MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL ROOM, CITY HALL,
MONDAY, MAY 5, 1969
CALL TO ORDER : The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Behrel, at 8:03 P.M. The meeting opened with a prayer
by Vicar Fred Meyer of Grace Lutheran Church, Prospect Heights, followed
by the pledge of allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Rateike, Szabo, Prickett, Bolek, Leer, Figard, Hinde,
Czubakowski, Wagner, Swanson, Thomas, Bonaguidi,
Shillington, Michaels. Alderman Seitz arrived at
8:10 P.M.
Also present were: City Comptroller Blietz, Police Chief Hintz,
Fire Captain Haag, Building Commissioner Schuepfer, Commissioner of
Public Works Warnicke, City Engineer E. N. Fletcher, and City Attorney
DiLeonardi.

VAL.ATION
It was moved by Alderman Prickett, seconded by Alderman
Rateike, to approve the Minutes of the regular meeting
of April 21, 1969, as published. Motion declared
Carried.
The report of the Health Department for April, 1969,
was paced on file.
City Comptroller Blietz reported that the 1968 assessed
valuation of taxable property in the City of Des Plaines
rose 6.8% to $234,657,648., an increase of $15,017,032.
JOHNNY"S Building Commissioner Schuepfer reported that Mr.
MOBILE HOMES Brierton, owner of Johnny's Mobile Homes, has installed
the sign approved by the Council, prior to the removal
of the present sign, and without a proper permit.
City DiLeonardi reported on the status of the suit
authorized by Council to be brought against said owner, stating that
the suit would be filed within a few days, inasmuch the owner continues
to fail to comply with the City's Ordinances.
CITY ATTORNEY City Attorney DiLeonardi reported that the requests
for variations to build on 25 ft. lots on Sycamore
and Ma- ,?:e were denied by the Zoning Board. Further
that on May 13th, a public hearing will be held
on various text amendments requested by the City regarding Certificate
of Occupancy, filing fees, and clarification of abandoned uses.
He further reported that a memorandum regarding the sale of lots
located at Sunset and Stillwell by the City had been submitted in a
written memo at this meeting. Following considerable discussion, it
was moved by Alderman Shillington, seconded by Alderman Swanson, to
readvertise for bids for said lots, returnable June 9th. Motion
declared Carried.

Variations
Submitted to Council by City Attorney DiLeonardi was
a memorandum regarding the procedure to be followed
upon filing of Petition for Discovery of Ballots.
Upon questioning of Alderman Bolek, City Attorney
DiLeonardi discussed with Council a report sent by
him to the Des Plaines Zoning Board of Appeals
regarding a legal opinion on said Board's procedure
to be followed on petitions for height variations.
No action taken.

Prickett, to concur with Municipal Development Committee's
recommendation to accept the Plat of Dedication for
Fourth Avenue, and authorize the Mayor and City Clerk
to execute same. Motion declared Carried.
It was moved by Alderman Swanson, seconded by Alderman
Prickett, to concur with Municipal Development
Committee's recommendation Grant of Easement by
Commonwealth Edison Company on Deane Street and
Chestnut Street, and authorize the Mayor and City Clerk
to execute same. Motion declared Carried.
AGSCO It was moved by Alderman Swanson, seconded by Alderman
Subdivision Wagner, to concur with Municipal Development Committee's
350 E. Howard recommendation to approve the Plat of Agsco Subdivision
located at 350 E. Howard Street and authorize the
Mayor and City Clerk to execute same. Motion declared
Carried.
EQUIPMENT
FIRE DEPT.
It was moved by Alderman Ratei1e, seconded by Alderman
Shillington, to concur with Fire and Finance Committee's
recommendation to award the bid for the Seagrave Truck
with aerial ladder for the Fire Department to the low
bidder, Illinois FWD Truck and Equipment Co., in the
amount of $68,112.00. Upon roll call, the vote was:
AYES: - 16 - Alderman Rateike, Szabo, Prickett, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner,
Swanson, Thomas, Bonaguidi, Seitz,
Shillington, Michaels, Mayor.

FIRE DEPT. The letter from Fire Chief Arndt, regarding re -location
HEADQUARTERS of Fire Department Headquarters was referred to the

Alderman Szabo questioned the action taken on the
dump site at River and Golf Roads., and considerable
discussion followed. Mr. Wayne Quilico, 1580 Vaaburen
St. addressed the Council, representing the Cook Co.
Clean Streams Committee, stating that Notice of
Violation #69105 had been served upon the Arc Disposal
Company April 29, 1969, for River Pollution with flying
debris of plastic and paper, from the Metropolitan
Sanitary District. No action taken.
It was moved by Alderman Leer, seconded by Alderman Hinde,
to concur with Streets and Traffic Committee's recom=
mendation to award the bids for two trucks to the
low bidder, Gilmore International, Inc. - dump truck
with plow, $9,196.00 net and Dump truck with spreader
$9,088.00 net. Upon roll call, the vote was:
AYES: - 16 - Alderman Rateike, Szabo, Prickett, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner,
Swanson, Thomas, Bonaguidi, Seitz,
Shillington, Michaels, Mayor.

