MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, JUNE 16, 1969.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, was called to order by Mayor Pro -Tem Alfred
Prickett, at 8:03 P.M. The meeting opened with a prayer
by Rabbi Jay Karzen, of Maine Township Jewish Congregation, followed by
the Pledge of Allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sherwood, Bolek, Leer, Figard, Hinde,
Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz,
Shillington, Michaels.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire
Chief Haag, Building Commissioner Schuepfer, Commissioner of Public
Works Warnicke, City Engineer Fletcher, and City Attorney DiLeonardi.
There being a quorum present, the meeting was in order.
BIDS - The Clerk opened the only bid received for City Property
SUNSET & located at Sunset and Stillwell received from Olson
STILLWELL Construction Company, in the amount of $16,000.00. Said
bid was referred to the Building and Grounds and Finance
Committees for study and report.
MINUTES:
It was moved by Alderman Figard, seconded by Alderman
Bonaguidi, to approve the Minutes of the regular meeting
of June 2, 1969, as published. Motion declared Carried.
REPORTS OF Placed on file was the Comptroller's report - Statement
CITY of Cash Receipts from January 1, 1969 to May 31, 1969.

Kiwani's
Property
Police Chief Hintz reported that the Police Department
has completed the survey of traffic signs and signals
within the City limits and within three to four weeks
recommendations will be prepared for suggested traffic
controls.
Commissioner of Public Works Warnicke reported that
Nels Johnson, acting forestor, has recommended that
Maple and other trees having a scale should be sprayed
the end of June to help control the problem.
City Attorney DiLeonardi reported that the City has won
the Kiwani's property Water Suit case ..June 12th
the City was granted the motion to dismiss the case.
He reported that the owners of said property now have
thirty days to file Notice of Appeal.
RAND -CENTRAL Submitted to members of Council by City Attorney DiLeonardi
ZONING CASE were copies of brief prepared in the Rand -Central Zoning
Case.
SIDEWALKS Notices having been mailed to property owners May 5, 1969,
MANNHEIM RD. it was moved by Alderman Wagner, seconded,_,by Alderman
Czubakowski, to advertiseffor bids returnable July 7,
1969, for the installation of Sidewalks on the east
side of Mannheim Road from Touhy Avenue to Higgins Road,
City Engineer to draw the necessary specifications.
Motion declared Carried.
DEDICATION It was moved by Alderman Swanson, seconded by Alderman
PRINCETON Seitz, to approve the Plat of Dedication of Princeton
Avenue, and authorize the Mayor and City Clerk to
execute same. Motion declared Carried. �

ZONING- It was moved by Alderman Swanson, seconded by Alderman
Text Amendment Thomas, to concur with Municipal Development Committee's
69-32-A recommendation to authorize the City Attorney to prepare
69-33-A the necessary text amendment to the Zoning Ordinance for
69-31-A further consideration by the Council in the following
cases:
69-31-A - Discontinuance of Use of Non -Conforming
Building or Structures
69-32-A - Cash Bond Required - Application for
Building Permit or Occupancy Certificate
69-33-A - Filing Fees

COMMITTEE
MEETING
Alderman Swanson set a meeting of the Municipal Develop-
ment Committee to discuss the petition for rezoning
of property owned by St. Patrick's Academy located at
Lee & Touhy Avenues, for 7:30 P.M., June 23rd.
COMMITTEE Alderman Hinde, Chairman, set a meeting of the Fire
MEETING Committee for 7 P.M., June 25th.
LIQUOR LICENSE -It was moved by Alderman Bolek, seconded by Alderman
Spring Green Bonaguidi, to concur with License, Health and Inspection
Terrace Committee's recommendation to deny the request for a
Restaurant Class A liquor license of Peter Frank Yianibas, Owner
of the proposed Spring Green Terrace Restaurant to
be located at 485 Des Plaines Avenue. Motion declared
Carried.
DUMP SITE Alderman Swanson, Chairman of the Sanitation Committee,
RIVER & reported on the meeting held with the Sisters of
GOLF RDS. Nazareth, Inc., Mr. Lee Marconi, Mr. DeBoer of Arc
Disposal Co., Aldermen Bonaguidi, Szabo, Koplos, and
Figard, and Commissioner of Public Works Warnicke to
discuss the future of the dump site located at River and Golf Roads,
stating that the work is 80 to 90o completed at this time. After
considerable discussion, it was moved by Alderman Szabo, seconded by
Alderman Koplos, that the City officially notify Arc Disposal Company
to cease and desist dumping until such time as a Committee as a Whole
meeting is held to discuss the future of said dump site. Upon roll
call, the vote was:

A WHOLE to set a meeting of the Committee As a Whole for July
2, 1969, at 8 P.M., to discuss the site at River and
Golf Roads. Motion declared Carried.

