IN THE COUNCIL ROOM, CITY HALL,
MONDAY, APRIL 21, 1969
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H1
Behrel, at 8:08 P.M. The meeting opened with a prayer
by Rev. Bernhard Johanson, pastor of the First Presbyterian Church of
Des P&aines, followed by the pledge of allegiance to the flag.
ROLL CALL:
Roll call indicated the following aldermen present:
Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard
Hinde, Czubakowski, Wagner (arrived at 8:12 p.m.)
Swanson, Thomas, Bonaguidi, Seitz, Shillington,

Also present were: City Comptroller Bliet,z, Police Chief Hintz, Fire
Chief Arndt, Building Commissioner Schuepfer, Commissioner of Public Works
Warnicke, City Engineer En. Fletcher, and City Attorney DiLeonardi.

The following reports were submitted and ordered
placed on file: Appropriation Expenditures thru March
31,.1969; Fire Department Quarterly Report; Police
Department Quarterly report.
City Attorney DiLeonardi reported that the Court ruled
in favor of Lunar Oil Company in the issuance of a
license to operate a service station at the corner
of River Road and Thacker Streets. A meeting of the
Judiciary Committee was set for May 7th at 7:30 P.M.
Submitted by City Attorney DiLeonardi was a written
memorandum regarding Aldermanic Election Contest
Procedure.
It was moved by Alderman Bolek, seconded by Alderman
Wagner, that Council revoke authority of the Zoning
Board of Appeals to grant height of buildings
variations in excess of that shown in the Zoning
Ordinance and request that such variations be
forwarded to the Council for further action, following
Public Hearing on same. Motion declared Carried.
It was moved by Alderman Swanson, seconded by Alderman
Prickett., to concur with Municipal Development
Committee's recommendation to approve the Plat of
Dolores Subdivision and authorize the Mayor and -City
Clerk to execute same upon posting of necessary cash
or bond .for improvements. Motion declared Carried.
Alderman Swanson, Chairman, set a meeting of the
Municipal Development Committee for 7:30 p.m. April 28th.
LIQUOR. LICENSE Referred to the License Health and Inspection Committee
was the most recent application of Peter Frank

MOTORS recommendation to approve the sign request of Ladendorf
Motors, Inc. for a sign 45' in height to be located on the
south side of Rand Road, approximately 90' from the curb.

LADENDORF to concur with the Building Control and Inspection Committee's
MOTORS recommendation to approve the sign request of Ladendorf
Motors, Inc. for a 36'6" sign to be located on the south

ORDINANCE Placed on First Reading was Ordinance T-2-69, prohibiting
T-2-69 Parking on Penna. Ave., Roxbury Lane, Springfield Avenue,
Wieboldt Avenue, and Elmhurst Road.
ORDINANCE Mr. Edward Jachimeck, granted permission to address the
M-18-69 Council, requested that action on Ordinance M-18-69 be
Alley - reconsidered, inasmuch the permit to build his building
River St. will be delayed further if no action is taken. It was then
moved by Alderman Bolek, seconded by Alderman Rateike, to
amend Ordinance M-18-69, vacating the alley south of River
Street, to read Lots 1 through 18...instead of 19. Motion
declared Carried.. It was moved by Alderman Swanson,
seconded by Alderman Leer, to adopt Ordinance M-18-69,
as amended. Upon .roll call, the vote was:
