HALL, MONDAY, NOVEMBER 17, 1969
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, was called to order by Mayor Herbert H. Behrel
at 8:05 P.M. The meeting opened with a prayer by Rev.
William O'Connor, of St. Zachary's Catholic Church, followed by the Pledge
of Allegiance to the Flag.
ROLL CALL: Roll Call indicated the following aldermen present:
Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard,
Hinde, Czubakowski, Wagner, Swanson, Thomas, Seitz, Shillington, Michaels
Absent was Alderman Bonaguidi.

Mayor Behrel welcomed the Junior City Officials, introducing
Jr. Mayor Michael Cashman, who participated throughout the
meeting making various progress reports of committees.
It was moved by Alderman Prickett, seconded by Alderman v
Sherwood, to approve the Minutes of the regular meeting
of November 3, 1969, as published. Motion declared
Carried.
Building Commissioner Schuepfer reported that the time
granted the owner of premises at 265 Hawthorne Lane
to demolish the house expired November 15, 1969, and
requested that legal action ,be instituted. It was moved
by Alderman Koplos, seconded by Alderman Leer, to author-
ize the City Attorney to institute action for the demolition
of the house located at 265 Hawthorne Lane. Upon roll
call, the vote was:
AYES: - 16 - Alderman Koplos, Szabo, Prickett, Sherwood,
Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Seitz, Shillington,

City Attorney DiLeonardi submitted memorandum re hearings
on Cook County Zoning Dockets 1637, 1638, 1674, and 1645.
After discussion of Docket 1645, it was moved by Alderman
Thomas, seconded by Alderman Wagner, that Council oppose
rezoning of property located on the South side of Maynard
Road, approximately 300 feet from Glendale to R-6
Multiple Family Residence District. Motion declared
Carried.
City Attorney DiLeonardi reported the following:
Copies of the brief in the Lunar Oil case submitted to
Council members this evening; Memo re NIMLO Conference
submitted to Council members; Brief in Metropolitan
Sanitary District case is due December 18th; Mt. Prospect
Annexation case continued until January 6th; Rand -Wolf
Zoning trial scheduled to begin today has been continued.
City Attorney DiLeonardi reported that a meeting was held
this evening with Attorney Zaleski re the Rykema property
on Ellinwood Street to review the provisions of an
agreement between property owners and the City which
provides for a dedication of a twenty foot "U" shaped
alley, or an easement along the eastern, northern, and
western edges of the City Parking Lot. This matter
to be discussed by the Parking Lots Committee for further Qi
action.

It was moved by Alderman Swanson, seconded by Alderman Hinde,
to approve Plat of O'Hare Prospect Venture Subdivision
located on the southwest corner of Mt. Prospect Road and
Higgins Road, and authorize the Mayor and City Clerk to
execute same upon the deposit of cash or bond for im-
provements totaling $185,000. Motion declared Carried.
Jr. Mayor Michael Cashman read the letter received from
the Chicago and Northwestern Railway Company regarding
their refusal to grant permission to the City to increase
all day parking rates on leased lots to 50 - said letter
referred to the Parking Lots Committee for study and report.
It was moved by Alderman Figard, seconded by Alderman
Thomas, to concur with Water and Finance Committees'
recommendation to award the bid for repairs to Wells
#2, 3, and 5, to the low bidder, M. P. Schneller &,
Associates in the amount of $44,575.00 and return the
check or bond of the unsuccessful bidder. Upon roll call,
the vote was:

Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Seitz, Shillington,

There being sixteen affirmative votes, Motion declared
Carried.
It was moved by Alderman Figard, seconded by Alderman Thomas,
to concur with Water Committee's recommendation to advertise
for bids returnable December 8th for additional watermain
and sanitary sewer service to the Busse Highway -Mason
Lane area, and to authorize Fletcher Engineering Company
to prepare the necessary specifications. Motion declared
Carried.
It was moved by Alderman Wagner, seconded by Alderman Koplos,
to concur with Building Control and Inspection Committee's
recommendation to amend the ordinance to require a 6'
to 8' fence between commercial and residential development
and authorize the City Attorney to prepare the necessary
ordinance. Motion declared Carried.
Rev. Ernest Grant, Chairman of the Youth Commission,
reported that said Commission plans to structure committees
within the Commission to work effectively with youth
who are getting into trouble, particularly those for the
first time, and will be reporting to the City Council
as their work progresses.
Alderman Czubakowski, Chairman of the Civil Defense Committee
reported that five bids for Civil Defense equipment and
supplies and installation of civil defense warning
equipment were received in the Clerk's office by mail
after the 10 a.m. opening time November 10th. After
discussion, it was moved by Alderman Czubakowski, seconded
by Alderman Shillington, to reject all bids received and
readvertise November 24th. Motion declared Lost.
It was moved by Alderman Czubakowski, seconded by Alderman
Shillington, to concur with Civil Defense Committee's
recommendation to award the bid for Civil Defense Fire
Rescue Truck Equipment to Fredriksen & Sons Fire Equipment
Co., Inc. in the amount of $3,785.46 total. Upon roll call,
the vote was:
AYES: - 16 - Alderman Koplos, Szabo, Prickett, Sherwood,
Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Seitz, Shillington,

