10/06/19691 204 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, OCTOBER 6, 1969 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, was called to order by Mayor Herbert H. 8:10 P.M. The meeting opened with a prayer by Rev. Keith Davis Church of the Master United Church of Christ, followed by the Allegiance to the flag. Behrel Pastor Pledge at of of ROLL CALL: Roll Call indicated the following aldermen present; Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington. Absent were Aldermen Czubakowski and Michaels. Present also were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Haag, Commissioner of Public Works Warnicke, City Engineer Fletcher, add Attorney Samuelson. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Swanson, to approve the Minutes of the regular meeting of September 15, 1969, as published. Alderman Sherwood corrected Page seven, paragraph two changing the word "sixteen" to "nine". After correction. Motion declared Carried. REPORTS OF The reports of Health Department and Building Department CITY OFFICIALS: for September were placed on file. City Comptroller City Comptroller announced that the NCR equipment would be moved to new quarters October 10th and the general offices would move October 17th. III Police Chief Fire Chief Police Chief Hintz reported that he attended the Inter- national Association of Police conference in Miami Beach finding it to be a very helpful conference meeting with law enforcement officials throughout the country. Fire Chief Haag reported that over 300 people attended Open House at the Fire Station in observance of Fire Prevention Week. Richard City Attorney DiLeonardi submitted a memorandum re Peterson Suit Richard Peterson v. Board of Trustees of Des Plaines REPORTS OF COMMITTEES: Zoning Case 69 -49 -SU Ballard & Potter Firemen's Pension Fund and the City of Des Plaines, explained by Attorney Samuelson. It was moved by Alderman Prickett, seconded by Alderman Sherwood to authorize the City Attorney to prosecute an appeal in subject case. Upon roll call, the vote was: AYES.: -1.4 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Mayor. NAYS: - 0 - None ABSTAINED: Alderman Seitz ABSENT: 2 - Alderman Czubakowski, Michaels There beingf.fiurteen affirmative votes, Motion declared Carried. It was moved by Alderman Swanson, seconded by Alderman Hinde, to concur with Municipal Development Committee's recommendation to concur with the reports of the Plan Commission and Zoning Board of Appeals in Case 69 -49 -Su to grant the Special Use of property located at Ballard and Potter Roads as a Gasoline Service Station and authorize the City Attorney to prepare the ordinance for further consideration by the Council. Motion declared Carried. Alderman Thomas, Chairman of the Police Committee, reported that an election had been held in the Police Department on the following: "I favor representation by the Cook Co. Police Association". Results were 48 voting yes and 3 voting No. An executive session to discuss subject of representation was set for Thursday, October 16th at 8 P.M. It was moved by Alderman Hinde, seconded by Alderman Leer, to concur with Fire Committee's recommendation to purchase 450 feet of 215" Bi -Lateral fire hose from the Michael J. Dalton & Co., for the sum of $967.50. Upon roll call, the vote was: AYES: - 15 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Mayor. NAYS: 0 - None ABSENT: 2 - Alderman Czubakowski, Michaels There being fifteen affirmative votes, Motion declared Carried. It was moved by Alderman Bolek, seconded by Alderman Bonaguidi, to concur with License, Health and Inspection Committee's recommendation to deny liquor license request of Lord Hardwick Pub, to be located at Elmhurst Road, for "Beer Only" license. Motion declared Carried. Alderman Bolek announced a meeting of the License, Health and Inspection Committee to review extension of hours to Liquor Licensees for October 8th at 8 P.M. It was moved by Alderman Swanson, seconded by Alderman Prickett, to concur with Sanitation Committee's recommenda- tion to accept the proposal of Tobin Stahr Company, Inc. to supply the City with 50,000 polyethylene refuse sacks at a cost of $97.00/M and 900 refuse sack holders and stands at a cost of $9.00 per unit to be returned should test results prove unsatisfactory. Upon roll call, the vote was: AYES: - 15 NAYS: ABSENT: There Carried. Upon roll call, the vote was: AYES: - 15 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Mayor. It was moved by Alderman Leer, seconded by Alderman Koplos, to concur with Streets and Traffic