CALL TO ORDER : The regular meetin4..of the:City Council of the City of
Des Plaines was.called to order by Mayor Herbert H.
Behrel,..at 8:05 P.M. The.meeting.opened with a prayer
by Rev. Donald Hughes of,St. Stephen'sProtomartyr.Catholic Church,
followed by the pledge_.of.allegiance..to the flag.

There being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Prickett, seconded by Alderman
Rateike, to approve the Minutes of the regular meeting
of March 17, 1969, as published. Motion declared
Carried. It was moved by Alderman Hinde, seconded by Alderman Wright,
to approve the Minutes of the Special Meeting of March 28, 1969, as
published. Motion declared Carried.
AWARD - WATER Presented to Commissioner of Public Works Warnicke
CONSERVATION by Mr. Vinson Kreimeier was Water Conservation Award
Master for 1968 by Master Leakfinding Company as follows:
Leakfindering "To the Department of Public Works of the City of
Company Des Plaines for having attained the accountable
of 92% water used through methods of Conservation"
REPORTS OF CITY The following reports were placed on file: Health
OFFICIALS Department for March; Statement of Cash Receipts
January to March 31st; Building Commissioner's report
for March.
HIKERS Chief of Police Hintz reported that last Friday
approximately 2,000 High School students participated
in a Hike for the Hungry and are to be commended for their discipline
as they passed through the City of Des Plaines.
Well #6 City Engineer Fletcher made a progress report on the
work being done at Well #6,stating that to date they
have been unable to reach the equipment and that
the contractor started drilling today trying to get
through the grade elevation.
CITY ATTORNEY City Attorney reported that the Kiwania's Water Suit
is set for trial May 1st, the Lunar Oil Case is set
for April 14th, and the annexation case against the
City sometime ago by the Moehling's is set for April
14th. The Rand=Wolf zoning case is set for April 30,
and further that the Rand -Central Zoning case appeal will be heard May 5th.
He reported also that a suit has been filed against the Village of Mt.
Prospect relative to the property recently annexed by the City of Des
Plaines west of Elmhurst Road. He also reviewed the memb submitted to
Council by mail regarding the pending suit of Beam VS The City of Des
Plaines and Building Commissioner Schuepfer, ur4iing passage of Ordinance
Z-10=69.
SPECIAL ASSESSMENT City Clerk Rohrbach presented the Recommendation and
#192 - Watermain Estimate of Cost of the Board of Local Improvements
Notth of Touhy for the... Improvement. ofportions. of. Westview Drive,'
Webster Lane, Eastview Drive and
Touhy Avenue by installing watermains, together with
appurtenances,.the.cost thereof -to be paid by
Special Assessment No. 192, at an estimated cost of
$55,488.47, in addition to a draft of ordinance for

Alderman Bolek requested that the Committee study the solution
to the appearance of tops of some existing commercial
buildings housing mechanical_ equipment.

COMMITTEE Alderman Szabo set a meeting of the Elm Tree Disease
MEETING Committee for April 17th at 8 P.M.
RESOLUTION It was moved by Alderman Bolek, seconded by Alderman Figard,
YOUTH - to adopt a Resolution commending the citizens of our City
DRUGS who worked to compile and send the pamphlet on "Drugs and
Your Youth", at no cost to the City. Motion declared Carried.

Hinde, toconcur with Civil Defense Committee's recommendation
to purchase 3,000 polypropylene bags for Civil Defense
preparedness, from the Horwitz Bag Company, at a cost of
of $160 per thousand. Upon roll call, the vote was:

ORDINANCE Following second reading, it was moved by Alderman Prickett,
Z-9-69 seconded by Alderman Rateike, to adopt Ordinance Z-9-69,
UDP -PD authorizing a Special Use in the Nature of a Planned Development
under the Zoning Ordinanceof the City of Des Plaines.
Alderman Seitz expressed his viewpoints against the Ordinance
stating that this may set a precedent and he believed it to be
an abandonment of the dome concept to be contained in the
downtown area. Alderman Michaels reaffirmed his position
that he did not believe it would set a precedent and Alderman
Bonaguidi joined in that belief. Upon roll call, the vote was:
AYES:. - 14 - Alderman Rateike, Szabo, Prickett, Wright, Bolek,
Figard, Hinde, Czubakowski, Wagner, Swanson,
Bonaguidi, Shillington, Michaels, Mayor.

