CALL TO ORDER;' The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Behrel, at 8:10 P.M. The meeting opened with a prayer
Rev. R. A. Bruehi-of the First Methodist Church, followed jy the
pledge of -allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard
Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi,
Seitz, Shillington, Michaels,
Also present were: City Comptroller Blietz, Police Chief Hintz, Deputy
Fire Chief Haag, Building Commissioner Schuepfer, Commissioner of
Public Works Warnicke, City Engineer E. N. Fletcher, and CityuAttorney
DiLeonardi.
There being a quorum present, the meeting was in order.
DAY Mayor Behrel introduced Mr. John Stanton, Editor of
PUBLICATION Des Plaines Day and Day Publications who presentedtheir
AWARD Community Service Award "Mr. Des Plaines of 1968" to
Mr. James I. Radlein, 1356 Fifth Avenue.
MINUTES:
It was moved by Alderman Prickett, sedonded by Alderman 0
Rateike, to approve the Minutes of the regular meeting
held March 3, 1969, as published. Motion declared
Carried.
AIRPLANE Mr. A. H. Castle, 1029 W. Grant Drive, was granted per -
NOISE mission to address the Council regarding Airplane noise
in the Des Plaines area, requesting the Council to pass
a resolution in an effort to not only control noise
but reduce the number of flights leaving O'Hare Airport
daily. Mayor Behrel then reported that he had conversed
with Mr. Callahan of the FAA and further that in his
conversation with Mr. Harold Collier today, he was
assured that Mr. Collier would make every effort to
discuss this situation with the FAA in Washington and
report within seven or eight days. Alderman Michaels
read from a recent issue of the flight manual, noting
that the aircraft leaving New York and Washington air-
ports are requested to quiet engines particularly in
those areas in which noise is recorded. After discussion,
it was moved by Alderman Bolek, seconded by Alderman
Michaels to adopt a resolution requesting that night
flights be eliminated at O"Hare Airport immediately.
Motion declared Carried.
REPORTS The reports of City Comptroller Blietz on Statement of
OF CITY Cash Receipts from January 1, 1969 to February 28, 1969
OFFICIALS was placed on file.
POLICE CHIEF Police Chief Hintz reported that members of the Police
Department have completed their "In Service" training
and that four sergeants are attending Supervision School.
Adv. for Bids Following the report of City Engineer on the progress at
Well #6, it was moved by Alderman Leer, seconded by
Alderman Figard to advertise for bids returnable April
14, at 10 a.m. for the 1969 Maintenance Program, specifi-
cations to be drawn by the City Engineer. Motion
declared Carried.
PARKING LOT It was moved by Alderman Wright, seconded by Alderman
ELLINWOOD ST. Hinde, to authorize the City Engineer to draft plans for
the improvement of property on Ellinwood Street, presently
the site of "Dogs and Suds" as a parking lot and report
at the next Council meeting. Motion declared Carried.

was the Annual Report of the Department of Public Works
and City Engineer.
METROPOLITAN City Attorney DiLeonardi reported that the Metropolitan
SANITARY Sanitary District has filed a notice of appeal before the
DISTRICT Appellate Court regarding the decision rendered to locate
APPEAL a sewage treatment plant at Oakton Street and Elmhurst
Road. It was moved by Alderman Prickett, seconded by
Alderman Michaels to authorize the City Attorney to re-
present the City in defending said decision. Upon roll
call, the vote was:

Bolek, Leer, Figard, Hinde, Czubakowski,

ZONING SUIT City Attorney DiLeonardi reported that the City and
959 -ET Grant Building Commissioner has been sued by Mr. Robert Beam,
an adjoining property owner to vacant lot located at
853 E. Grant Drive, upon which a variation was granted
by Des Plaines Zoning Board of Appeals and subsequently
a building permit issued. It was moved by Alderman Swanson,
seconded by Alderman Hinde, to authorize the City Attorney
to continue to defend the City and Building Commissioner
in aforementioned suit. Upon roll call, the vote was:
AYES: - 17 - Alderman Rateike, Szabo, Prickett, Wright,
Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Bonaguiidi, Seitz,
Shillington, Michaels, Mayor.

ANNEXATION• The City Attorney reported that it was discovered last
Elmhurst &' week that Mt. Prospect passed an ordinance annexing land
Dempeter just west of Elmhurst Road, on the south side of Dempster
that was annexed by•the City Council April 15, 1968,
and advised Council that the'City's ordinance should
prevail. It was moved by Alderman Prickett, seconded by
Alderman Seitz, to authorize the City Attorney to take
whatever legal steps are necessary to defend the annexa-
tion ordinance. Upon roll call, the vote was:
AYES: - 17 - Alderman Rateike, Szabo, Prickett, Wright
Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Bonaguidi, Seitz,
Shillington, Michaels, Mayor.

