05/19/1969138 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, MAY 19, 1969 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with a prayer by Reverend Ernest C. Grant, First Congregational Church of Des Plaines, followed by the Pledge of Allegiance to the Flag. ROLL CALL: Roll call indicated the following aldermen present: Koplos, Szabo, Sherwood, Prickett, Bolek, Leer, Figard, Hinde, Wagner, Czubakowski, Thomas, Swanson, Bonaguidi, Shillington, Michaels. Alderman Seitz was absent. Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Captain Haag, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, City Engineer E. N. Fletcher, and City Attorney Robert DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Bonaguidi, seconded by Alderman Prickett to approve the Minutes of the regular meeting of May 5, 1969, as published. Motion declared Carried. REPORTS OF CITY City Comptroller Blietz reported on the new OFFICIALS: tax rates for Maine Township. The City rate increased from .732 to .868 and the total rate for all governmental units went from 6.032 to 6.812.. DEPUTY CHIEF HAAG: Deputy Chief Haag announced the Retirement party for Fire Chief Fred Arndt for Wednesday, May 28 to be held at the Des Plaines Elks Club, tickets available at any Fire station at $7.50 per person. WELL #6 City Engineer reported that the cleaning of Well #6 was completed April 15th. ADV. FOR BIDS It was moved by Alderman Leer, seconded by Alderman SECTION 82CS Wagner, to advertise for bids returnable June 9, WIEBOLDT AVE. 1969, at 10:00 a.m. for improvement of Wieboldt Avenue with MFT funds - Section 82CS - City Engineer to draw specifications. Motion declared Carried. SOO LINE RR PRATT AVE. CITY ATTORNEY Moehling Beam Case The Letter from Soo Line Railroad & E. N. Fletcher regarding Pratt Avenue crossing, was referred to Streets and Traffic Committee for -study and report. City Attorney DiLeonardi reported the Moehling property is no longer contested and is now R-2 Single Family. City Attorney DiLeonardi reported that in the Beam Case, Judge Egan stated that neither the Zoning Board nor the City Council has authority to change Zoning Ordinances as written regarding 10 per cent reduction in land area. Commissioner of Public Works Warnicke reported that stump removal is due to begin this week in the area North of City Hall Building Commissioner Schuepfer and Building Inspector Trost received Certificates from the University of Illinois for attending the Building Officials Institute, 2nd year Curriculum, held in Urbana, January 26 to 31st, presented at this time. Alderman Swanson, Chairman, set a meeting of the Municipal Development Committee for May 26th at 7:30 P.M. It was moved by Alderman Thomas, seconded by Alderman Figard, to concur with Police Committee's recommendation to amend Ordinance M-5-69, as cited in Ordinance M-26-69, to allow Auxiliary policemen to be non-residents of the City and to receive no compensation for services performed, except= in specific instances when approved by the City Council. Motion declared Carried. Alderman Hinde, Chairman, set a meeting of the Fire and City Code Committee on May 27th at 7:30 P.M., together with Mr. Chris DeVoney re model rockets. Alderman Bolek, Chairman, seta meeting of the License, Health and Inspection Committee together with Mr. Peter Yianibus of the Spring Green Restaurant regarding liquor license request for Ftiday, May 23rd, at 8:30 a.m. Alderman Swanson, Chairman of the Sanitation Committee, reported on the land fill at River & Golf Roads. Mayor Behrel was requested to write letter to Sisters of Nazareth and Arc Disposal for joint meeting together with members of the Sanitation Committee regarding same. It was moved by Alderman Bonaguidi, seconded by Alderman Shillington, to retain Attorney James Dowd to render a legal opinion on Article 3A of the 1964 Pre -Annexation agreement with Sisters of Nazareth. Police Chief Hintz was requested to compile a survey of the City as a whole regarding stop signs, yield signs, parking signs, etc. in residential areas, in an effort to improve traffic flow within the City limits. Referred to Streets and Traffic Committee was Alderman Shillington's request for the City Council to consider levying a Utility Tax to finance a by-pass or over -pass over the railroad tracks at either Oakton Street or Thacker Street, or both. POLYPHOSATES: It was moved by Alderman Figard, seconded by Alderman Thomas, to award the bid for polyphosphates to the low bidder, Warren Chemical Company, in the amount of $260.00 per ton - bid checks or bid bonds to be returned. Alderman Sherwood, Chairman of the Youth Activity Committee, reported on the Police Boys Club annual trip in June to Eagle River, Wisconsin - forty boys and one police officer for ten days - cost $70 per boy. Letters soliciting support sent to businesses and industries. Alderman Sherwood reported on a new House Bill that Chicago will have the right to annex property from municipalities surrounding airports. It was requested that Mayor Behrel research this matter further. Alderman Sherwood, Chairman, set a meeting of the Youth Activity Committee for June 12th at 7:30 P.M. Alderman Czubakowski, Chairman, set a meeting of the Beautification Committee for Friday, May 23rd, at 11:30 a.m. in the Clerk's office together with Commissioner of Public Works, City Engineer, and representatives of the Boy Scouts Mayor Behrel reported on a conversation with Chicago and NorthWestern Railway representatives in which he was informed that the budgeted item of 1969 for the reformation of the station platforms had been pre-empted due to floods in Sister Cities to the north. Following the motion to withdraw Ordinance B-2-69, having to do with Emergency Lights in elevators, the motion was with drawn following a roll call vote. ORDINANCE Following second reading, it was moved by Alderman Swanson, M-25-69 seconded by Alderman Thomas to adopt Ordinance M-25-69, ALLEY vacating the alley on the south side of River Street - VACATION Lot 19. H.B.#288 WATER ZONING CASES Variations Mayor Behrel reported that House Bill #288, having to do with municipalities obtaining water from lakes saved from pollution by sanitary district facilities to serve any water consumer outside limits of municipalities has passed the House and is in the Senate. It was moved by Alderman Figard, seconded by Alderman Bolek to oppose House Bill #288. Motion declared Carried. It was moved by Alderman Swanson, seconded by Alderman Thomas, that Council concur with recommendations and decision of Zoning Board to deny variations in the following cases: 69-15-V; 69-16-V; 69-17-V; 69-18-V, and 69-19-V. PET FOR The petition for Annexation from John and Blanche Popp, ANNEXATION owners of property located on the east side of Elmhurst, Elmhurst North of Oakton Street, was referred to the Municipal Development Committee for study and report. The letter from Chicago and North Western Railway Co, dated May 15, 1969, with reference to vehicular flow of rush hour traffic with respect to trains arriving too close together and tying up gates too long, was placed on file. COMMITTEE Mayor Behrel reminded Council of meeting, May 21, 1969, MEETING with Municipal Development and Water Committee regarding water service in School District #63 and 207. MANAGEMENT SERVICE The letter from Industry and Government Management Services re Management services for the City of Des Plaines was referred to the Finance Committee for study and report. PARKING A review of the Parking Restrictions and necessities at North & North and First Avenues was referred to the Streets and First Traffic and Parking Lots Committees for study and report. TRAFFIC Alderman Shillington's.request for Survey of Traffic Signs SIGN in the Eighth Ward as well as traffic signals was referred SURVEY to Chief of Police Hintz to be incorporated with survey originally proposed in residential areas.
