MINUTES OF THS REGULAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS,
HELD IN THE COUNCIL CHAMBERS, MONDAY,
DECEMBER 21.. 1953. AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided
with Alderman Tures, Wolf Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl, Blume,Davis,
and McKay responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Schallawitz and seconded by Tures
to approve the minutes of December 7, 1953. Alderman Harm requested that his name be
eliminated on roll call of mosquito abatement because he was absent. The motion was then
voted upon by acclamation, whereupon the Mayor declared the motioi carried with c orrectio
made.
OFF IC IAL REPORTS. The Clerk submitted the report of City Treasurer for November. On
.motion by Alderman Dahl and seconded by Prickett it was approved to commend Chief Kolze
and the Fire Department for having won First Place in Class 2, cities between 18,000
and 30,000 population,in the Cook County Fire Prevention contest conducted by the
Chicago Association of Commerce and Industry.
Alderman Dahl reported the following on the Herzog Case appeal. The Municipal
Ddvelopment Committee has investigated and found that the purchase of the property by
the Trinity Lutheran Church is not sufficient grounds to abandon the appeal of Judge
Fisher's decision in the Herzog case and recommend that the appeal be carried through
to its conclusion. The motion was made by Alderman Dahl and seconded by Jacobs to
concur in the report. The Mayor put the question and the Clerk called the roll with
the following result: Ayes: Alderman Wolf, Schalla!itz, Jacobs, Behrel, Harm,
Prickett, Davis and McKay. Nays: Alderman Tures, Dahl and Blume. The Mayor thereupon
declared the motion carried.
Alderman Prickett reported the following on air conditioning ordinance: The
Building Control and Inspection Committee has investigated and found that an air
conditioning ordinance is needed by the City of Des Plaines c vering air conditioning
and refrigeration installations wherein Municipal water is used for cooling, therefore
recommentd that the City Attorney be requested by the Mayor and City Council to draft
such ordinance based on a preliminary draft submitted by this committee along with
other pertinent data. The Mayor referred the report to the City Attorney to draft an
ordinance.
APPROVAL OF BILLS. Alderman Behrel presented the following proposed resolution:

with the City Clerk.)• The motion was made by Alderman Behrel and seconded by Tures to
adopt the resolution. Alderman Wolf requested the bill of Duro-Test Corp. $78.90
withdrawn so he may check same. The Mayor pbtrtheoquestion^and?:thec:Clerk'called the roll
with the following result: Ayes: Alderman Wolf, Tures, Schallagitz, Jacobs, Behrel,
Harm, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared
the motion carried and resolution adopted with the Duro-Test Corp. item withdrawn.
The Clerk read a letter from South Parent Teacher's Association regarding their
requests for sidewalks. The Mayor instructed the Superintendent of Public Works to
check on these sidewalks.
The Clerk read a copy of a letter sent to Tameling Bros.
Sanitary Engineer.

The Clerk read a letter from J.P. Tuthill, District Engineer, regarding
rerouting Algonquin Road. The Mayor referred the letter to the Street Committee for
recommendation.
The Clerk read a letter from Hugo J. Thal regarding the Quit Claim Deed for Lots
8,9,10 and 11 in Block 6, Ira Brown's Addition. The Mayor referred the letter to the
Finance Committee.
Alderman Schubert made his appearance at this time.

The motion was made by Alderman McKay and seconded by Schubert to adopt the ordinance.

ADOPT ORDINANCE ON $1.00 PENALTY FOR VEHICLE LICENSE. 'The Clerk read for second

ADOPT ORDINANCE ON ONEAWAY STREET ON PARK PLACE AND PROHIBIT PARKING ON PORTION OF
JEFFERSON STREET. The Clerk read for second reading the following ordinance entitled:

The fnotibn was made by Alderman Davis and seconded by McKay to adopt the ordinance.

Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion
carried. The Mayor instructed the Clerk to furnish the departments with copies and
approved the printing in booklets.
COURT ORDER_ON ANNEXATION SOUTH OF TOUHY AVENUE. The Clerk informed the Council he
had a Court Order regarding the annexation of land south of Touhy Avenue. After
discussion the Mayor referred the item to the Municipal Development Committee with
instructions to invite three proponents and three opponents with the entire Council
for a meeting. The Mayor also instructed the Attorney to draft an ordinance on the
annexation.
ADOPT ONE YEAR STREET IMPROVEMENT PROGRAM RESOLUTION. The Clerk read the One Year
Street Improvement Program Resolution. The motion was made by Alderman McKay and
seconded by Prickett to adopt the resolution. The Mayor put the question and the
Clerk called the roll with the following result: Ayes: Alderman Schubert, Wolf,
Tures, Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl, Blume, Davis and McKay.
Nays: None. The Mayor thereupon declared the motion carried.

ADOPT FIVE YEAR STREET IMPROVEMENT RESOLUTION. The Clerk read the Five Year Street
Improvement Program Resolution. The motion was made by Alderman Tures and seconded
by Blume to adopt the' resolution. The Mayor put the question and the Clerk called
the roll with the following result: Ayes: Alderman Schubert, Wolf, Tures,
Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl, Blume, Davis and McKay. Nays:
None. The Mayor thereupon declared the motion carried.
ADOPT RESOLUTION FOR STATE TO ABANDON 6 r :T ON EACH SIDE OF JE1 STREET BETWEEN
PRAIRIE AND THACKER STREETS. The Clerk read the resolution for the State to abandon
6 feet oneach side of Lee Street between Prairie Avenue and Thacker Street. On
motion by Alderman Schubert and seconded by Tures the resolution was adopted.
FIRST READING 1954 APPROPRIATION ORDINANCE. The Clerk read for first reading the
1954 Appropriation Ordinance. The motion was made by Alderman Davis and seconded
by Schubert that the Clerk place the ordinance on file the proper time for adoption.
The Mayor put the question and the Clerk called the roll with the following result:
Ayes: Alderman Schubert, Wolf, Tures, Schallawitz, Sacobs, Behrel, Harm, Prickett,
Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion
carried.
FIRST READING 1954 SALARY ORDINANCE. The Clerk read for first reading the 1954
Salary Ordinance. The motion was made by Alderman Schubert and seconded by Blume
that the Clerk place the ordinance on file the proper time for adoption. The Mayor
put the question and the Clerk called the roll with the following result: Ayes;
Alderman Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl,
Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion
carried.
The Clerk read two petitions from the people in the Thacker -Wolf Road area.
The one petition to 20 M.P.H. speed limit on Thacker Street and the other petition
for a four-way stop at Thacker and Wolf Road. The Mayor referred both petitions
to the Traffic Commission for recommendation.
APPROVE NORTH AND SOUTH MAINE FIRE DISTRICTS CONTRACTS. Alderman Davis presented the
contracts for North Maine Fire District and South Maine Fire District for one year
(1954). The motion was made by Alderman Davis and seconded by Dahl that the contracts
be approved and that the Mayor and City Clerk be authorized to execute same. The
Mayor put the question and the Clerk called the roll with the following result:
Ayes: Alderman Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Prickett,
Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereuon declared the motion
carried.
ADJOURNMENT. The motion was made by Alderman Wolf and seconded by Schubert to
adjourn. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried and the Council regularly adjourned.