It was moved by Alderman Leer, seconded by Alderman
Hinde, that Council concur with Streets and Traffic
Committee's recommendation to post three way stop
signs at Susan Drive and Cordial Drive and authorize
the City Attorney to draft the necessary ordinance.

PARKING It was moved by Alderman Bolek, seconded by Alderman
1414 Oakton Prickett, to concur with Streets and Traffic Committee's
recommendation to post "No Parking" signs on the north
side of Oakton Street in front of 1414 Oakton Street
from the East Drive to the corner at Center Street.
It was moved by Alderman Bolek, seconded by Alderman
Prickett, to defer action until next meeting.

It was moved by Alderman Leer, seconded by Alderman Hinde,
to concur with Streets and Traffic Committee's recommenda-
tion to post "Slow Children Crossing" signs at White and
Howard Streets. Motion declared Carried.
It was moved by Alderman Leer, seconded by. Alderman Thomas,
to concur with Streets and Traffic Committee's recommenda-
tion to post Load Limit 3 tons signs on Howard Street
from River Road west and authorize the City Attorney to
draft the necessary ordinance. Motion declared Carried.
SOUTHWEST It was moved by Alderman Leer, seconded by Alderman Bolek,
NORTHWEST PL. to concur with Streets and Traffic Committee's recommenda
tion to post stop signs for Southwest Place traffic to
stop for West Grant Drive and Northwest. Place trafficto
stop for West Grant Drive, and to authorize the City
Attorney to draft the necessary ordinance. Motion
declared Carried.'

It was moved by Alderman Leer, seconded by Alderman Bolek,
to concur with Streets and Traffic Committee's recommenda-
tion for stop signs (3 -way) at the intersection of Wicke
and Webster Lane and authorize the City Attorney to draft
the necessary ordinance. Motion declared Carried.
It was moved by Alderman Leer, seconded by Alderman Swanson,
to authorize the City Attorney to draft the necessary
ordinance for No Parking on the south side of Woodlawn
Avenue from the Soo Line tracks east to Arlington Avenue.
Motion declared Carried.
WATERMAIN It was moved by Alderman Figard, seconded by Alderman
WASHINGTON Thomas, to concur with Water and Finance Committee's
STREET recommendation to award the contract for the Washington
Street watermain to the low bidder, Neri Construction Co.,
in the amount of $6,209.29, Wieboldt Co. sharing $1,554.24
of the cost for the installation of a 12" main, checks
and or bonds of the unsuccessful bidders to be returned.

Watermain Prickett, to concur with Water Committee's recommendation
Graceland to advertise for bids returnable May 26th to install a
12" watermain in Graceland Avenue from Ellinwood to
Thacker at an estimated cost of $42,400 - City Engineer
to draw plansand specifications. Motion declared Carried

ADV. FOR BIDS It was moved by Alderman Figard, seconded by Alderman
Watermain Prickett, to concur with Water Committee's recommendation
Harding to advertise for bids returnable May 26th for an 8"
watermain on Harding Avenue from Laurel to Western, at an
estimated cost of $12,000 - DoAll Company to pay 50% of
the cost - City Engineer to draw plans and specifications.

BILLS It was moved by Alderman Szabo, seconded by Alderman Leer,
PAYABLE to adopt the following resolution: BE IT RESOLVED BY
THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND
CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT
FOR SAME: Total $121,737.20. 1lIt was moved by Alderman
Szabo, seconded by Alderman Leer, to withhold Voucher
#7464, in the amount of $444.00. Upon roll call, the vote

