02/15/19541 2-1-54 127 FIRST READING RESTAURANT LIQUOR LICENSE. The Clerk read for first reading an ordinance to create a new classification of liquor lidense for restauant and dining room. The Mayor ordered the license placed on file for second reading. Alderman Jacobs gave a report on the Library due to his appointment to investi- gate the Library. The last paragraph he reported: I am satisfied at this time that their budget request is quite reasonable and that in the near future not only the City Government but the community as a whole will have to become aware of the greatly increased needs of this community for greater and more expanded library facilities and services. Alderman Dahl suggested that a copy of the ordinance adopted regarding City Engineer Approve disbursements for public improvements be sent to the Hoyne Savings and Loan Association. ARTHUR RIECK APPOINTED BUILDING COMMISSIONER FOR NINETY DAYS. The Mayor informed the Council he appointed Arthur Rieck Building Commissioner for ninety days as of February 1, 1954. On motion by Alderman Wolf and seconded by Harm the appointment was approved. Alderman McKay requested that the Traffic Commission be informed to investi- gate regarding sidewalk on Wolf`Road under Chicago & Northwestern tracks for children L7 who will attend the new Cumberland School. The Mayor said he will contact Mr. Spiegler. On motion by Alderman McKay and seconded by Davis the Council approved a paper pickup on February 20 or 27 by Troop 27. d ADJOURNMENT. CALL TO ORDER. The meeting was called to order by Mayor Kenneth.G. Meyer who presided with Alderman Hanson, Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl, Blume and McKay.responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Wolf and seconded by Tures to approve the minutes of February 1, 1954. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. OFFICIAL REPORTS. The Clerk submitted the reports of City Treasurer and Nurse and Welfare Association for January. Alderman Davis made his appearance at this time. Alderman Dahl reported he had the corrected Sewer Connection Ordinance and informed the Council of changes made. Alderman Wolf reported of a meeting with Mr. Jordan who had questioned the leasing of the land in rear of the building inthich he is located and the Alderman said the land would be leased as had been recommended. Alderman Wolf read a report from Chief Kolze regarding the need of an additional door in the Jordan Manufadturing Company building. There being a question if the City or Jordan install the door, the Mayor referred to License and Inspection Committee. On request of Alderman Wolf the item of Certificate of Occupancy for Commercial was referred to License and Building Permit Committee. 128 J 2-15-54 The motion was made by Alderman Wolf and seconded by Schallawitz to advertise for bids for rental or sale of 1 to 4 Police Squad Cars, bids to be returned by March 1, 1954. The motion was made by Alderman Davis and seconded by Jacobs to amend the motion that the bids be returned by March 15, 1954 meeting. The Mayor being unable to decide on a verbal vote instructed the Clerk to call the roll which was as follows: Ayes: Alderman Hansen, Schubert, Jacobs, Behrel, Prickett and Davis. Nays: Alderman Wolf, Tures, Schallawitz, Harm, Dahl, Blume and McKay. The Mayor thereupon declared the motion lost. Alderman Harm reported regarding the increase in zoning application fee and that the License Committee recommended that the fee be increased to $60.00 and that the City Attorney prepare an amendment to that effect for consideration by the Council. On motion by Alderman Harm and seconded by Jacobs the report was concurred in. Alderman Davis reported of having received several plans from architects for Fire Station and the Mayor requested that they hurry action in order to purchase the property ontihich the City has an option. Alderman Behrel reported tha Finance Committee had met with Mr. H. Thal regarding quit claim deed and due to size of lots recommended a payment of $200.00 instead of the $300.00. On motion by Alderman Behrel and seconded by Prickett the Council concurred in the report. APPROVAL OF BILLS. At the request of Alddrman McKay permission was given to Mr. V. Ralph, Director of Des Plaines Civil Defense to speak. Mr. Ralph requested permission to purchase Mobile Communication Equipment at a cost of $1,200.00 which is to be matched by similar amount by the State. After discussion the motion was made by Alderman. McKay and seconded by Jacobs that the request be granted. Alderman McKay requested a correction on Civil Defense item which is changed to read as follows: at a cost of $3100.00; $1200.00 to be paid by the City of Des Plaines, $350.00 by the Des Plaines Chamber of Commerce, and an amount to equal these two payments, viz,$1550.00, to be contributed by the State of Illinois. Motion was made by Alderman McKay and seconded by Jacobs that request be granted. During discussion it was developed that the equipment when acquired will be placed under control of and become property of, the City of Des Plaines. Mr. Otto Henrichs City Clerk Des Plaines, I11. Dear Sir: The Clerk read the Traffic Commisdon reports. February 25th,1954 Reference is made to your Committee report dated November 3rd regarding a sidewalk connecting Cumberland Terrace with CuMberland, through the Wolf and Golf road under- pass. We, along with a committee from the School Board, a committee from the Cumber- land Improvement Ass'n., and some of the Aldermen, made an inspection, and found side- walks and staircases already erected along the northwest side retaining wall with the exception of one small gap. We therefore wish to make the following recommendations: First: Ask the Council for immediate construction of a staircase, connecting the pre- sent walks running adjacent to the retaining wall on the northwest side of the highway. This gap is on the west side of the Northwestern Railway. When finished, there will be a completed walk running under both the Railroad and the Northwest Highway.