It was moved by Alderman Bonaguidi, seconded by Alderman
Michaels, that Council retain Attorney James Dowd to
attend the meeting of the Committee As a Whole, July
2nd at 8 P.M. Motion declared Carried.
EQUIPMENT It was moved by Alderman Leer, seconded by Alderman
PUBLIC WORKS Koplos, to concur with Streets and Traffic Committee's
recommendation to award the bid for 1969 tractor, mower,
and snow plow to the low bidder, John F . Garlisch &
Sons, in the amount of $2,497.00 net. Upon roll call,
the vote was:

It was moved by Alderman Leer, seconded by Alderman
Koplos, to concur with Streets and Traffic Committee's
recommendation to award the bid for Section 82CS - MFT
the improvement of Wieboldt Avenue - to the low bidder,
Arcole Midwest Corporation, in the amount of $46,116,48
and return the checks or bonds of the unsuccessful bidders.
Upon roll call, the vote was:

It was moved by Alderman Leer, seconded by Alderman
Wagner, to concur with Streets and Traffic Committee's
recommendation to post by police order signs - "2 hour
Parking" on the north side of Devon Avenue near O'Hare
Office Center and authorize the City Attorney to draft
the necessary ordinance. Motion declared Carried.
It was moved by Alderman Leer, seconded by Alderman
Wagner, to concur with Streets and Traffic Committee's
recommendation to advertise for bids returnable July 7,
1969, for the improvement of various streets with MFT
Funds - Section 83CS, and authorize City Engineer to
draft necessary specifications. Motion declared Carried.
Alderman Leer, Chairman, set a meeting of the Streets
and Traffic Committee for 8 P.M., June 25th.
It was moved by Alderman Figard, seconded by Alderman
Thomas, to concur with Water Committee's recommendation'
to award the bid,for new tractor with endloader and
backhoe to the low bidder, P & W Industrial Sales
in the amount of $6,802.17, net. Upon roll call, the
vote was:

It was moved by Alderman Figard, seconded by Alderman
Hinde, to concur with Water Committee's recommendation
to advertise for bids returnable June 30th for 8 inch
watermains in River Street, and Ida, Perry, and Jefferson,
City Engineer toidraft necessary specifications,
and property owners to share percentage of cost. Motion
declared Carried.
Alderman Thomas set a meeting of the Water Committee for
8 P.M., June 25th.
It was moved by Alderman Bonaguidi, seconded by Alderman
Figard, to award the bid for the Cleaning of Catch Basins
to the low bidder, Town and Country Services, Inc.,
in the amount of $6.95 per basin. Upon roll call, the
vote was:

DYNO MOTORS Sherwood, to concur with Building Control and Inspection
855 Rand Rd. Committee's recommendation to approve the sign request
Approve of Doyno Motors for a 3 x 39 foot sign with intensity
controlled by Building Commissioner and no raceway lites.
Motion declared Carried.
SIGN It was moved by Alderman Wagner, seconded by Alderman
DOYNO MOTORS Thomas, to concur with Building Control and Inspection
APPROVE Committee's recommendation to approve the 25' sign
placed twenty feet behind property line of Doyno Motors
at 855 Rand Road. Motion declared Carried.
SIGN It was moved by Alderman Wagner, seconded by Alderman
PONDEROSA Swanson, to concur with Building Control and Inspection
STEAK HOUSE Committee's recommendation to deny sign request of
DENY Ponderosa Steak House at 1360 Lee Street for sign
37'4" high. Motion declared Carried.
DENY SIGN It was moved by Alderman Wagner, seconded by Alderman
KENTUCKY Thomas, to concur with Building Control and Inspection
FRIED Committee's recommendation to deny the sign requests of
CHICKEN Kentucky Fried Chicken proposed to be located at 1340
Lee Street and 1263 Elmhurst Road. Motion declared

BLDG. CODE It was moved by Alderman Wagner, seconded by Alderman
AMENDMENT Czubakowski, to authorize the City Attorney to draft
STREET the necessary amendment to the Building Code having

Alderman Koplos, Chairman, set a meeting of the Parking
Lots Committee with Commissioner of Public Works for
Thursday, June 26th at 8 P.M.
It was moved by Alderman Michaels, seconded by Alderman
Shillington, to concur with Judiciary Committee's
recommendation to authorize the City Attorney to
file and prosecute an appeal in the Lunar Oil Case.
Upon roll call, the vote was:

COMMITTEE Alderman Swanson announced a meeting of the Finance
MEETING Committee for 7:30 P.M., June 17th.
SPECIAL Alderman Swanson reported on the meeting held in
AERONAUTICS Pittsburgh with Mayors who are concerned with noise
from airports, but who don't necessarily have airports
within their municipality...this meeting called by
the Mayor of Ingelwood, California, with a plan of
formulating a working committee to combat said problem..,P