Alderman Swanson, Chairman, set a meeting of the
Municipal Development Committee for 7:30 P.M., March
24th.
It was moved by Alderman Rateike, seconded by Alderman
Shillington that Council concur with Fire Committee''s
recommendation to authorize the City Attorney to pre-
pare the necessary ordinance to amend the code to re-
quire that all elevator cars be equipped with a battery
operated emergency light. Motion declared Carried.
Alderman Rateike reported that still under consideration
by the Fire Committee is the installation of a fire
alarm system board to accomodate at least 100 units.
Also, the letter from Chief Arndt regarding sprin&Iing
equipment in a multiple family district.

the amount of 751 per square foot. Upon roll call, the

to concur with Streets and Traffic and Finance Committees
recommendation to purchase a Trailevator from Illinois
Lawn Equipment, Inc. at a delivered price of $925.00 for
the Public Works Department. Upon roll call, the vote was:

It was moved by Alderman Leer, seconded by Alderman Hinde,
to concur with Streets and Traffic Committee and Traffic
Commission'''s recommendation to post "No Parking" signs
on the east side of Pennsylvania Avenue, south side of
Roxbury,and the north side of Springfield Terrace and
authorize the City Attorney to prepare the necessary
amendment to the ordinance. Motion declared Carried.
It was. moved by. Alderman Bonaguidi, seconded by Alderman
Seitz to post "No Parking from 8 a.m.. to 4:30 p.m., Monday
thru Friday" on Cornell Avenue and Cambridge Rd. to replace
the present signs, on a. ninety=day trial police order.
Referred to the Traffic Commission was Alderman Thomas's
request for stop signs at the intersection of Rusty Drive
and Parkwood Lane and/or David and Rusty Lane.

IMPROVEMENTS Michaels.,..to:concur with Water Committee's recommendation
to -increase. -the contract with. E. F. Mueller, in the amount
f of $632.50 for new copper tubing.and gate valves in the
water softening plant improvements.' Upon roll call, the

ORDINANCE Placed on First Reading was Ordinance Z-9-69 authorizing
Z-9-69 a Special Use in the nature of a Planned Develoilment
UOP - pd under the Zoning Ordinance for Universal Oil Products
owned property at Mt. Prospect and Algonquin Roads.
MFT RESOLUTION It was roved by Alderman Figard, seconded by Alderman
Improvements Wagner, to adopt a resolution appropriating $300,000
Motor Fuel Tax Funds for the improvement of various
arterial streets - known as Section 83CS. Upon roll call
the vote was:

The letter, read to the Council, from Des Plaines Re -
Development Association,. Inc. regarding.. their acceptance
of the. plans. on Prairie. Avenue improvements was referred
to the Municipal Development and Streets and Traffic
Committees.
Read to the Council was the letter regarding the issuance
of permits by the Metropolitan Sanitary District, in the
event Mt. Prospect requests pumping station permits, and
placed on file.
Mayor Behrel reported that the Third District Court's
monthly maintenance invoice has been increased to $250
effective March 1, 1969, to accomodate Jury Court, per
letter from Judge Smigiel
Mayor Behrel reported that Groundbreaking ceremonies
for the new fire station to be built by North Maine Fire
Protection District will be held March 21st at 2 p.m.
BEAUTIFICATION Appointed : y Mayor Behrel with Council approval were the
COMMITTEE following to the Beautification Committee: Alderman
Czubakowski, City Clerk Eleanor Rohrbach, Alderman
Bonaguidi, and Alderman Szabo.
Parking Referred to the Streets and Traffic Committee for study
PRAIRIE AVE. and report was Alderman Leer's request for par king
meters on Priarie Avenue, just west of First Avenue.
Also referred to the Parking Lots Committee.
RESOLUTION
Judge Tonn
It was moved k2y Alderman PricEett, seconded by Alderman
Shillington, to adopt a Resolution of CDndolence to the
members of the family of Judge Tonn, who recently passed
away. Motion declared Carried.
OAKTON ST. Mayor Behrel read the letter from Thomas G. Cots, Acting
IMPROVEMENT Superintendent of Highways of Cook Co., stating that
the improvement of Oakton Street from Mt. Prospect Rd.
to Lee Street is included in the Department's 1970-73
Improvement Program. It was moved by Alderman Wagner,
seconded by Alderman Czubakowski, to authorize the Mayor
to immediately pursue the City's request to install left -
turn signals at the intersection of Lee and Oakton.
Motion declared Carried. Alderman Prickett further
requested that the Mayor renew the request for left -
turn signals at Touhy and River Roads.

Road to Elmhurst Road and Alderman Czubakowski's request
for speed limit signs on Mannheim Road from Prospect to
Touhy Avenues.
