12/03/19561 42.5 MINUTES OF THE REGULAR METING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN COUNCIL ROOM, CITY HALL, DECEMBER 3, 1956, AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Alderman Tures, Volf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell and McKay responding to roll c all. Alderman Schubert, Dunlap and Davis were absent. APPROVAL OF MINUTES. The motion was made by Alderman Wolf and seconded by_Behrel to approve the minutes of November 19, 1956. Alderman Wolf requested change that his motion was for one ingress driveway only for A. & P. Store. Alderman McKay requested corrections, word same.to be changed to stop and go,lights on Wolf -Golf motion. Also that include Alderman McKay requested the State Highway Department be asked to consider reducing the 45 M.P.H. spped limit on Golf Road east of Mt. Prospect Road and Super- intendent.stated he already had the matter up with Highway Department. Alderman Wexler instead of Alderman Bell presented petition of traffic on Fifth Avenue. The motion was voted upon by acclamation with corrections made. LC) CD OFFICIAL REPORTS. The Clerk submitted the reports of City Clerk and Building Commission - )r; for November. Alderman Bell reported of complaint, of parking on Lee Street at new Motel area. The Mayor instructed the Superintendent of Public Works and Police Marshal to place signs for 60 days trial of No Parking at residences. RAND AND GRACELAND DRIVEWAYS. Alderman Bell reported that the Street Committee found "All commercial establishments on Rand. Road, no pedestrian traffic on Rand Road, therefore recommend one 25 foot driveway on Graceland, 2 - 35 foot driveways on Rand Road." On motion by Alderman Bell and second by Martin the Council concurred in the report with Alderman Wolf voting No. CITY WIDE INSULATION DRIVEWAY. Alderman Bell reported the Street Committee recommends one driveway be expanded to 18 feet at City Wide Insulation property. On motion by Alderman Bell and second by Martin the Council concurred in the report with Alderman Wolf voting No. 1 1 Alderman Tures reported the following on Engineer Fletcher's recommendation on Water Department: The Water Committee recommends that the lime handling equipment be installed and the old elevated water tank be repaired and that the recommended extension of the water main on Busse Highway be held up for further detailed informa- tion. That the Engineer prepare plans and specifications for lime equipment and repair of old tank. On motion by Alderman Tures and second by Tistle the Council concurred in the recommendations. Alderman Nelsen made a report on parking lots and made a motion which was seconded by Tures to concur in the report. Alderman Martinimade the motion which was seconded by Behrel that the Parking Meter Committee have a complete analysis report prepared on the parking situation. Alderman Nelsen and Tures withdrew their motion. Alderman Martin's motion was voted upon by acclamation. BOUTON -FOSTER LEASE. Alderman Behrel reported the Finance Committee investigated and found: The Bouton Foster Company recently expressed their option extending the present lease an additional five years. In effect giving this tenant a full ten years at the same rental. Furthermore, your committee cannot foresee conditions 6 to 8 years from now and therefore believe it inadvisable to grant any further extension at this time. We, your Committee on Finance, therefore feel the City has been fair in the previous handling of this lease and recommends: that the City Clerk notify Bouton Foster Company in writing that further extension of present lease cannot be considered at this time. On motion by 'Alderman Behrel and second by Bell the Council concurred in the report. 426 12-3-56 APPROVAL OF BILLS. Alderman Behrel presented the following res lution: BE IT RESOLVED BY THE CITY QDUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING;BILLS ARE DUE AND PAYABLE AND THET THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total $14,931.21. (A copy of resolftion placed before each Alderman and on file with City Clerk.) The motion was made by Alderman Behrdl and seconded by Prickett to adopt the resolution. Alderman Wolf requested the Roofing and Sider's bill $2,890.00 be held out for Alderman Davis to report and the $85.00 refund on variation held out was requested by Alderman Martin. The Mayor referred the $85.00 bill to the Judiciary Committee. