Crowley, Acting Director Richardson of Municipal Development Department, Environmental Officer Lindahl, Acting Health Director McIntosh, Administrative Assistant Taylor and City Attorney Smith. PRAYER AND PLEDGE: DEDICATION OF COUNCIL CHAMBERS TO ELEANOR ROHRBACH: MINUTES: EMPLOYEE POSITION ALLOCATION REVIEW: INDUSTRIAL DEVELOPMENT REVENUE BOND SPEEDFAM CORPORATION: The meeting opened with prayer by Pastor Carl McGarvey, Missionary Alliance Bible Church, followed by the Pledge of Allegiance to the Flag. Alderman Peggy Wetter, Chairman of the Eleanor Rohrbach Memorial Committee, introduced Madeline Southwell, Lois Czubakowski and Connie Manika, who unveiled the plaque officially dedicating the Council Chambers to Eleanor Rohrbach. Mrs. Southwell, Chairman of the Tenant Council at Henrich House, represented those residents of Henrich House who had contributed most of the money for this plaque and she expressed their honor at being able to express their gratitude for all that Eleanor had done for them. Lois and Connie represented the many friends who also contributed to this plaque. Moved by Kehe, seconded by Erbach, to approve the Minutes of the regular meeting of the City Council held on June 7, 1982, as published. Motion declared carried. Moved by Ward, seconded by Prellberg, to .adopt the recommendation of the Finance & Insurance Committee to concur with Civil Service Commission and Job Evaluation Committee as follows: RE-CLASSIFICATION Building Commissioner TO Dept. Dir. Municipal Development Director, Plan. & Zoning TO Director, Municipal Development City Attorney to draft necessary ordinance. Motion declared carried. Moved by Ward, seconded by Prellberg, adopt the recommendation of the Finance & Insurance Committee that Ordinance M-41-82 re Industrial Development Revenue Bond for Speedfam Corporation be adopted this evening at appropriate time. Motion declared carried. Alderman Egan voted no. Alderman Dwiel Tecommended that..a follow-up procedure be developed to determine the effectiveness of industrial development revenue bonds. Mayor Seitz advised that such a procedure is warranted and will be established. Total $831,212.20. Moved by Ward, seconded by Martin, to adopt the recommendation of the Water & Sewer Committee to secure the services of PRC Consoer Townsend, 303 E. Wacker Drive, Chicago, 60601, to do the design work for the Emergency Water Interconnection to Northwest Water Commission's Transmission Main at a cost not to exceed $10,000. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Dini, Chiropolos, Bonaguidi, Ward, Egan NAYS: 0 -None ABSENT: 1-Tomaszewski Motion declared carried. Moved by Prellberg, seconded by Kehe, to adopt the recommendation of the Police Committee to award the bid for fourteen (14) tactical vest and six (6) hard armor inserts to Constable Equipment Co., Inc. 1410 Ogden Ave., Downers Grove, 60515, in the amount of $10,535.54, and return bid bonds/checks to unsuccessful bidders. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Dini, Chiropolos, Bonaguidi, Ward, Egan NAYS: 0 -None ABSENT: 1-Tomaszewski Motion declared carried. Moved by Adams, seconded by Chiropolos, to adopt the recommendation of the Sanitation Committee that the City Clerk be authorized to advertise for bids to remove approximately 35,000 cubic yards of brush behind City Garage, returnable July 9, 1982, at 3 P.M. Motion declared carried. Moved by Martin, seconded by Erbach, to adopt the recommendation of the Building Control & Inspection Committee that the improvement bond for the Hickey Subdivision be allowed to expire but a covenant be placed on the titles to the property stating that the previously proposed public improvements, which is_a storm sewer and other minor subdivision improvements, must be installed. Motion declared carried. Moved by Martin, seconded by Erbach, to adopt the. recommendation of the Building Control & Inspection Committee that Public Works Department be authorized to install temporary banners for the Des Plaines Historical Society's llth Annual Antique Fair and Flea Market to be held Sunday, September 12, 1982, at the Behrel Parking Deck. Municipal Development Department to issue a temporary sign permit, waive any and all fees and the Public Works Department erect the banners on September 3, 1982, on the Behrel Parking Deck. This fence, approximately 20 feet in length, was erected in violation of City Code and must be removed. Motion declared carried. Moved by Martin, seconded by Erbach, to adopt the recommendation of the Building Control & Inspection Committee to grant request for fence variation for 8' high fence facing owner, John Heil, 210 S. Motion declared carried. Moved by Erbach, seconded by Chiropolos, to hold the next Council meeting on Tuesday, July 6, 1982, instead of Monday, July 5, 1982, which is a Federal holiday and in keeping with City's ordinance. Motion declared carried. INTERIM Alderman Ward presented a status report to the Council HOUSING on the Interim Housing Assistance Plan, which is a ASSISTANCE required portion of the submittal for Community PLAN: Development Block Grant funds. A draft Plan has been prepared and will be sent to HUD by July 1, 1982. At the same time, the Des Plaines Housing Commission will also review this Plan for their input and approval and/or suggestions as to how it should be modified. When this input is received from HUD and Des Plaines Housing Commission, a public hearing will be held as required by Federal law. The information obtained from these procedures will be implemented into a complete submittal package to be presented to the Council for approval before being sent to HUD by September 30, 1982. Alderman Ward stated that submitting the draft of the Plan to HUD does not constitute a commitment by the City. The commitment occurs when/if the City submits the application and the final Interim Housing Assistance Plan in September.. ORDINANCE Moved by Kisslinger, seconded by Dwiel, to waive First M-42-82 Reading and place on passage Ordinance M-42-82.