AIR & WATER Alderman Prickett, Chairman, announced that a meeting
POLLUTION with Mr. George Franks will be held May 7th, to discuss
noise abatement prior to the meeting of May 22nd with
Airport Officials. He further reported on the all -day
seminar held April 29th at the University of Illinois
on the subject of Air and Water Pollution.
BEAUTIFICA- It was moved by Alderman Czubakowski, seconded by Alderman
TION LEASE Swanson, to concur with Beautification Committee's recom-
mendation to enter into a Beautification Lease agreement
with Chicago and Northwestern Railway Company, for the
purpose of land beautification on railroad right-of-way
and station grounds, and authorize Mayor and City Clerk
to execute same. Motion declared Carried. Ald.
Czubakowski further reported that the station depot is
in the process of being painted and plans are being
developed for a clean-up week beginning June 1st.
ORDINANCE The Clerk submitted petition's filed in the Clerk's office
Z-12-69 to deny rezoning request as cited in Ordinance Z-12-69,
1869 Busse property located at 1869 Busse Highway. It was moved
by Alderman Prickett, seconded by Alderman Bonaguidi,
to table Ordinance Z-12-69, and refer said petitions to
City Attorney to determine legal effect on votes
necessary to adopt. Motion declared Carried.
ORDINANCE Following second reading, it was moved by Alderman Rateike
T-2-69 seconded by Alderman Hinde, to amendn®tdinanceiTItQ-69,
PARKING by eliminating the following from Section 1: "Along the
East side of Pennsylvania Avenue, Along the South side
of Roxbury Lane, Along the North side of Springfield
Avenue." Motion declared Carried. It was moved by
Alderman Prickett, seconded by Alderman Czubakowski, to
adopt Ordinance T-2-69, as amended. Upon roll call, the

ADJOURNMENT: It was moved by Alderman Rateike, seconded by Alderman
Prickett, that Council adjourn to reconvene later when
the new Council is seated. Motion declared Carried.
Newly elected officials were duly sworn at this time in the presence
of Judge Anton Smiegel, Presiding Judge of the Third' District Court.

Prickett, Szabo, and Alderman Wagner, as the Canvassing
Board to accomplish said discovery. Council recessed
at this time. When Council reconvened, Alderman Prickett
reported that the discovery recount had been completed.

Wreath to be placed in Memorial Park by the City.

City Clerk reported Notice of Hearing on petition of
United Motor Coach Company before Illinois Commerce
Commission to discontinue and abandon certain routes
(not within City of Des Plaines) had been received and
placed on filed.
City Clerk submitted Governor Ogilvie's Proclamation
setting aside the week of May 25-31 as Clean Streams Week
in Illinois.
The letter from Building Commissioner Schuepfer regarding
a Text Amendment to the Zoning Ordinance re sideyard
requirements in the C-4 District was referred to the
Municipal Development Committee for study and report.
LOT DIVISION The request for a lot division at 2280 Webster Lane by
2280 Webster Biestek Construction Co. was referred to the Plan Commission.
LUNT & BIRCH Alderman Thomas's request for Lunt and Birch Street traffic
WHITE ST. to yield to Riverview and No Parking Signs on the east side
of White Street from Oakton north to the alley was referred
to the Streets and Traffic Committee for study and report.
Following the reading of the letter of resignation
submitted by Fire Chief Arndt, it was moved by Alderman
Prickett to accept the resignation and direct the Mayor
to send a letter of commendation for his years of
service to the Fire Department. Motion declared Carried.

It was moved by Alderman Prickett, seconded by Alderman
Bonaguidi, that the City interpose an objection to the
method proposed for expansion of the Illinois Tollway
System by mortgaging the existing Toll Road system, and
adopt a resolution supporting the principles embodies
in House Bill 225. Motion declared Carried.
Mayor Behrel reported that communication has been
received from the State Highway Department granting
authority to the City to install traffic signals at the
intersection of Rand & Third Avenue. It was moved by
Alderman Bonaguidi, seconded by Alderman Seitz, to
authorize the City Engineer to resubmit plans and
specifications for said signals. Motion declared
Carried.
Referred to the Streets and Traffic Committee for study
and report was the improvement of Fourth Avenue between
Golf and Rand Roads.
The letter of Attorney DiLeonardi and a copy of the
proposed ordinance regarding Auxiliary policemen was
referred to the Police Committee for study and report.
Alderman Swanson set a date for Municipal Development
Committee meeting for 7:30 May 12th. Alderman Thomas
called a meeting of the Police Committee for 7:30 May 8th.
Mayor Behrel was requested to negotiate with the Park
District and adjoining property owners in an effort
to obtain necessary dedication of land to improve
Eighth Avenue from Drake to Stone.
Alderman Swanson, Chairman, set a meeting of the Sanitation
Committee with interested parties, to discuss the dump
site at River & Golf Roads for 8:30 May 12th.
Alderman Figard set a meeting of the water Committee
for 8 P.M., May 12th.
Alderman Wagner set a meeting of the Building Control
and Inspection Committee for Thursday, May 8th at 8:30 P.M.
Alderman Shillington's request for yield signs for
traffic on Kathleen Drive to stop for traffic on Leahy
Circle was referred to the Streets and Traffic Committee
for study and report.