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell and McKay. Nays: None. The Mayor declared the motion carried with two bills held out. A representative for Hungarian relief was allowed to speak about soliciting funds. The motion was made by Alderman Wolf to allow a tag day but to stay indoors. Alderman Neff said she would second the motion but that they be allowed outside on street. The Mayor asked for a vote on Alderman Neff's on th4 street and it was voted upon by acclamation. The Mayor asked for a vote on allowing the tag day and this was also voted upon by acclamation and approved. The City Clerk reported the Zoning Board granted the variation'on intensity use of lot at 833 Hollywood. REZONE DUPLEX TO SINGLE FAMILY ON THACKER STREET EASTERLY OF BELT LINE. The Clerk read the recommendation of Zoning Board to rezone the above. ;On motion by Alderman Wolf and second by Prickett the Council concurred in the recommendation and instructed the City Attorney to draft an ordinance. REZONE SOUTHWEST CORNER TOUHY AND RIVER ROAD TO COMMERCIAL. The Clerk read the recommendation of Zoning Board to rezone to Commercial the aboveCLighthouse). The motion was made by Alderman Wolf and second by Bell to concur 3n the report and instruct the City Attorney to draft an ordinance. The motion was voted upon by acclamation. TRAFFIC COMMISSION REPORTS. On request for patrolman at Mannheim and Morse by Orchard Place School Board the Traffic Commission recommends: Inasmuch as the request for policeman at this location is outside of the City Limits, we suggest that this be referred to the District School Board Safety Council. On motion by Alderman Bell and second by Tistle the Council concurred in the report. The Traffic Commission recommends putting a stop sign on Howard Street at Lee. On motion by Alderman Wolf and second by Bell the Council concurred!in the report. The Traffic Commission recommended' gates at Prospect Avenue crossing. This had been referred to the Commission May 21, 1956, and the Council has since that time approved gates for the crossing. TRAFFIC COMMISSION REPORT ON SAFETY COUNCIL AND WEST SCHOOL P.T.A. REGARDING MAKING SECOND AND ROSE AVENUE ONE-WAY STREETS. The Commission recommends: A. Making Second Avenue a one-way street north from Thacker Street to Third Avenue would be inconsistent with the best flow of traffic and therefore no•change be made. B. We further recommend that Rose Avenue be made a one-way from Fourth Avenue to First Avenue with the traffic moving in an easterly direction. On motion by Alderman Martin and seconded by Behrel the Council concurred in the report but to make a 90 day Police Order signs test. TRAFFIC COMMISSION REPORT ON PARKING NORTHWEST CORNER PRAIRIE AND SECOND AND NORTH- EAST CORNER CENTER AND OAXTON. The Commission recommended that No Parking be permit- ted 30 feet from the corner on each of the above streets. On motion by Alderman Martin and second by Behrel the report was referred back to the Commission regarding widening the streets at both places. 1 ® Wolf,Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell and McKay. Nays: None. The Mayor declared the motion carried. 12-3-56 TRAFFIC COMMISSION REPORT ON PARKING AT SCHOOLS. The Clerk read the following: We, your committee on Traffic, have studied the requests for No Parking on School side of street at all school locations in the City of Des Plaines, and also the letter dated June 6, 1956, addressed to the Des Plaines Traffic Commission written by City Attorney Lohman Eley, and it is our opinion that No Parking signs be installed on all locations surrounding the school and immediate property used for playgounds, etc. It is our thought that children darting out from between parked cars present a serious safety hazard. We are aware that in some instances this might present a hardship for people parking in that area, but feel that this action will be of greatest benefit to the majority of the peole involved. RESOLUTION TO APPROPRIATE $151000 MOTOR FUEL TAX FUNDS FOR TRAFFIC LIGHTS AT GOLF AND WOLF ROAD WEST OF CHICAGO AND NORTHWESTERN. The Clerk read the above resolution. The motion was made by Alderman Bell and seconded by Tures to adopt the resolution. The Mayo put