MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF DES PLAINES, ILLINOIS,
HELD IN THE COUNCIL ROOM, CITY
HALL, MONDAY, AUGUST 19, 1968.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Behrel at 8 P.M. The meeting opened with a prayer by Rev. Robert A. W.
Bruehl, Pastor of the First Methodist Church, followed by the pledge
of allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Szabo, Prickett, Wright, Bolek, Leer, Figard, Hinde,
Czubakowski, Wagner, Swanson, Thomas, Seitz, Shillington.
Absent were Aldermen Rateike, Bonaguidi, and Michaels.
Also present were: Fire Chief Arndt, Chief of Police Hintz, City
Comptroller Blietz, Commissioner of Public Works Warnicke, City Engineer
Fletcher, and Attorney Robert J. DiLeonardi.
There being a quorum present, the meeting was in order.

MINUTES:
Miss Des Plaines, Sharon Navaritil, upon being introduced
by Alderman Figard, presented Mayor Behrel with the 4th
Place Ribbon awarded Des Plaines for their float entered
in the Illinois Sesquicentennial Parade in Springfield,
August 9th.
It was moved by Alderman Prickett, seconded by Alderman
Thomas, to approve the Minutes of the regular meeting
of August 5, 1968, as published. A correction was made
on Page five, deleting all figures under Cost per tree,
last paragraph. After correction, motion declared
Carried.
REPORTS OF Placed on file was the Statement of Cash Receipts from
CITY OFFICIALS:January 1, 1968 to July 31, 1968, from the office•of the
Comptroller.
Storm Police Chief Hintz reported that between the hours of
Damage 6 and 11 p.m., Friday, August 16th, during the storm,
three men detailed to answer telephone calls received
the following calls: 115 re electricity; 118 re fallen
trees; 18 re flooding conditions and 7 miscellaneous.
In addition 300 calls for information or complaint.

Following a report of flooding conditions on Easy Street
made by City Engineer Fletcher, it was moved by Alderman
Shillington, seconded by Alderman Bolek, to authorize
the City Engineer to investigate the location of storm
tiles on Easy Street and draw plans and specifications
for relocation of same to eliminate flooding conditions.
Updn roll call, the vote was:
AYES: - 14 - Alderman Szabo, Prickett, Wright, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner,
Swanson, Thomas, Seitz, Shillington, Mayor.

There being fourteen affirmative votes, Motion declared

Following the report of City Engineer Fletcher, placed on
file, in which he recommended that the City request permission
from the State Division of Highways for the construction
of a sewer in Algonquin Road, and abandon sewer construction
on Elmhurst Road, Section #11, it was moved by Alderman
Hinde, seconded by Alderman Czubakowski, to authorize the
City Engineer to draw plans and specifications for the
storm sewer in Algonquin Road from Mt. Prospect Road to
Elmhurst Road. Upon roll call, the vote was:
AYES: - 14 - Alderman Szabo, Prickett, Wright, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner,
Swanson, Thomas, Seitz, Shillington, Mayor.
NAYS: 0 - None