PARKING The letter from Mr. Peter Mandas regarding the parking
Oakton St.. condition in front of building at 1414 Oakton Street was
referred to the Streets and Traffic Committee for study
and report.
SUBDIVISION The tentative Plat of Subdivision of approximately 27 acres

Accepted and Placed on file was the petition from residents
of the Dover Drive, Pennsylvania Avenue area regarding
existence of rodents.
The request of Agsco Corporation for a re -subdivision at
350 East Howard Street, was referred to the Plan Commission
for study and report.
Alderman Szabo's request for "No Parking This Side of Street"
on the south side of River .Street ..from_River Road to end of
the street.. at. the river., was: referred to the Streets and
Traffic. Committee for study and report and signs will be
posted by Police Order in the interium.
Placed on file was the X -Resolution adopted by the Illinois
Commerce Commission granting permission to the Chicago and
North Western Railway to shorten track circuits at the grade
crossing of its tracks with Thacker Street.
It was moved by Alderman Bonaguidi, seconded by Alderman Seitz,
to lLauthorize the City Engineer.to draw Plat of Dedication
for the north half of Princeton, to be executed by Mr. and
Mrs. William Tagge, as per agreement made with Mayor Behrel,
and to authorize the City Attorney to draft the necessary
agreement, for the improvement of the north half of Princeton
Avenue. Motion declared Carried.

Inc. have issued. a. progress . report_,.in:, booklet. form. It was
moved by Alderman Prickett,. seconded:by.:Alderman Bolek, to
authorize.the_purchase.of..500 said booklets for distribution
by the City..at.. an. approximate. cost. of 40per booklet. Upon

the City has started it's•street cleaning and repair
programs.. Further that 142•trees have been planted
and hope to complete planting of 1,000 trees before
the weatheris unfavorable.
It was moved by .Alderman Swanson, seconded by Alderman
Prickett, to concur with Municipal Development
Committee'.s recommendation. to concur with Des Plaines
Zoning Board of Appeals in -Case 69-20-R to rezone
property located_at 1161 Elmhurst Road to C-2 Commer-
cial upon annexation and authorize the City Attorney
to prepare the.Annexation Ordinance and Amendment
to the. Zoning Ordinance for•further consideration by
the Council. Mation declared Carried.

recommendation to authorize the Board of Fire and
Police Commission to certify six firemen from the
eligibility list, effective May 5, 1969. Motion

Alderman Rateike set a meeting of the Fire, Building and
Grounds, and Civil Defense Committees for 8:30 P.M., to
discuss the installation of a panel in the Fire Department
the the purchase of handy -talkie radios.
It was moved by Alderman Shillington, seconded by Alderman
Hinde, to concur with Building and Grounds Committee's
recommendation to purchase a 600 K Microfilm machine from
Eastman Kodak in the amount of $4,395.00. After discussion,
it was moved by Alderman Bolek, seconded by Alderman
Swanson, to defer action on said recommendation until
next meeting.
It was moved by Alderman Shillington, seconded by Alderman
Szabo, to concur with Building and Grounds and Finance
Committee's recommendation to award the bid for the exterior
painting of the Municipal Building to the lowest responsible
bidder (second low bidder), Erwin Hauck & Son, in the
amount of $1,816.00• Upon roll call, the vote was:

