MINUTES: It was moved by Alderman Prickett, seconded by Alderman Rateike, to approve the Minutes of the regular meeting of March 17, 1969, as published. Motion declared Carried. It was moved by Alderman Hinde, seconded by Alderman Wright, to approve the Minutes of the Special Meeting of March 28, 1969, as published. Motion declared Carried. AWARD - WATER Presented to Commissioner of Public Works Warnicke CONSERVATION by Mr. Vinson Kreimeier was Water Conservation Award Master for 1968 by Master Leakfinding Company as follows: Leakfindering "To the Department of Public Works of the City of Company Des Plaines for having attained the accountable of 92% water used through methods of Conservation" REPORTS OF CITY The following reports were placed on file: Health OFFICIALS Department for March; Statement of Cash Receipts January to March 31st; Building Commissioner's report for March. HIKERS Chief of Police Hintz reported that last Friday approximately 2,000 High School students participated in a Hike for the Hungry and are to be commended for their discipline as they passed through the City of Des Plaines. Well #6 City Engineer Fletcher made a progress report on the work being done at Well #6,stating that to date they have been unable to reach the equipment and that the contractor started drilling today trying to get through the grade elevation. CITY ATTORNEY City Attorney reported that the Kiwania's Water Suit is set for trial May 1st, the Lunar Oil Case is set for April 14th, and the annexation case against the City sometime ago by the Moehling's is set for April 14th. The Rand=Wolf zoning case is set for April 30, and further that the Rand -Central Zoning case appeal will be heard May 5th. He reported also that a suit has been filed against the Village of Mt. Prospect relative to the property recently annexed by the City of Des Plaines west of Elmhurst Road. COMMITTEE Alderman Szabo set a meeting of the Elm Tree Disease MEETING Committee for April 17th at 8 P.M. RESOLUTION It was moved by Alderman Bolek, seconded by Alderman Figard, YOUTH - to adopt a Resolution commending the citizens of our City DRUGS who worked to compile and send the pamphlet on "Drugs and Your Youth", at no cost to the City. Motion declared Carried. BAGS CIVIL DEFENSE It was moved by Alderman Czubakowski, seconded by Alderman Hinde, toconcur with Civil Defense Committee's recommendation to purchase 3,000 polypropylene bags for Civil Defense preparedness, from the Horwitz Bag Company, at a cost of of $160 per thousand. ORDINANCE Following second reading, it was moved by Alderman Prickett, Z-9-69 seconded by Alderman Rateike, to adopt Ordinance Z-9-69, UDP -PD authorizing a Special Use in the Nature of a Planned Development under the Zoning Ordinanceof the City of Des Plaines. Alderman Seitz expressed his viewpoints against the Ordinance stating that this may set a precedent and he believed it to be an abandonment of the dome concept to be contained in the downtown area. Alderman Michaels reaffirmed his position that he did not believe it would set a precedent and Alderman Bonaguidi joined in that belief. Upon roll call, the vote was: AYES:. - 14 - Alderman Rateike, Szabo, Prickett, Wright, Bolek, Figard, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Shillington, Michaels, Mayor. The request of Agsco Corporation for a re -subdivision at 350 East Howard Street, was referred to the Plan Commission for study and report. Alderman Szabo's request for "No Parking This Side of Street" on the south side of River .Street ..from_River Road to end of the street.. at. the river., was: referred to the Streets and Traffic. Committee for study and report and signs will be posted by Police Order in the interium. Placed on file was the X -Resolution adopted by the Illinois Commerce Commission granting permission to the Chicago and North Western Railway to shorten track circuits at the grade crossing of its tracks with Thacker Street. Control. and Inspection Committee's recommendation to authorize, the issuance of a sign permit to Ladendorf.Motors for a.45' sign -to be located at Rand Road, just.east.of Mt. Prospect Road. After discussion, it was moved by Alderman Seitz, seconded by Alderman Michaels to defer action until next meeting. It was moved by Alderman Szabo,seconded by Alderman Wagner, to concur with Building Control and Inspection Committee's recommendation to authorize the issuance of a sign permit to Johnny's Mobil Homes, 2811 Mannheim Road for a sign 22' in height. It was moved by Alderman Swanson, seconded by Alderman Bonaguidi, to amend the motion to include that said sign permit not be issued until the existing sign is removed. Motion declared Carried. It was moved by Alderman Szabo, seconded by Alderman Figard, to concur with Building Control and Inspection Committee's recommendation to authorize the issuance of a sign permit to Lawry's Foods, Inc. for a sign to be installed on the pent- house, 16' in height with the letter symbol "L". It was moved by Alderman Szabo, seconded by Alderman Wagner, to concur with Building Control and Inspection Committee's recommendation to authorize the issuance of a sign permit to Midas Muffler Shop, 1575 Oakton Street, for a sign 32' in height. It was moved by Alderman Szabo, seconded by Alderman Rateike, to concur with Building Control and Inspection Committee's recommendation to authorize the issuance of a sign permit to Whopper -Burger King Restaurant, 860 Elmhurst Road, for a sign approx. 20'6" in height. Motion declared Carried. 4/7/69 120 Page seven AGREEMENT Mayor Behrel reported that the State Highway Department STATE has requested the City to execute an agreement regarding HIGHWAY No Parking on Elmhurst Road pertaining to the widening DEPARTMENT program from the tollway to Golf Road. It was moved by ELMHURST Alderman Prickett, seconded by Alderman Rateike, to authorize RD. the Mayor and City Clerk to execute said agreement upon completion of an investigation regarding the clause which required the City to maintain traffic signals and furnish electric energy for same. Upon roll call, the vote was: AYES: - 16 - Alderman Rateike, Szabo, Prickett, Wright, Bolek, Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. FOREST Alderman Bolek requested that Mayor Behrel negotiate with AVENUE the owners of property on the south side of Forest Avenue to adcomplish dedication of land and eventual improvement of said street, where a half street exists. PARKING Alderman Prickett's request for "No Parking" in front of RIVER & service station located at the corner of Miner Street and MINER River Road was referred to the Streets and Traffic Committee for study and report. WATER Alderman Prickett requested that Mayor Behrel contact the POLLUTION State Waterways Division to determine the type and content of an ordinance proposed bythe City in an effort to correct conditions existing contributing to the pollution of the Des Plaines River. SIDEWALKS Mayor Behrel reported at the request of Alderman Shillington ELMHURST that plans are being drawn for sidewalks on the east side of Elmhurst Road between Kathleen and Millers Road and meetings are being held with Commonwealth Edison Co. regarding their obligation to install same. LITTERING Alderman Szabo requested that the Department of Public Works DOVER or some Department explore the condition of excessive littering in the Dover Lane, Dover Court area, and certain newspaper publishers be contacted in an effort to correct condition.
