07/07/19697/7/69 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, JULY 7, 1969. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, was called to order by Mayor Herbert H. Behrel, at 8:05 P.M. The meeting opened with a prayer by Rev. Mark Bergman, pastor of Trinity Lutheran Church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present; Koplos, Szabo, Prickett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michaels. Absent were: Aldermen Leer, Figard, and Seitz Deputy Also present were: City Comptroller Blietz, Police Chief Hintz,/Fire Chief Cergy,Building Commissioner Schuepfer, Superintendent of Streets Oehlerking, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quotum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Hinde, to approve the minutes of the regular meeting of June 16, 1969, as published. Motion declared Carried. REPORTS OF Placed on file were the reports of Health Department and CITY OFFICIALS: Building Department fof June, 1969. Police Chief Police Chief reported there were twenty-four motor vehicle accidents during the 4th of July weekend with no serious injuries. Deputy Fire Deputy Fire Chief made a comprehensive report on the Chief - Wind wind and water damage to buildings in the area south of Damage Howard, north of Touily Avenue, both industrial and residential and the assistance provided by the Fire Department during the storm and thereafter. Mayor Behrel read a letter from Mrs. George Shaffer commending the firemen for their assistance. OPEN PANTRY Discussed at length were the problems brought to the 1950 Touhy attention of Council by Alderman Swanson existing in the area surrounding the building occupied by the Open Pantry at 1950 Touhy Avenue, in terms of clean-up practices and parkway improvement. Mayor Behrel was requested to contact Eidamiller & Company, owners, to improve the parkway according to City ordinances and contact the tenants, Open Pantry, requesting an upgrading of house- keeping practices in area adjacent to building. City Attorney City Attorney DiLeonardi reported that the first appeal has been filed in the Lunar Oil Case. Also reported that the Judge will hear the objections filed by the City along with property owners in the Annexation Case against the Village of Mt. Prospect. He further reported that the revised Planned Unit Development Ordinance has been prepared and will be refiled with the Zoning Board for Public Hearing. BID - High It was moved by Alderman Hinde, seconded by Alderman Pressure Hot Swanson, to open only bid received for High Pressure Hot Water Washer Water Washer. Motion declared Carried. Bid received from Zep Manufacturing Company in the amount of $1,995.00 was referred to the Sanitation and Finance Committee, along with Commissioner of Public Works for study and report. Council recessed from 8:54 to 9 P.M. to consider Washington Street Watermain. b44 1 7/7/69 Page two 161 COMMITTEE REPORTS: Alderman Swanson announced a meeting of the Municipal Meeting Development Committee for 7:30 July 14th to discuss the rezoning of property located at 1400 Touhy Avenue. TRAFFIC SAFETY Alderman Thomas reported that Phase I of the Traffic Safety study program was reviewed by the Police Committee and other officials and requested that same be referred to the Streets and Traffic Committee for study and report. So ordered. Meeting Pilot Study Refuse Bags Alderman Thomas announced a meeting of the Police Committee for Wednesday, July 9th, at 8 P.M. to discuss shortage of space in the Police Department. Alderman Hinde announced a meeting of the Fire Committee for July 10th at 7:30 P.M. to meet with the Telephone Co. to discuss an alarm system. Alderman Szabo announced a meeting of the Building and Grounds Committee for 7:30 July 9th to discuss plans for a new Municipal Building. Following Sanitation Committee's report, it was moved by Alderman Swanson, seconded by Alderman Sherwood, to concur with said committee's recommendation to authorize the Mayor, Comptroller, and Commissioner of Public Works to implement a field test program in approximately 300 homes, at an approximate cost of $1500, to determine the feasibility of using bags instead of cans for disposal of refuse. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michaels. NAYS: 0 - None ABSENT: 3 - Alderman Leer, Figard, and Seitz There being fourteen affirmative votes, Motion declared Carriec Meeting Alderman Koplos announced a meeting of the Streets and Traffic Committee for July 10th at 8 P.M. SECTION 83CS It was moved by Alderman Koplos, seconded by Alderman Wagner, Street to concur with Streets and Traffic Committee's recommendation Improvement to award the bid for various street improvements with Motor Fuel Tax Funds - Section 83CS to the low bidder, Allied Asphalt Paving Company, in the amount of $253,331.60 returning the checks of the unsuccessful bidders. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michaels NAYS: 0 - None ABSENT: 3 Alderman Leer, Figard, and Seitz There being fourteen affirmative votes, Motion declared Carried. SIDEWALK MANNHEIM RD. It was moved by Alderman Koplos, seconded by Alderman Wagner, to concur with Streets and Traffic Committee's recommendation to award the bid for the sidewalks on Mannheim Road, east side from south of Touhy Avenue to Higgins Road, to the low bidder, Capitol Cement Co., Inc., in the amount of $9,861.48, and return the checks or bonds of the unsuccessful bidders. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michaels NAYS: 0 - None ABSENT: 3 - Alderman Leer, Figard, and Seitz There being fourteen affirmative votes, Motion declared Carried. SIDEWALK It was moved by Alderman Koplos, seconded by Alderman Hinde, REPLACEJ_ENT to concur with Streets and Traffic Committee's recommendation to rescind existing agreement with Nelson -Pratt Co., Inc d_ NO PARKING White St. 7/7/69 162 Page three for the sidewalks replacement program and award the contract to E. Russell at the cost of 750 per square foot. After discussion, motion was withdrawn. It was moved by Alderman Koplos, seconded by Alderman Swanson, to concur with Streets and Traffic Committee and Traffic Commission's recommendation to install "No Parking" signs on the west side of White Street from Oakton Street north to private driveway opposite alley or approximately 150 feet, and authorize City Attorney to prepare ordinance. Motion declared Carried. 3/4 Ton Truck It was moved by Alderman Koplos, seconded by Alderman EQUIPMENT Wagner, to concur with Streets and Traffic Committee's PUBLIC WORKS recommendation to award the bid for the 3/4 ton truck to the low bidder meeting specifications, Gilmore Inter- national, Inc. in the amount of $3,702.00 with snow plow. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michhels, NAYS: 0 - None ABSENT: 3 - Alderman Leer, Figard, and Seitz There being fourteen affirmative votes, Motion declared Carried. DRIVEWAY It was moved by Alderman Koplos, seconded by Alderman Bolek, Ida & to concur with Streets and Traffic Committee's recommendation Jefferson to approve the driveway permit to construct a 22 foot driveway on Ida near Jefferson - request of Cormat Construction Co. Motion declared Carried. HARDING AVE. The letter from the State Department of Highways regarding No Left Turn their request that Council pass an ordinance prohibiting I from River left turns from River Road into Harding Avenue, at the request of the Streets and Traffic Committee, was referred to the Traffic Commission and Mayor Behrel was requested to write the State Department for further clarification of request. WATERMAIN Harding Ave. It was moved by Alderman Thomas, seconded by Alderman Michaels, to concur with Water Committee's recommendation to award the bid for the Harding Avenue Watermain to the low bidder, J. Giannini & Sons, in the amount of $9,148.10 and return the checks or bid bonds of the unsuccessful bidders. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michaels, NAYS: 0 - None ABFSENT: 3 - Alderman Leer, Figard, and Seitz There being fourteen affirmative votes, Motion declared Carried. WATERMAIN It was moved by Alderman Thomas, seconded by Alderman Bolek, Ida, Perry & to concur with Water Committee's recommendation to awaad the River Sts. bid for the watermains in Ida, Perry and River Streets, to the low bidder, Rossetti Contracting Company, in the amount of $17,124.58 and return the checks or bonds of the unsuccess- ful bidders. EQUIPMENT It was moved by Alderman Thomas, seconded by Alderman Sher - PUBLIC WORKS wood, to concur with Water Committee's recommendation to 1/2 ton truck award the bid for the 1/2 ton truck with snow plow to the lowest bidder meeting specifications, Gilmore International Co., Inc., in the amount of $3,021.00 net. WATERMAIN It was moved by Alderman Thomas, seconded by Alderman Washington Bongguidi, to concur with Water Committee's recommendation I Street to rescind the action taken by Council in awarding the bid for the Washington Street Watermain to Neri Construction Company, due to unsatisfactoryccompletion of Pleasant Manor Watermain and award the contract to the second lowest bidder, Mola Sewerage Contractors, in the amount of $6,785.00. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Prickett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michaels. NAYS: 0 - None ABSENT: 3 - Alderman Leer, Figard and Seitz There being fourteen affirmative votes, Motion declared Carried. 1 Meeting Alderman Thomas announced a meeting of the Water Committee to discuss builders sharing cost of watermain contract for July 16th at 7 P.M. PLUMBING It was moved by Alderman Wagner, seconded by Alderman INSPECTOR Thomas, to concur with Building Control and Inspection Committee's recommendation to authorize the Civil Service Commission to advertise for position of Plumbing Inspector and conduct necessary examinations. After discussion, Motion declared Carried. Alderman Prickett, Bolek, and Szabo voted No. Meeting Alderman Wagner announced a meeting of the Building Control and Inspection Committee in the Building Commissioner's office 5or July 16th at 8 P.M. EQUIPMENT It was moved by Alderman Koplos, seconded by Alderman PUBLICWORKS Hinde, to concur with Parking Lots Committee's recommenda- 1/2 ton truck tion to award the bid for one 1/2 ton truck to the lowest bidder meeting specifications, Gilmore International Co. in the