Following the report of City Attorney DiLeonardi on the
hearing of Cook County Zoning Docket #1018 on eight acres
of vacant land located on the North side of Golf Road
approximately 403 feet east of Potter Road, it was moved
by Alderman Prickett, seconded by Alderman Figard, that the
City file a protest to the rezoning of subject property to
R-6 Multiple Family District, in the form of a resolution.
Upon roll call, the vote was:
AYES: - 14 - Alderman Szabo, Prickett, Wright, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner,
Swanson, Thomas, Seitz, Shillington, Mayor.
NAYS: 0 - None
ABSENT: 3 - Alderman Rateike, Bonaguidi, Michaels
There being fourteen affirmative votes, Motion declared Carried.
Following the report of City Attorney DiLeonardi on the hearing
of Cook County Zoning Dockets "1320 and 1325 on property
located on the north side of Ballard Road, east of Knight,
it was moved by Alderman Prickett, seconded by Alderman
Thomas, that the City file a protest to the rezoning of
subject property to R-6 Multiple Family District, in the
form of a resolution. Upon roll call, the vote was'
AYES: - 14 - Alderman Szabo, Prickett, Wright, Bolek,
Leer, Figard, Hinde, Czubakowski, Wagner,
Swanson, Thomas, Seitz, Shillington, Mayor.
NAYS: 0 - None
ABSENT: 3 - Alderman Rateike, Bonaguidi, Michaels
There being fourteen affirmative votes, Motion declared Carried.
City Attorney DiLeonardi reported that he appeared in Court
on the 14th for oral argument before the Judge in the
Metropolitan Sanitary District Suit, at which time the Judge
asked for a written brief on the case from both parties,
and November 20th has been set as the date to determine
the main question. Discussion followed; however no further
action was taken.
Commissioner of Public Works Warnicke reported that additional
equipment has been hired and employees are working overtime;
however it will take two to three weeks to clear debris from
the recent storm.
It was moved by Alderman Swanson, seconded by Alderman Prickett,
that Council concur with Municipal Development Committee's
recommendation to concur with the Zoning Board of Appeals
recommendation to rezone property located at 1630 Rand Road
to C-2 Commercial - Case 68-43-R - and authorize the City
Attorney to prepare the amendment to the Zoning Ordinance
for further consideration by the Council. Motion declared
Carried.
It was moved by Alderman Swanson, seconded by Alderman Prickett,
that Council concur with Municipal Development Committee's
recommendation to concur with Des Plaines 26ning Board of
Appeals in Case 68-41-R - to deny rezoning of property located
at 875 Rand Road, presently owned by Corbetta Construction Co.
Motion declared Carried.
It was moved by Alderman Swanson, seconded by Alderman Thomas,
that Council concur with Municipal Development Committee's
recommendation to concur with Des Plaines Zoning Board of
Appeals in Case 68 -42 -RA, to rezone property located at 1851
and 1855 S. Mt. Prospect Road to M-2 Manufacturing District
upon annexation, and authorize the City Attorney to prepare
the necessary annexation and zoning ordinances. Motion
declared Carried.
Alderman Swanson, Chairman, set a meeting of the Municipal
Development Committee for 7:30 P.M., September 3rd.
Alderman Figard, Chairman, set a meeting of the Police Committee
with the Police Chief for 7:30 P.M., August 23rd.
Alderman Shillington, Chairman, set a meeting of the Building
and Grounds Committee for 8:30 P.M., August 20th.

It was moved by Alderman Leer, seconded by Alderman Hinde,
to prohibit parking on Jefferson Street - south side -
from Ida to Graceland Avenue and to authorize the City
Attorney to prepare the amendment to the Ordinance to be
effective upon the improvement of Graceland Avenue completed.
Motion declared Carried.
It was moved by Alderman Leer, seconded by Alderman Swanson,
that Council concur with Streets and Traffic Committee's
recommendation to make the alley between Miner and Jefferson -
Park Place one-way to enter from Pearson Street and exit
onto Lee Street and authorize the City Attorney to draft
the necessary amendment to the ordinance. Motion declared
Carried. Alderman Bolek voted No.
It was moved by Alderman Prickett, seconded by Alderman
Swanson, to concur with Streets and Traffic Committee's
recommendation to install a two-way stop at the intersection
of VanBuren and White Streets - VanBuren to stop for White
Street and to authorize the City Attorney to draft the
necessary amendment to the ordinance. It was moved by
Alderman Prickett, seconded by, Alderman Swanson to defer
action on the Committee report for two weeks.
Alderman Leer, Chairman, reported that the Streets and
Traffic Committee concurs with the Traffic Commission's
recommendation re the Burke Report that immediate action
through the proper channels be instituted immediately on
both the short term and long term plans for Thacker Street,
and the underpass at the Belt Line tracks.
It was moved by Alderman Figard, seconded by Alderman Hinde,
to concur with Water Committee's recommendation to award the
bid for the Painting of the Lime Storage Tanks to the low
bidder, Craftsmen Painting Service, in the amount of $1,130
and return to the unsuccessful bidders the checks or bonds.
Upon roll call, the vote was:

It was moved by Alderman Figard, seconded by Alderman Bolek,
to concur with Water Committee's recommendation to advertise
for bids returnable September 9th at 10 a.m. to install a
15" watermain on the north side of Oakton Street from Marshall
Drive to Elmhurst Road at an estimated cost of $43,050. -
and to authorize the City Engineer to draft the necessary
specifications. Motion declared Carried.
Alderman Figard, Chairman, set a meeting of the Water Committee
for 7:30 P.M., August 21st., with the Commissioner of Public
Works.
It was moved by Alderman Hinde, seconded by Alderman Wright,
to concur with Sewer Committee's recommendation to award the
bid for Section 15 of the Storm Sewer Program to the low
bidder, Rock Road Construction Co., in the amount of $134,882.00
and return the checks and or bonds of the unsuccessful bidders.
Upon roll call, the vote was:

It was moved by Alderman Szabo, seconded by Alderman Prickett,
to concur with Building Control and Inspection Committee's
recommendation to amend the ordinance to require that plans
of a proposed fence be submitted to the Building Commissioner
for approval and to allow for a permit fee of $5 - City
Attorney to draft the necessary ordinance. Motion declared
Carried.
It was moved by Alderman Wright, seconded by Alderman Wagner
to concur withParking Lots Committee's recommendation to
install thirty-three five hour parking meters in the Municipal
Building Parking Lot at the easterly end. It was moved by
Alderman Bolek, seconded by Alderman Prickett to defer action
on said Committee report for two weeks.
It was moved by Alderman Wright, seconded by Alderman Wagner,
to concur with Parking Meters Committee's recommendation to
install four 36 minute parking meters on the north side of
Miner Street, directly in front of the Municipal Building.
Upon roll call, the vote was:

It was moved by Alderman Wright, seconded by Alderman Wagner,
to concur with Parking Lots Committee's recommendation to
change the first ten of the twenty-four meters, moving
eastward from Graceland Avenue along Miner Street in the
railroad parking lot from two hour to five hour meters.
Motion declared Carried. Alderman Hinde voted No.
Alderman Wagner, Chairman, set a meeting of the Library
Committee with the Library Board for 8 P.M., September 24th.
It was moved by Alderman Prickett, seconded by Alderman
Shillington, to adopt the following resolution: BE IT
RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT
THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND
CITY CLERK ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME:
Withheld from payment were Vouchers as follows: #5096 in
the amount of $2,516.00• #5036 in the amount of $2,499.60;
#7391 in the amount of $833.12. Total $199,050.28.

Following the report of the Special Aeronautics Committee
Chairman, Alderman Swanson, on the August 6th meeting in
Schiller Park with representatives of O'Hare Airport, it
was moved by Alderman Swanson, seconded by Alderman Wagner
to adopt a resolution to be forwarded to Representative
Collier questioning the variance of the FAA proposal to
limit flight operations at O'Hare to 130 and a lesser amount
at New York City airports. Motion declared carried.
Alderman Czubakowski, Chairman, set a meeting of the Special
Sesquicentennial Committee for Friday, August 23rd, at 8 P.M.
It was moved by Alderman Prickett, seconded by Alderman Hinde,
to remove from the table Ordinance M-25-68. Upon roll call,
the vote was:
AYES: - 9 - Alderman Wright, Prickett, Figard, Hinde,
Czubakowski, Swanson, Seitz, Shillington, Mayor.
NAYS: 5 - Alderman Szabo, Bolek, Leer, Wagner, Thomas

M-29-68 to waive First Reading of Ordinance M-29-68, increasing water
Meter meter prices on a 5/8 inch meter to $60 and a 3/4 inch meter
Prices to $80.00. Motion declared Carried. It was moved by Alderman
Prickett, seconded by Alderman Czubakowski, to adopt Ordinance
M-29-68. Upon roll call, thevote was:

regarding Case 68-44-R on property located at the southwest
corner of Ballard and Potter Roads was referred to the
Municipal Development Committee for study and report.
The letter from the Des Plaines 'Zoning Board of Appeals

ADJOURNMENT:
The letter from Gamwood, Inc. withdrawing its application for
a "Beer" only liquor license, was placed on file.
The letter from Norwood Pizza Inn Inc. requesting a "Beer"
only license for the proposed Norwood Pizza Inn, Inc. adjacent
to Bonanza Steak Pit on Elmhurst Road was referred to the
License, Health and Inspection Committee for study and report.
The request to make alley one-way from Central to Berkshire
between Woif Road and ,Nelson Lane, received from Mr. John
Buhr, 585 Central Road, was referred to the Traffic Commission
for study and report.
The letter from Chief of Police Hintz requesting an additional
Captain do the Police Department was referred to the Police
Committee for study and report.
It was moved by Alderman Shillington, seconded by Alderman
Swanson, that the regular meeting of the City Council adjourn.