to concur with, License., Health and Inspection Committee's
recommendation to authorize the location of Cab Stand #2
at the. Cumberland Station, available to all cab companies,
providing three spaces for taxi -cabs. Motion declared
Carried.
It was moved by Alderman Szabo, seconded by Alderman Wagner,
to concur with Building. Control. and Inspection Committee's
recommendation to authorize, the issuance of a sign permit
to Ladendorf.Motors for a.45' sign -to be located at Rand
Road, just.east.of Mt. Prospect Road. After discussion,
it was moved by Alderman Seitz, seconded by Alderman Michaels
to defer action until next meeting.
It was moved by Alderman Szabo,seconded by Alderman Wagner,
to concur with Building Control and Inspection Committee's
recommendation to authorize the issuance of a sign permit
to Johnny's Mobil Homes, 2811 Mannheim Road for a sign 22'
in height. It was moved by Alderman Swanson, seconded by
Alderman Bonaguidi, to amend the motion to include that said
sign permit not be issued until the existing sign is removed.
Motion declared Carried. Motion as amended declared Carried.
It was moved by Alderman Szabo, seconded by Alderman Figard,
to concur with Building Control and Inspection Committee's
recommendation to authorize the issuance of a sign permit
to Lawry's Foods, Inc. for a sign to be installed on the pent-
house, 16' in height with the letter symbol "L". Motion
declared Carried.
It was moved by Alderman Szabo, seconded by Alderman Wagner,
to concur with Building Control and Inspection Committee's
recommendation to authorize the issuance of a sign permit
to Midas Muffler Shop, 1575 Oakton Street, for a sign 32'
in height. Motion declared Carried.
It was moved by Alderman Szabo, seconded by Alderman Rateike,
to concur with Building Control and Inspection Committee's
recommendation to authorize the issuance of a sign permit
to Whopper -Burger King Restaurant, 860 Elmhurst Road, for a
sign approx. 20'6" in height. Motion declared Carried.

AGREEMENT Mayor Behrel reported that the State Highway Department
STATE has requested the City to execute an agreement regarding
HIGHWAY No Parking on Elmhurst Road pertaining to the widening
DEPARTMENT program from the tollway to Golf Road. It was moved by
ELMHURST Alderman Prickett, seconded by Alderman Rateike, to authorize
RD. the Mayor and City Clerk to execute said agreement upon
completion of an investigation regarding the clause which
required the City to maintain traffic signals and furnish
electric energy for same. Upon roll call, the vote was:
AYES: - 16 - Alderman Rateike, Szabo, Prickett, Wright, Bolek,
Figard, Hinde, Czubakowski, Wagner, Swanson,
Thomas, Bonaguidi, Seitz, Shillington, Michaels,
Mayor.

FOREST Alderman Bolek requested that Mayor Behrel negotiate with
AVENUE the owners of property on the south side of Forest Avenue
to adcomplish dedication of land and eventual improvement
of said street, where a half street exists.
PARKING Alderman Prickett's request for "No Parking" in front of
RIVER & service station located at the corner of Miner Street and
MINER River Road was referred to the Streets and Traffic Committee
for study and report.
WATER Alderman Prickett requested that Mayor Behrel contact the
POLLUTION State Waterways Division to determine the type and content
of an ordinance proposed bythe City in an effort to correct
conditions existing contributing to the pollution of the
Des Plaines River.
SIDEWALKS Mayor Behrel reported at the request of Alderman Shillington
ELMHURST that plans are being drawn for sidewalks on the east side
of Elmhurst Road between Kathleen and Millers Road and meetings
are being held with Commonwealth Edison Co. regarding their
obligation to install same.
LITTERING Alderman Szabo requested that the Department of Public Works
DOVER or some Department explore the condition of excessive
littering in the Dover Lane, Dover Court area, and certain
newspaper publishers be contacted in an effort to correct
condition.
ADJOURNMENT: It was moved by Alderman Prickett, seconded by Alderman
Rateike, that the regular meeting of the City Council adjourn. e4