amount of $3,049.00 with snow plow. After considerable discussion, it was moved by Alderman Bolek, seconded by Alderman Szabo, to defer action on said report. Meeting Alderman Koplos announced a meeting of the Parking Lots Committee for July 17th at 8 P.M. SPECIAL COMMITTEE Mayor Behrel reported that he has been meeting with the COUNSELING & Youth Coordinating Council of the City of Des Plaines, WELFARE under the direction of Rev. Hallberg. It was moved by Alderman Hinde, seconded by Alderman Prickett, to concur with Mayor Behrel's appointment of Alderman Sherwood, Chairman, Alderman Michaels and Czubakowski, members of a Special Committee on Counseling and Welfare to review and report to Council the matter of possible need of employing the services of a Professional person in the area of youth counseling, counseling, welfare and other matters in this area. Motion declared Carried. Meeting Alderman Sherwood announced a meeting of above Special Committee for July 9th at 8 P.M., following other meetings. Meeting Alderman Michaels announced a meeting of the Judiciary Committee with City Treasurer, City Comptroller and City Attorney for July 16th at 7 P.M. 7/7/,69 164 Page five BILLS PAYABLE: It was moved by Alderman Prickett, seconded by Alderman Hinde, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE AAYMENT FOR SAME: Total $170,331.75. Upon roll call, the vote was: AYES: - 14 - Alderman Koplos, Szabo, Pr±ckett, Sherwood, Bolek, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Shillington, Michaels. Meeting Alderman Prickett announced a meeting of the Finance Committee for July 10th at 8 P.M. Alderman Czubakowski announced a meeting of the Beautification Committee for July 14th at 7 P.M. SURVEY - Iro- Alderman Thomas presented survey and pictures on the quois & Maple traffic situation surrounding Iroquois Jr. High School and Maple School conducted by the Challenge Group of Girl Scout Troop 624, which was referred to the Streets and Traffic Committee and Traffic Commission for study and report. ORDINANCE It was moved by Alderman Bolek, seconded by Alderman Koplos Z-12-69 to remove Ordinance Z-12-69 from the table. ORDINANCE Alderman Bolek reported that a letter had been received M-31-69 from Jet Car Rental, Inc. withdrawing their application Taxi Licenses for four taxi licenses. The Clerk read letter received from Grand Spaulding Auto Sales, Inc. regarding the City's bidding procedure in awarding the bid for trucks. It was moved by Alderman Prickett, seconded by Alderman Hinde, to authorize the City Attorney to draft the necessary resolution accepting the Quit Claim Deed to a 33' by 43' strip of land presently improved as Beau Drive at the intersection of Debra Drive and Beau Drive, if all legal papers are found to be in order by the City Attorney. Motion declared Carried. Mayor Behrel read the letter received from McLennan & McLennan & Nelson regarding the development of property known as the Birkenbach property located on the south side of Touhy Avenue and before the Council for rezoning in recent months. No Council action taken. Referred to the Streets and Traffic Committe was the request of Mayor Behrel to install No Parking signs on both sides of Wille Road west of Mt. Prospect Road, accompanvied by the investigation conducted by the Police Department in this area. LI$RARY BOARD It was moved by Alderman Prickett, seconded by Alderman RE -APPOINTMENTS Wagner, to concur with Mayor Behrel's reappointment of the following to a three year term on the Library Board, expiring June 30, 1972; Savena Gorsline, Melvin T. Vincent, and Daniel Morava. Motion declared Carried. CT RTIS GREEN r The letter from John Byrne requesting clean-up and creating a "Curtis Green" at the south end of Curtis Street, was referred to the Beautification Committee for study and report. OFFICE BLDG. The letter from J. Emil Anderson & Son, Inc. requesting Mannheim & a temporary Building Permit to allow construction to Touhy - begin, was referred to the Building Control and Inspection Anderson Committee - building proposed at Mannheim & Touhy, west of Holiday Inn. MEETING - Washington,D.C. MAYORS Following Mayor Behrel's reading a telegram received from SenA-tttir Charles Percy regarding a meeting of Mayors of larger cities with cabinet members on urgent problems facing cities, it was moved by Alderman Swanson, seconded by Alderman Hinde, to authorize Mayor Behrel to attend said meeting on July 25th. PETITION The petition signed by residents submitted by Alderman No Parking Shillington, requesting No Parking signs on the north side north side of Dover Drive from Miami Lane west to Marshall Drive Dover Drive was referred to Commission of Public Works for sign installation and City Attorney for necessary ordinance. TRAFFIC SURVEY It was moved by Alderman Swanson, seconded by Alderman Czubakowski, to authorize the City Attorney to draft the necessary ordinance to implement recommendations of Police Department in accordance of Phase I of Traffic Safety survey. After discussion, motion was withdrawn. ADJOURNMENT: It was moved by Alderman Shillington, seconded by Alderman Sherwood, that the regular meeting of the City Council adjourn.
