01/20/196980 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, JANUARY 20, 1969 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:14 P.M. The meeting opened with a prayer by Rev. Robert T. Prater, pastor of the First Methodist Church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Rateike, Szabo, Prickett, Wright, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels. Absent were Alderman Bolek and Czubakowski. Also present were: City Comptroller Blietz, Police Chief Hintz,.Fire Chief Arndt, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, City Engineer Fletcher, Fire Lt. Arthur, Assistant Commissioner of Public Works Warnicke, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: REPORTS OF CITY OFFICIALS: City Engineer III Bd. of Local Improvements S. A. #190 Orchard Place Metropolitan Sanitary Dist. Case COMMITTEE REPORTS: Zoning Cases 68-67-A & 68-68A Office Bldgs. Z2111.41- 9._ -6-8-70-A Text - Storage of Books or Periodicals It was moved by Alderman Prickett, seconded by Alderman Rateike, to approve the Minutes of the regular meeting of January 6, 1969, as published. Motion declared Carried. Submitted and placed on file was the 1968 Police Annual Report. Engineer Q. Fletcher made a detailed report of the Street, Storm Sewer, Watermain, Sanitary Sewer and Miscellaneous projects describing their various stages of design or construction - report placed on file. City Clerk Rohrbach reported that a resolution was adopted by the Board of Local Improvemeiits approving the preliminary plans' and estimate of cost for the improvement of Anderson Subdivision, newly annexed, with a system of watermains, setting the date of February 26th for the public hearing. City. Attorney DiLeonardi reported that the date set for settling the last six objections to S. A. #190 - Orchar.d Place -.has been set for January 24th before the court. City Attorney DiLeonardi reported on the status of the Metropolitan Sanitary District Case, stating that they have filed a motion to vacate the previous decree entered December 20th and that they will have thirty days after argument on that motion to file a motion of appeal if they so desire. It was moved by Alderman Swanson, seconded by Alderman Wagner, that council concur with Municipal Development Committee's recommendation that the report of the Zoning Board be concurred with in Cases 68-67-A and 68-68-A, text amendments to allow office buildings in M-2 and M-3 Districts, and authorize the City Attorney to pre- pare the amendments to the Zoning Ordinance for further consideration by the Council. Motion declared Carried. It was moved by Alderman Swanson, seconded by Alderman Shillington, to concur with Municipal Development Committee's recommendation that the report of the Zoning Board in Case 68-70-A, text amendment to allow the storage of. books or periodicals as a permitted use in the C-2 District, and authorize the City Attorney to prepare the text amendment for further consideration by the Council. Golf ZONING CASES 68-57-A, 68-58-A, 68-59-A, 68-60-A, 1/20/69 Page two 81 It was moved by Alderman Swanson, seconded by Alderman Szabo, to concur with Municipal Development Committee's recommendation to concur with the report of the Zoning Board in Case 68-74-A to.rezone property located at 414 E. Golf Road to C-2 Commercial and authorize the City Attorney to prepare the amendment to the Ordinance for further consideration by the Council. Motion declared Carried. It was moved by Alderman Swanson, seconded by Alderman Szabo, to concur with Municipal Development Committee's recommendation to concur with the report of the Zoning Board in Cases 68-57-A, 68-58-A, 68-59-A, 68-60-A, and 68-61-A, text amendments in the R-5 and C-4 Districts 68-61-A and authorize the City Attorney to prepare the amendments Text Amendments for further consideration by the Council. It was moved, R-5 & C-4 after discussion, to delete Case 68-59-A, having to do with 12 i foot set -back on double frontage lots, from afore- mentioned report. Motion to amend declared Carried. Motion as amended declared Carried. Zoning Case 68-59-A referred back to Municipal Development Committee for further consideration. Committee Meeting Snow Blower Fire Station #3 Fire Hydrants Signs - Rand Road Committee Meeting Watermain Ellinwood Pipe - Well #6 Committee Meeting Water System Updating Alderman Swanson, Chairman, set a meeting for the Municipal Development Committee for 8 P.M., January 27th. It was moved by Alderman Rateike, seconded by Alderman Shillington, to concur with Fire Committee's recommendation to authorize the purchase of a snow blower to be used at Fire Station #3, at a cost not to exceed $300. Upon roll call, the vote was: AYES: - 15 - Alderman Rateike, Szabo, Prickett, Wright, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor NAYS: 0 - None ABSENT: 2 - Alderman Bolek, Czubakowski There being fifteen affirmative votes, Motion declared Carried. The letter from Fire Chief Arndt regarding the hooking up of certain fire hydrants was referred to the Water Committee and City Engineer for study and report. Referred to the Building Commissioner was the investigation of certain large signs under