City Clerk enrich MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DESS PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY, DECEMBER 7, 1953, at 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Aldermen Schubert, Tures, Wolf, Schallawitz, Jacobs, Behrel, Auck, Prickett, Dahl, Blume, Davis and McKay responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Schallawitz and seconded by Behrel to approve the minutes of November 16, 1953. Alderman Blume requested addition of "Seagrave Fire Truck" in motion of $1,200.00 motor. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried with correction made. OFFICIAL REPORTS. The Clerk submitted the reports of Building Clerk for November. The Clerk read a report from City Attorney Howard litigation. The Mayor ordered the report placed on file. ommissioner and City on various matters in The Clerk read a report from City Attorney regarding the validity of the Drunk -d` -Meter tests. The Mayor referred the report to the Police Committee. The Clerk read a letter from V. L. Spiegler, Secretary of the Traffic Commission. The item regarding parking meters in the Prairie lPearson Parking Lot was referred to the Parking Meter Committee. On motion by Alderman Schubert and seconded by Schallawitz the Council approved the item of thirty (30) day trial of four-way stop signs at Harding and Grace land. Approve Herzog Third Addition Plat. The motion was made by Alderman Dahl and seconded by McKay to approve the Herzog Plat, the Mayor and Clerk authorized to sign same. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion carried. On motion by Alderman Dahl and seconded by Jacobs the Council approved that the City Attorney draft an annexation ordinance for the Herzog property. On motion by Alderman Dahl and seconded by Jacobs the Council approved that the City Attorney draft an ordinance setting a fee of $400.00 per acre for the right to tap in sewers. Hayden Water Tap Reouest. On motion by Alderman Tures and seconded by McKay permission was granted Mr. Hayden to tap on water main on Rand Road. Alderman McKay reported on mosquito abatement and the motion was made by Alderman McKay and seconded by Schallagitz to place an item of $2,500.00 in the 1954 appropriation Ordinance for mosquito abatement. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Schubert, Tures, Schallawitz, Hamm, Auck, Dahl, Blume, Davis and McKay. Alderman Behrel presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABIE AND THAT THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (A schedule of bills placed before each Alderman and affixed to resolution and on file with the City Clerk.) The motion was made by Alderman Behrel and seconded by Blume to adopt the resolution. Nays: None. The Mayor thereupon declared,the motion carried. Request For Rezoning By Pallet Devices, Inc., at 1192 Oakwood Ave.Reiected. The Clerk read the report of Zoning Board of Appeals which stated that the Zoning Board of Appeals recommended "a building permit should be issued under the present classifica- tion of commercial and that the petition for rezoning to to light manufacturing from commercial be denied. On motion by Alderman Wolf and seconded by Prickett the report be concurred in. Park District Request To Transfer Title of Memorial Park to Park District. The Clerk read a letter of second request to transfer title of Memorial Park to Des Plaines Park District. The motion was made by Alderman Davis and seconded by Blume that title of Memorial Park be transferred to the Den Plaines Park District and be referred to City Attorney. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, AucI, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion carried. Approve Street Sweeper Contract. The contract for Elgin Street Sweeper having been placed on file in City Clerk's office the proper time, the motion was made by Alderman Behrel and seconded by Schallawitz that the contract be accepted and that the Mayor and City Clerk be authorized to sign same. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Schubert, Tures, Schallawitz, Jacobs, Behrel, Auck, Prickett, Dahl, Blume, Davis and McKay. The above resolution having been placed on file in City Clerk's office the proper time, the motion was made by Alderman Auck and seconded by Schallawitz to adopt the resolu- tion. The Clerk read a letter signed by owners of all Cab Companies requesting an increase of 35 cents flag pole charge. The Mayor referred the letter to the License Committee. Trinity Lutheran Church Letter. The Clerk read a letter from Rev.E.A. Wendt informing the Council the purchase of lots 9, 10, and 11 of Herzog Addition on Algonquin Road at Fifth Avenue. Tuthill;: District Engineer, Letter: The Clerk read the following letter: November 30, 1953 Mr. Kenneth G. Meyer Mayor The City of Des Plaines Des Plaines, Illinois Dear Mr. Meyer: I am writing to you with further reference to the conference on November 25th I had with you and your engineer, Mr.•Fletcher, which was also attended by Mr. R. J.Newell of this office. At this conference several subject matters were reviewed and discussed in general. I submit a report to you on each as follows: 1. Reverse curve on US 14 at CNW and Soo Line Subw y. (a) Two more large reverse curve and 25 MPH signs similar to the two recently ;;erected will be installed, one more on the north approach and one more on the south approach. (b) The advisability of constructing a barrier median curb from one end of the reverse curves to the other was mutually determined as not sufficient benefit to warrant its construction. (c) It seemed quite apparent that traffic does not reduce its speed to properly negotiate the curves but with the additional warning signs, with a flood light on one of the signs on each end of the curves, the traveling public should be suffieiently alerted to reduce its speed. (d) While you considered the above should provide some relief to the traveling public on US 14, you inquired when this alignment would be corrected, which' means the construction of separate bridges for the CNW and the Soo Line. I am requesting this information from our Main Office and upon receipt of same I will further advise you. 2. Four-way stop at Oakton Street and Wolf Road; (a) A check of the vehicular traffic count made last June when the four-way stop was installed at Algonquin and Wolf Roads, reveals that the volume was just slightly over the one-half of the minimum count required to meet the warrant for a four-way stop. (b) Another count will be taken early in 1954 to see if the traffic volume kas increased. 3. Electrical School Crossing Sianals(manually operated) opposite new school on Algonquin Road: (a) These signals do not conform to the standard as set forth in the uniform act regulating traffic on highways and, for this reason, M.F.T. Funds cannot be used. (b) Approval of such an installation would be given for such an installation with other funds, upon receipt of pedestrian and vehicular traffic counts warranting this installation. 4. Traffic signal at US 45 and Thacker Road: (a) Before signal installation could be approved as an M.F.T. and pedestrian count would have to be made. project,' a vehicular 5. Abolish Clerk Position in Building Commissioner's Office. The motion was made by Alderman Behrel to abolish the position of Clerk in the Building Commissioner's office effective January 1, 1954 and to notify Civil Service Commission of action taken. On discussion, the motion was made by Alderman Davis and seconded by Wolf to refer to the Building Control Committee. The Mayor ruled the motion out of order. On request of Alderman Wolf to have a roll call on the Mayor's ruling: The Mayor ordered the Clerk to call the roll, with the following result: Ayes: Alderman Schubert, Tures, Schalla- witz, Jacobs, Behrel, Auck and Blume.
