11/19/1956421 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN COUNCIL ROOM, CITY HALL, NOVEMBER 19, 1956, AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis responding to roll call. Alderman Nelsen was absent. IIIAPPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by Tistle to approve the minutes of November 5, 1956. The motion was voted upon by acclamation. OFFICIAL REPORTS. The Clerk submitted the monthly reports of City Treasurer and Nurse and Welfare. Alderman Schubert reported about a subdivision on which the Municipal Development Committee will have a meeting Monday, November 26, 1956, and the Clerk was instructed to write the Plan Commission, Mr. Arndt and Mr. Napieralski requesting their attendance. Alderman Wolf reported of a County Zoning for a junk yard on Busse Road near 0 Algonquin Road and thought the City should object. On motion by Alderman Wolf and I. 1 1 second by Schubert the Clerk was instructed to write the County Zoning Board informing them of the City Council objections. BIDS AWARDED ON TRUCK AND SNOW PLOW. The motion was made by Alderman Bell and seconded by Dunlap to award the bid on cab and chasis to the Holmes Motor Company for $4,027.75. The Mayor put the question and the Clerk called the roll. (Ayes: Alderman Schubert, Dunlap, Tures, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays: Alderman Wolf. The Mayor declared the motion carried. The motion was made by Alderman Bell and seconded by Dunlap to award the bid on the body of truck to the Gar -Wood Company for $1,346.00. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell and McKay. Nays: Alderman Wolf and Davis. The Mayor declared the motion carried. The motion was made by Alderman Bell and seconded by Dunlap to award the bid on snow plow to the R. C. Larkin Company for $980.00. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays: None. The Mayor declared the motion carried. GATES FOR S00 LINE ROAD AT PRATT AVENUE. Alderman Bell reported on Pratt Avenue gates that the Street Committee recommend: A resolution be passed authorizing the Mayor and Clerk to sign agreement and funds be appropriated from Motor Fuel Tax money for financing the project. The motion was made by Alderman Bell and seconded by Tistle to adopt the resolution. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Wolf, Tures, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays:,None. The Mayor declared the motion carried. The motion was made by Alderman Bell and seconded by Tistle to appropriate $6,500.00 of Motor Fuel Tax funds for the gates. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays: None. The Mayor declared the motion carried. DRIVEWAY 1575 OAKTON STREET. The motion was made by Alderman Bell and seconded by Martin to permit 2 driveways of 18 feet, one for ingress and one for egress. Alderman Wolf objected to the width of driveways due to traffic hazard. On motion by Alderman Tistle and second by Dunlap the matter was deferred to allow the Police Department to investigate. A & P DRIVEWAYS CENTER STREET. On motion by Alderman Schubert and second by Martin the application for A & P driveways was removed from the table. The motion was made by Alderman Martin and seconded by Behrel to amend the Street Committee motion and allow one 20 foot exit only. Alderman Neff made the motion which was seconded by Dunlap to amend the amendment to have a 60 day trial. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Tures, Neff and Martin. Nays: Alderman Schubert, Dunlap, Wolf, Wexler, Behrel, Prickett, Tistle, Bell, McKay and Davis. 422 11-19-56 A & P DRIVEWAYS CENTER STi T. (Cont'd.) Alderman Wolf made the motion to amend the amendment for one 20 foot ingress and one egress driveway, which was seconded by Davis. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Wolf, Bell and Davis. Nays: Alderman Schubert, Dunlap, Tures, Neff, Wexier, Martin, Behrel, Prickett, Tistle, and McKay. The Mayor declared the motion lost. The motion was made by Alderman Martin to amend the amendment, which was'seconded by Tures for one 20 foot exit only. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Dunlap, Tures, Neff, Martin,;Behrel, Prickett and Tistle. Nays: Alderman Schubert, Wolf, Bell, McKay and Davis.' The Mayor declared the motion carried. The Mayor put the question on the original motion as amended for one 20 foot exit driveway and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Neff, Martin, Behrel, Prickett and Tistle. Nays: Alderman Wolf, Wexler, Bell, McKay and Davis. The Mayor declared the motion carried. CROSSING POLICEMAN MINER AND MASON LANE. Alderman McKay reported that the Marshall of Police arrange for a crossing guard at Mason Lane and Miner Street as soon as po3sible. On motion by Alderman McKay and second by Dunlap the Council approved same. E. N. FIETCHER, ENGINEER, RECOMMENDATIONS FOR WATER DEPARTMENT. The Clerk read the following letter: I have three items which I would like referred to the Water Committee for action as soon as possible. The first:iitemwisr]:ime°tiunloading e'gtipmeiit for the water softening plant.' At the present time, lime is delivered in bags. It is taken from the truck, placed in a sling, hoisted to the lime storage room of the old plant and then placed in hand trucks and transported to the stock pile in the new and old lime storage rooms. It takes six to seven men to unload and store the lime. We use one 10,000 pound load of lime a week in the winter, and two such loads a week in the summer months. It takes these men away from other jobs, often when they can least be spared. The present method is not only expensive, it costs about $6,000.00 a year; but it is also a nuisance in that it disrupts the working plans for the street and sewer departments. 1 The estimated cost of new lime handling equipment is $17,500.00. The Superinten- dent of Public Works has estimated that we can save the cost of this equipment within three years, and it will free men that are needed for other jobs. In addition to the saving in labor, there will be a saving in the cost of lime. Bulk lime can be used which would save about $1,500.00 a year in the cost of lime. The second item is the rebuilding of the old elevated water tank. The riser pipe and bowl should be torn down and rebuilt. The present riser pipe and bowl are beyond the repair stage. The foundation and supports are still usable; and if we replace the riser pipe and bowl, we will have a new tank of 150,000 gallon capacity in a rather ideal location for about one-half the cost of a new tank. The estimated cost of this work is $33,500.00. There is enough money left in the Water Bond Fund to do the above recommended work. The third item that I would like referred to the Water Committee is a request that I have received for the extension of the water main in Busse Highway to serve the three houses in Des Plaines j1 st west of the Creek west of Mason Lane. At least two of these home have water trouble at the present tinier• their wells are almost dry, and they are all willing to pay a fair amount to obtain water through the City mains. (Signed) E. N. Fletcher The Mayor referred alme to Water Committee for recommendation. 1 1 11-19-56 Alderman Dunlap read a long report on Dutch Elm Tree disease having attended a meeting in Chicago on same, and recommended an early start in 1957 on spraying and check made on residents storing dead wood which should be burned. The motion was made by Alderman Dunlap and seconded by Neff that the City Clerk transfer $3,000.00 from the Sales Tax when received for the purpose.of expenditure for tree trimming and removal for balance of the year. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Wolf, Neff,}dexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays: None. The Mayor declared the motion carried. City Attorney Eley made verbal report on same negotiations on parking lot and about the percentage of receipts for the Chicago and Northwestern. On motion by Alderman Wolf and second by Behrel the Attorney is to engage negotiations for a twenty per cent of receipts to the Chicago and Northwestern. The motion was made by .Alderman Neff and seconded by Martin that the City get permission to use the Chicago and Northwestern Park between Lee Street and Grace land Avenue on Ellinwood Street side of tracks. On voice vote the motion was lost. 42:3 C7 APPROVAL OF BILLS. Alderman Behrel presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 2'3 <t DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. 1 1 Total $20,875.12. (A copy of resolution placed before each Alderman and on file with City Clenk.) The motion was made by Alderman Behrel and seconded by Martin to adopt the resolution. The Mayor put the question and the.Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett,Tistle, Bell, McKay and Davis. Nays: None. The Mayor declared the motion carried. Alderman Behrel reported he thought there may be a possibility from information he received that the Toll Road could be changed. On motion by Alderman Behrel and second by Martin the Clerk was instructed to write the Toll Road Commission. Alderman Wolf voted no and Alderman Neff sustained from voting due to her organization's contact with the Commission. Alderman Bell requested that the City Attorney draft a Trailer Park Ordinance. On motion by Alderman Bell and second by Dunlap the ordinance drafting was referred to the City Attorney, Orchard Place and License and Inspection Committees. • The City Clerk informed the Council that the City Engineer had a new map prepared for the City but before having the maps printed would like to change several street names in Orchard Place Area. The Mayor referred same to Orchard Place Committee and City Attorney. WATER COMMISSION ORDINANCE. The Clerk read for second reading the Water Commission Ordinance. After discussion, the motion was made by Alderman Neff and sdconded by Wexler to table the ordinance. until next meeting so that the City Engineer can have written report for the Aldermen. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Tures, Wolf, Neff, Wexler, Martin, Behrel and Tistle. Nays: Alderman Dunlap, Prickett, Bell, McKay and Davis. The Mayor declared the motion carried. CITY WARDS ORDINANCE ADOPTED. The Clerk read for second reading the Ward Ordinance. The motion was made by Alderman Wolf and seconded by Bell to adopt the ordinance. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays: None. The Mayor declared the motion carried. 424 11-19-56 JUDICIARY COMMITTEE ORDINANCE ADOPTED. The Clerk read for second reading the above ordinance. The motion was made by .Alderman Wolf and seconded by McKay to adopt the ordinance. The Mayor put the question and the Clerk called the roll,. Ayes: Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays: None. The Mayor declared the motion carried. The Mayor appointed Alderman Wexler, Chairman, Bell and Schubert to this committee. The Public Address and Sound Truck Ordinances were referred to the new Judiciary Committee. J.P. TUTHILL, DISTRICT ENGINEER, LETTERS. The Clerk read a letter from the above stating that speed surveys had recently been made and said 40 M.P.H.! signs were justified to be posted on Touhy Avenue between River Road and Mannheim Road. Another letter from Mr. Tuthill that traffic count at Golf, Wolf and Seegers Road had been made and warrants installation of full traffic actuated signals as a Motor. Fuel Tax Project. The Clerk informed the Council that at the request of Alderman McKay he had written Mr. Tuthill to temporarily install a stop sign on the Northwest coiner. On motion by Alderman McKay and second by Martin the City Engineer is to prepare specifications for same. MAYOR'S VETO. The Mayor informed the Council he had vetoed the vote of expenditure $10,000 for spraying trees. The Clerk read the letter from State Department of Revenue on the amount of tax receipts for August and that it requires three months time to receive the Sales Tax money. ZONING APPLICATION KUNTZE FOR 1103 ALGONQUIN. The Clerk read the above zoning appli- cation to rezone residential to multiple dwelling. On motion lily Alderman Wolf and second by Behrel the application was referred to the Zoning Bord of; Appeals sitting as a Commission to call a hearing. FIRE DEPARTMENT LETTER. The Clerk read the following letter: On behalf of the Des Plaines Fire Department (paid and Volunteers) we wish to donate to the City of Des Plaines and to the Fire Department of Des Plaines for both stations furniture and draperies that will brighten the new as well as the old station. These monies were raised at our ;Annual Dances that we hold from year 'Ito year. (Signed) George M.Gniot, President On motion by Alderman Davis and second by Wolf the Clerk was instructed to write a thank you letter to the Fire Department. BLUETT'S FAIRVIEW GARDENS. The Clerk informed the Council he had the above plat. On motion by Behrel and second by Wexler the plat was referred to the Plan Commission. OPEN BID ON SALT SPREADER. On motion by Alderman Behrel and second by Prickett the Clerk was instructed to open the bid on salt spreader. One bid received, from Griggs Equipment Company, Skokie, Illinois, for $895.00. After approval by Superint- enddnt, the motion was made by Alderman Wolf and seconded by Behrel to award the bid to the Griggs Equipment Company. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Bell, McKay and Davis. Nays: None. The Mayor declared the motion carried. Alderman Bell presented a petition regarding traffic on Fifth Avenue between Lincoln and Oakton. The Mayor referred same to Street Committee. The Mayor referred to the Traffic Commission about stop sign at;Howard and Lee. ' I Fire Chief Kolze is to report next meeting regarding rooming houses. ADJOURNMENT.