Alderman Figard left the meeting at this time.
HISTORICAL Alderman Czubakowski announced a meeting of the
SOCIETY Historical Society at 8 P.M., June 18th at the
Museum, 770 Lee Street.
ORDINANCE The Clerk submitted to Council petition filed this
Z 12-69 day by Victoria E. Maher and Corrine M. Alexander
1869 Busse withapproximately 65 signatures of residents on Mason
Lane and Busse Highway, objecting to rezoning of
property located at 1869 Busse Highway. The Clerk
also read the letter from General Telephone Directory
Company, withdrawing permission to use the parking
lot adjacent to Busse Highway as a reserve lot for the proposed Youth
Center. It was moved by Alderman Swanson, seconded by Alderman Sherwood
to remove Ordinance Z-12-69, rezoning property located at 1869 Busse
Highway, from the table. Upon roll call, the vote was:

It was moved by Alderman Swanson, seconded by Alderman Sherwood to
adopt Ordinance Z-12-69. Discussion of the Parking at the proposed
youth center at 1869 Busse Highway took place at this time. There
being no objection, Mr. Don Erickson, 1873 Busse Highway, addressed
the Council stating that in his belief the maximum number of cars
that could be parked on subject lot would be 25, which would mean
therefore the parking lot owned by him would contain the overflow,
requiring him to install an iron fence which would enhance the area.
Following his remarks, Mr. Giovannini and Mr. Hommerding, petitioners,
addressed the Council stating that they have spent the last three
years looking for a location that would be desirable and available
for a youth center operation. They also evaluated to Council their
accomplishments with youth and their desire to operate such a center.
They stated that they believed the parking problem could be resolved,
and continue to seek solutions to the parking situation, if the
Council believes this to be a problem. Following considerable
discussion, it was moved by Alderman Czubakowski, seconded by Alderman
Sherwood, to Table Ordinance Z-12-69. Upon roll call, the vote was:
AYES: - 11 - Alderman Prickett, Sherwood, Hinde,

Board of Local Improvements recommending the passage
of an Ordinance amending Ordinance M-36-67 to increase
the Public benefit portion in the amount of $14,707.02,
to allow the Board to award the contract to the lowest
bidder, H & H Electric Company, in the amount of
$94,450.98, which exceeds the estimate of cost in the
amount of $13,326.63.
Following First Reading, it was moved by Alderman Bona-
guidi, seconded by Alderman Hinde, to waive First Reading
of Ordinance M-30-69, to amend Ordinance M-36-67,
increasing the Punic Benefit portion in the amount
of $14,707.02. Motion declared Carried. It was moved
by Alderman Sherwood, seconded by Alderman Hinde,
to adopt Ordinance M-30-69. Upon roll call, the vote

RESOLUTION It was moved by Alderman Swanson, seconded by Alderman
Permit - 12" Thomas, to adopt a resolution authorizing the Mayor
Watermain and City Clerk to execute Permit to the State Department
Washington of Public Works and Buildings for the proposed 12"
water main under and across the relocated channel of
Weller Creek at Washington Street (extended). Motion
declared Carried.
PLAT OF It was moved by Alderman Wagner, seconded by Alderman
DEDICATION Swanson, to accept Plat of Dedication of Maple Street
MAPLE- CURTIS and Scott -Curtis Street and authorize Mayor and City
Clerk to execute same. Motion declared Carried.
REIMANN The Plat of Reimann Subdivision located outside the
SUBDIVISION City limits north of Gregory Street was referred to the
Plan Commission for study and report.
LOT DIVISION The request of Mrs. Florence Domes for lot diviAion
1874 Spruce of three 50' lots into two 75' lots was referred to the
Plan Commission for study and report.
RYPKEMA The agreement between the City and Elmer C. Rypkema and
AGREEMENT Dora A. Rypkema regarding certain documents in
PARKING LOT connection with the City parking lot on the south side
of Ellinwood, north of Prairie Avenue, was referred to
the City Attorney and Parking Lots Committee for study
and report.
BEAUTIFICATION Communications received regarding items of beautifying
the City were referred to the Beautification Committee.
DRIVEWAY The request of Cormat.Construction Co. for a permit to
PERMIT construct a 22 foot driveway on Hamlet Site at Ida
HAMLET SITE and Jefferson was referred to the Streets and Traffic
Committee for study and report.
LEGISLATION It was moved by Alderman Bonaguidi, seconded by Alderman
SESSION Thomas, to authorize City Attorney DiLeonardi to attend
Legislative Sessions conducted by Illinois Municipal
League, June 19th, re revenue bills. Upon roll call,
the vote was:
AYES: - 13 - Alderman Koplos, Prickett, Sherwood, Leer,
Hinde, Czubakowski, Wagner, Swanson,
Thomas, Bonaguidi, Seitz, Shillington, Michaels.

The letter from State Department of Public Works and
Buildings regarding traffic operations at River and
Rand Roads, requesting ordinance restricting left turns
into Harding Avenue from River Road was referred to
the Streets and Traffic Committee for study and report.
ADJOURNMENT: It was moved by Alderman Shillington, seconded by
Alderman Swanson, that the regular meeting of the City
Council adjourn. Motion Sleclared Catried.