construction on the south side of Rand Road, near .Public Service pump station. Alderman Shillington, Chairman, set a meeting of the Building and Grounds and Finance Committee for 7:30 P.M., January 27th. It was moved by Alderman Figard, seconded by Alderman Thomas, to concur with Water Committee's recommendation to advertise for bids returnable February 10th at 10 a.m. for a 12" watermain on Ellinwood between Graceland and Lee Streets - City Engineer to draw the specifications. Motion declared Carried. It was moved by Alderman Figard, seconded by Alderman Prickett, to concur with Water Committees recommendation to advertise for bids returnable February 10th at 10 a.m. to pull and replace approximately 42' of pipe in Well No. 6 - City Engineer to draw the necessary specifications. Motion declared Carried. Alderman Figard, Chairman, set a meeting of the Water Committee for February 10th at 7:30 P.M. It was moved by Alderman Figard, seconded by Alderman Prickett, to authorize the City Engineer to review and submit a report on a sectional basis of all undersized watermains, together with estimate of cost of substitution to' update the present water system. It was moved by Alderman Bonaguidi, seconded by Alderman Wagner, to concur with Sewer and Finance Committees' recom- mendation to award the bid for Section 14 of the Storm Sewer program to the low bidder, Rossetti Construction Co., in the amount of $65,137.30 and return the checks and/or bonds of the unsuccessful bidders. Upon roll call, the vote was: AYES: - 15 - Alderman Rateile, Szabo, Prickett, Wright, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. It was moved by Alderman Bonaguidi, seconded by Alderman Wagner, to concur with Sewer Committee's recommendation to advertise for bids for Section 17 of the Storm ewer program, returnable February 10th at 10 a.m. - City Engineer to draw the necessary specifications. Motion declared Carried. It was moved by Alderman Szabo, seconded by Alderman Rateike, to concur with Building Control and Inspection Committee's recommendation that the Building and Fire Departments inspect buildings such as Half -Way House Care Centers under the City's Rooming IIouse Ordinance. Motion changed after discussion to request the City Attorney to draft guidelines for consideration of the Council regarding inspection standards for fire hazard consitions. Motion declared Carried. Alderman Leer, Chairman, reported on the progress of tree removal by Bishop's tree Service stating that a total of 28 trees were removed from December 30th to January 9, including 10i hours of emergency repairs. Further that 117 letters have been sent to property owners where diseased elm trees need to be removed from private property. Alderman Hinde, Chairman, set a meeting of the Judiciary Committee for 8:30 P.M., January 27th. It was moved by Alderman.Wagner, seconded by Alderman Prickett, to concur with Mayor Behrel's appointment of Mr. Daniel Morava to the Library Board to fill the unexpired term of Mr. Horn, expiring June 30, 1969. Motion declared Carried. It was moved by Alderman Szabo, seconded by Alderman Rateike, to concur with Mayor Behrel's appointment of Mr. Edward Priebe for one year as Electrical Inspector. Motion declared Carried. MISSILE Site - Libertyville Urban Transport- ation It was moved by Alderman Figard, seconded by Alderman Thomas, to concur with Mayor Behrel's appointment of Mr. George Mott as Chairman of the Human Relations Commission for the year 1969. Motion declared Carried. The letter from the Village of Glenview regarding participation by the City of Des Plaines in opposing the location of a Missile Site at Libertyville was referred to the Air and Water Pollution Committee for study and report. Mayor Behrel submitted a written report to Council on his recent visit to Washington, D. C., with representatives of the Products Planning Associates, Inc., regarding the solution to urban transportation problems and study thereof. Street & Mayor Behrel submitted a written report, discussing same, Highway regarding the proposed functional reclassification of the System street and highway system within the corporate limits of various cities and villages, including Des Plaines. Parking Referred to the Traffic Commission for study and report was Penna. Ave. Alderman Michaels request for "No Parking" on one side of Pennsylvania Avenue and other streets surrounding Devonshire Park. Traffic Referred to the Traffic Commission for study and report was Study - the problem of people by-bassing the traffic signal at Wolf Wolf] Lincoln, and Oakton by using Lincoln and Oxford in Homeland Acres Oxford Subdivision, suggesting speed limit and load limit signs. see, 1/20/69 Page seven 86 Lee & Mayor Behrel reported on continuing correspondence with Oakton - the State Iiighway Department regarding a. solution to the Left -turn City's request for left -turn signals at the intersection Signals of Lee and Oakton. Committee ?alderman Figard, Chairman of the Water Committee, announced Meeting_ a meeting with representatives of Commonwealth Edison Company at Pumping Station #2, January 21st, with City Engineer, to discuss the power factor problem.