Shillington, to concur with Civil Defense Committee's
recommendation to award the bid for Civil Defense Warning
Equipment to Able Fire & Safety Equipment Co., Inc., in
the amount of $3,440.00 and return checks or bonds of
the unsuccessful bidder. Upon roll call, the vote was:

-or bonds of the unsuccessful bidders. Upon roll call

Electric Co., Inc., low bidder of $1,235.00 and return
the check or bond of the unsuccessful bidders. Upon
roll call, the vote was:

Shillington, to concur with Civil Defense Committee's
recommendation to award the bid for the removal and
installation of Civil Defense Warning Equipment to
the low bidder, G & I Electric Company, in the amount of
$1,685.00 and return the check or bond of the unsuccessful
bidder. Too It was moved by Alderman Bolek, seconded by
Alderman Figard, to defer action on Committee report.
It was moved by Alderman Czubakowski, seconded by Alderman
Shillington, to concur with Civil Defense Committee's
recommendation to purchase a two '_frequency Motorola
radio receiver and transmitter for the Civil Defense
Fire Rescue Truck, at a cost of $850.00. Upon roll call,
the vote was:

Swanson, to adopt Ordinance B-6-69 amending the Building
Code by adding all property situated within the C-4 and
R-5 Zoning Districts to the Conflagration Hazard District
Number One. Upon roll call, the vote was:

the North Side of Devon Avenue. Police Chief suggested
the ordinance should read "west side of Tri-State Tollway
westerly to Patton Drive". Discussion followed and
Ordinance T-16-69 referred to the Streets and Traffic
Committee for study and re -writing.
It was moved by Alderman Koplos, seconded by Alderman Leer,
to waive First Reading of Ordinance T-30-69, setting
25 m.p.h. speed limit on Bellaire Avenue from Ballard
Road to Dead End; on Church Street from Bellaire Avenue
east to Potter Road and on Good Avenue from Ballard Road
to Emerson Street, Motion declared Carried. It was

a Special Use for the Construction and Operation of a

do with Planned Unit Development - Text Amendment to

It was moved by Alderman Koplos, seconded by Alderman Wagner,
to concur with Des Plaines Zoning Board of Appeals and
Des Plaines Plan Commission in Case 69 -59 -SU and deny
petition for Special Use Planned Development upon annex-
ation to the City of Des Plaines property located on
Woodland Avenue and Grove Avenue, commonly known as
the Kiwanis property. Motion declared Carried. Alderman
Figard, Prickett, Michaels, and Thomas voted No.
It was moved by Alderman Prd:ckett, seconded by Alderman
Swanson, to adopt Resolution R-18-69 opposing expansion
of O'Hare International Airport. Motion declared Carried.
It was moved by Alderman Wagner, seconded by Alderman Figard
to adopt Resolution R-19-69 urging the City of Chicago
Airport Authority to expedite plans for the construction
of a third major airport. Motion declared Carried.'

The Clerk read the letter from State Department of Public
Works and Buildings stating that the existing 45 MPH
posting is the proper limit for Golf Road between Wolf
Road and Elmhurst Road.
It was moved by Alderman Shillington, seconded by Alderman
Seitz, to authorize the City Attorney to prepare the
necessary ordinance to amend the City Code to provide for
bid openings to be at 3 p.m., the second, fourth, and fifth
Mondays of each month. Motion declared Carried.
Mayor Behrel read the letter from Mr. Ed DeBoer of Sanitary
Improvement Company requesting a ninety day extension of
time from December 31st in which to complete the leveling
of the dump site located at River and Golf Roads. It was
moved by Alderman Szabo, seconded by Alderman Koplos,
that Council stand firm on the December 31, 1969,
deadline to complete leveling operation. Motion declared
Carried.
It was moved by Alderman Shillington, seconded by Alderman
Sherwood, that the regular meeting of the City Council
adjourn. Motion declaredied.