the question and the Clerk called the roll. Ayes: Alderman Tures, rt ADOPT WATER COMMISSION ORDINANCE. The Clerk read for second reading the following ptoposed ordinance entitled: AN ORDINANCE PROVIDING FOR THEJOINT ACQUISITION OF A COMMON SOURCE OF WATER SUPPLY FOR THE CITY OF DES PLAINES, THE VILLAGE OF ARLINGTON HEIGHTS, THE VILLAGE OF MOUNT PROSPECT AND THE VILLAGE OF PALATINE, 1 1 AND THE FORMATION OF A PROPOSED WATER COMMISSION TO BE KNOWN AS THE DES PLAINES, MOUNT PROSPECT, ARLINGTON HEIGHTS AND PALATINE WATER COMMISSION. The motion was made by Alderman Tures and seconded by Bell to adopt the ordinance. Alderman Neff made the motion which was seconded by Wolf to table the ordinance to Thursday night. After discussion the Mayor put the question to table and the Clerk called the roll. !Ayes: Alderman Wolf and Neff. Nays: Alderman Tures, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell and McKay. The Mayor declared the motion lost. The Mayor put the question on the original motion to adopt and the Clerk called the roll. Ayes: AldermannTures, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell and McKay. Nays: Alderman Wolf and Neff. The Mayor declared the motto# carried. ROY L. KELSEY ZONING VARIATION 1517 CENTER STREET. The Clerk informed the Council he had received an application for zoning variation 1517 Center Street. On motion by Alderman Wolf and .second by Tures the application was referred to the Zoning Board sitting as a Commission to call a hearing. LIBRARY RESOLUTION REGARDING NEW BUILDING. Alderman McKay read the following resolu- tion: RESOLUTION APPROVING THE PROPOSAL OF THE BOARD OF DIRECTORS OF THE • DES PLAINES PUBLIC LIBRARY, DES PLAINES COOK COUNTY, ILLINOIS, TO ACQUIRE A SITE AND FOR THE CONSTRUCTION AND EQUIPPING A LIBRARY BUILDING THEREON WHEREAS, the Board of Directors of the Des Plaines Public Library, Des Plaines, Cook County, Illinois, has submitted to the City Council of the City of Des Plaines, a record of its proceedings and a resolution in connection with the acquisition of a site and the construction and equipping of a building thereon at a cost of $450,000.00 and has submitted its plan and estimate of costs and has requested that bonds be issued in the amount of $450,000.00 payable over a period of 20 years; and WHEREAS, it appears to the City Council from an examination of said proceedings and resolution that the plan of the said Board of Directors of the Des Plaines Public Library is in the best interest of the citizens of the City of Des Plaines, 427 428 12-3-56 LIBRARY RESOLUTION REGARDING NEW BUILDING. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Des Plaines, Cook County, Illinois: Section 1: That the proceedings and resolution of the Board of Directors of the Des Plaines Public Library regarding the acquiring of a site, the erection thereon of a new building in and for said City to be used for a library and equip- ping the same, be accepted and approved and made a part of the records of this meeting. Alderman McKay read the following resolu- tion: RESOLUTION WHEREAS, the City of Des Plaines, Cook County, allinois, accepted an offer from the United States Government for an advance for preliminary plan preparation of a public work described as Public Library Building for the City of Des Plaines; and WHEREAS, Maher and McGrew, architects, were engaged to planning report for the aforesaid public work; and WHEREAS, said architects have completed the report and approval; and WHEREAS, the completed preliminary planning report has and is considered to comprise adequate preliminary planning essential to the community and within the financial ability Plaines. prepare a preliminary submitted it for been carefully studied of the public work of the City of Des NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Des Plaines, Illinois, the governing body of said applicant, that the planning report submitted by Maher and McGrew as the basis for the detailed planning and construction of the Public Library Building for the City of Des Plaines, dated Novembe'14, 1956, in connection with Housing and Home Finance Agency Project No. Illinois 11-P-3021 be and the same is hereby approved; and that certified copies of this resolution be filed with the Housing and Home Finance Agency as a part of the preliminary planning report.
