REQUEST TO DEDICATE ALLEY ON WEST SIDE OF OAK STREET. The Mayor referred
the request to the Plan Commission and Municipal'Development Committee.
The Clerk informed the Council that the Chamber of Commerce would expend
up to $200.00 for Garden Club plants next year.
Alderman Dahl informed the Council he had investigated regarding the
person who obtained the Liquor Store license and would withdraw his motion to reconsider.
Alderman Jacobs withdrew his eaoond to the motion.
On request of Alderman Auck the Mayor referred the question of mosquito
spraying to the Sanitation Committee.
ADJOURNMENT. The motion was made by Alderman Tures and Seconded byyHansen
to adjourn. The motion was voted upon by acclamation, whereupon the Mayor declared the
motion carried and the Council regularly adjourned.
*REZONING APPLICATION 1192 OAKWOOD. The Clerk read the application for
rezoning tf Pallett Devices, Inc. to rezone the property at 1192 Oakwood Avenue from
Commercial to Light Manufacturing. On motion by Alderman Behrel and seconded by
Uolf the application was referred to Zoning Board of Appeals sitting as a Commission
.CJ to hold a hearing.

ILLINOIS, HELD IN THE COUNCIL
CHAMBERS, MONDAY, NOVEMBER 2,1953,
AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who
presided with Alderman Hansen, Schubert, Wolf, Tures, Jacobs, Behrel, Harm, Auck,
Prickett, Dahl and McKay.
APPROVAL OF MINUTES. The motion was made by /Alderman Auck and seconded by Behrel
to approve the minutes of October 19, 1953.
OFFICIAL REPORTS. The Clerk submitted the Clerk's and Building Commissioner's
reports for October.
CITY ATTORNEY'S REPORTS. The Clerk read the report of City Attorney
regarding River Road Trailer Camp. The Mayor referred the letter to the Finance
Committee.
The Clerk read the report of City Attorney regarding the City Tax Rate
for Fire Protection. The Mayor referred the report to the Fire Committee.
' Alderman Wolf reported the City building in w hich Jordan Manufacturing
Company is located was painted and repaired by City employees on their own time with
a saving of about $400.00.
Alderman Davis made his appearance at this time.
Alderman McKay made the following report:

Mayor and City Council:
With reference to discussion at meeting of the Committee of the Whole
on October 22nd, concerning proposal that the City of Des Plaines arrange for a bond
issue to finance the purchase of equipment for fire protection, street cleaning, and
garbage and rubbish removal, etc.
Your Committee on Sanitation recommends that there be included in the
total amount of the financing the stun of $35,000.00 to cover the purchase of three
modern packer -type garbage -rubbish vehicles.

City Employees.
Mayor and City Council:

Attached hereto is suggested ordinance to cover paid leave for
employees account service -connected and non -service -connected disability due to
sickness and accident; also regulations for paid vacations.
Your Committee requests the City Clerk send a copy of this suggested
ordinance to each alderman and city attorney, so that they may study it carefully
between now and our next meeting on November 16th, at which time we will recommend
concurrence and action.

The Clerk read two letters from Superintendent Leon Smaage informing
the City Council the the Board of Education will supplement the school traffic
lights with trained personnel during the hours that the lig}lts are to be operated
at Mannheim Road and Ash Street, and at Des Plaines Avenue and Perry Street.

The Clerk read a letter from the Mayor of Quincy, Illinois, regarding
requesting share of sales tax. The Mayor referred the letter to the Finance Committee.
The Mayor referred the plat of Lee Street Alley, which had been
approved by the Plan Commission, to the Municipal Development Committee.
ADOPT ORDINANCE VACATING FOOT EASEMENT IN OAKTON GARDENS. The
Clerk read for second reading the following proposed ordinance entitled:

The motion was made by Alderman Hansen and seconded by Behrel to adopt the
ordinance. The Mayor put the question and the Clerk called the roll with the

Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon
declared the motion carried.
The Clerk was instructed to w rite to the County Board of Health and
Zoning Board regarding the fertilizer odor from Rand Road.
The•Mayor referred to the Traffic Commission on suggestion of Alderman
McKay regarding sidewalks at 'Wolf and Golf Roads from Cumbeirland Terrace to
Cumberland, to be prepared for children at the nkw school being donstrudted.

The motion was made by .Alderman Hansen and seconded by Davis to make
Harding and Graceland Avenues four-way stop and City Attorney draft an ordinance.
The Mayor put the question and the Clerk called the roll with the following result:
Ayes: Alderman Hansen, Schubert, Auck, Davis and McKay. Nays: Alderman Wolf, Tures,
Jacobs, Behrel, Harm, Prickett and Blume. The Mayor thereupon declared the motion lost.
On motion by Alderman Tures and seconded by Jacobs the item was referred to the Traffic
Commission.
ADOPT BOARD OF LOCAL IMPROVEMENT ORDINANCE. The Clerk read for first
reading the following ordinance entitled:
AN ORDINANCE TO AMEND SECTION 145
'OF CHAPTER 4 OF THE MUNICIPAL CODE
OF 1928 AS AMENDED RELATING TO THE
BOARD OF LOCAL IMPROVEMENTS.
The motion was made by Alderman Dahl and seconded by Schubert to suspend the rules and
adopt the ordinance. The Mayor put the question and the Clerk called the roll with
the following result: Ayes: Alderman Hansen, Schubert, Wolf, Tures, Jacobs, Behrel,
Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None.. The Mayor thereupon
declared the motion carried,the rules suspended and the ordinance before the council
tra for passage. The motion was made by Alderman Auck and seconded by Jacobs to adopt the
® ordinance. The Mayor put the question and the Clerk called the roll with the following
result: Ayes: Alderman Hansen, Schubert, Wolf, Tures, Jacobs, Behrel, Harm, Auck,

On motion by Alderman Hansen and seconded by Behrel the following
appointments as Board of Local Improvements were approved. Alderman Auck, Secretary,
McKay, Wolf and Jacobs with Mayor Meyer as President.
APPROVE PETERSON SUBDIVISION PLAT. The Plat of Peterson's Subdivision,
which had been approved by the Plan Commission, was referred to the Municipal Develop-
ment Committee. After study of plat, the motion was made by Alderman Dahl and seconded
by McKay to approve the plat. The Mayor put the question and the Clerk called the
roll with the following result: Ayes: Alderman Hansen, Schubert, 'Wolf, Tures, Jacobs,
Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor
thereupon declared the motion carried.
A plat of proposed subdivision of Lots 4 and 5 of Seeger's Subdivision
was referred to Plan Commission on motion by Aderman Auck and seconded by Behrel.
On motion by Alderman Hansen and seconded by Blume the request was
granted for driveway permit to Hannifin Corporation.
On request of Alderman Auck the Clerk was instructed to write to Premier
Rose Gardens regarding smoke from their chimney.
ADJOURNMENT. The motion was made by Alderman Schubert and seconded by
Behrel to adjourn. The motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried and the Council regularly adjourned.