Committee's recommenda- tion to post 25 m.p.h. signs on Bellaire Avenue from Ballard Road to the dead end and on Church Street from Bellaire Avenue east to Potter Road and on Good Avenue from Ballard Road to Emerson Street and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. It was moved by Alderman Leer, seconded by Alderman Bonaguidi, to authorize the City Attorney to prepare the necessary ordinance to post three-way stop sisgns at the intersection of Wisconsin Drive and Amherst Avenue, per recommendation of Police Department and Streets and Traffic Committee. Motion declared Carried. It was moved by Alderman Leer, seconded by Alderman Seitz, to concur with Streets and Traffic Committee's recommendation that a stop sign be placed for traffic on Waikiki Drive stop for traffic on Third Avenue, and City Attorney be authorized to draft the ordinance. Motion declared Carried. INOPERATIVE Referred to Mayor Behrel to contact Commonwealth Edison STREET LIGHTS Company, was the report from Sgt. Walters regarding . the inoperative street lights at fifty locations throughout the City. TRAFFIC SURVEY It was moved by Alderman Shillington, seconded by Alderman MARSHALL & Szabo, to authorize the Mayor to contact the State ALGONQUIN Highway Department to conduct a traffic survey at the intersection of Marshall and Algonquin to warrant the installation of traffic signals. Motion declared Carried. Touhy-Mannheim The letter from C -]Line Corporation regarding certain Industrial traffic conditions surrounding the Touhy-Mannheim Industrial Park Park was referred to the Traffic Commission for study and report. MFT STREET Alderman Sherwood requested that aldermen receive copies IMPROVEMENTS of specifications for street improvements with Motor Fuel Tax prior to the advertising for bids. RAND ROAD & DEMPSTER It was moved by Alderman Leer, seconded by Alderman Figard, to authorize the Mayor to contact the State Highway Department requesting either better illumination for the intersection of Rand Road and Dempster Street, or the posting of proper signs, in an effort to eliminate the traffic hazard...said request to be accompanied by statistics of accidents at this intersection. PARKING METER RATES - 50 It was moved by Alderman Koplos, seconded by Alderman Wagner, to concur with Parking Lots Committee's recom- mendation to authorize the City Attorney to prepare an ordinance to be effective January 1, 1970 to increase the rate of all ten-hour parking meters under the City's jurisdiction to 50 per day. It was moved by Alderman Leer, seconded by Alderman Sherwood, to concur with Elm Tree Disease Committee's recommendation to authorize Simonsen Nursery to plant 400 trees recently purchased, at a total cost of $3600. SPECIAL Alderman Figard made the following report of the Special I HISTORICAL Historical Society: "The Illinois State Historical Society SOCIETY held their fall convention in Pe6ria. Mr. David Wolf, President of the Des Plaines Historical Society attended. The program was directed to the establishment and function of a municipal historical museum. ASTRONAUTS It was moved by Alderman Bonaguidi, seconded by Alderman Figard, that the letter addressed to Mayor Behrel signed by Neil A. Armstrong, Edwin E. Aldrin, Jr. and Michael Collins, the first astronauts to step on the moon, be placed in the custody of the Des Plaines Historical. Society. Motion declared Carried. PARKING Alderman Czubakowski's request to consider "No Parking" PLAINFIELD on the west side of Plainfield Avenue from Howard north to Plainfield School was referred to the Streets and Traffic Committee for study and report. WHITE & The petition recommending the placement of a four-way RIVERVIEW stop sign at the corners of White and Riverview Streets was referred to the Streets and Traffic Committee for study and report. POST OFFICE LOCATION It was moved by Alderman Bolek, seconded by Alderman Sherwood to adopt a Resmlution urging our legislators to introduce legislation in the United States Congress that would require the Post Office Department to comply with Public Law 90-577, as does the General Services Administration. Motion declared Carried. NO PARKING The letter addressed to Alderman Shillington from BRENTWOOD Brentwood School requesting "No Parking during School SCHOOL Hours" signs on the south side of Dulles Drive adjacent to the school was referred to the Department of Public Works for placement of signs. IINEWSLETTER ADJOURNMENT Alderman Shillington introduced the subject of a Newsletter and urged the publication of same by the City quarterly. No action taken.
