CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel,
with Alderman Flauter, Prickett, Tistle, Travis, Bonaguidi, Rate ike, Blume,
Wright and Moehling responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Rateike and seconded by
Travis to approve the minutes of September 17, 1962. The motion was approved
by acclamation vote.
OPEN BIDS ON STREET IMPROVEMENT: On motion by Alderman Travis and seconded
by Tistle the Clerk was instructed to open the above bids. The following bids
were received.
Rock Road Construction Co. 17,574.25
Midwest Construction Co. 19,173.01
Allied Asphalt Paving Co. 18,220.85
The bids were referred to the Street and Finance Committees and City Engineer.
A recess was declared and after reconvening the motion was made by Alderman
Travis and seconded by Prickett to award the bid to Rock Road Construction
Company subject to approval by the State Highway Depgrtmant and return other
bidders' checks.
Alderman Luellen appeared at this time.

OFFICIAL REPORTS:
The Clerk submitted the report of Comptroller for September.
Attorney Dowd reported on Rosemont annexation case and said the case was con-
tinued so the officials of the two cities can hold a meeting.

RIVER -GOLF SUB. PLAT APPROVED: Alderman Blume made the motion which was
seconded by Flauter to approve the above plat. The Council approved by
acclamation vote.
There will be a Municipal Development meeting October 9th at 8:00 P.M.
There will be a Municipal Development meeting October 10th at 7:30 PJM.
There will be a Fire Committee meeting October 8th at 7:30 P.M.
Alderman Rateike reported that he received the price of $100.00 to -wash walls
and ceiling of the Council Roam frau C. and G. Window Cleaning and Janitor
Service. They were instructed to do the work.
Zoning Board to hold hearing to correct sign ordinance. Oh motion by Alderman
Blume and seconded by Rateike the Council referred the 1958 sign ordinance to
the Zoning Board for a hearing. The ordinance had not been included in the
1960 Zoning Ordinance.
TO ADVERTISE BIDS FOR ROCK SALT: On motion by Alderman Wright and Seconded by
Flauter the Council approved to advertise bids for rock salt, with bids returned
October 15th.
Alderman Wright made a verbal report on parking meters.
Alderman Luellen reported 'on elm tree disease.
Alderman Travis made a verbal report on Youth Commission activities.
APPROVAL OF BILIS: Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY OF IFS PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND
PAYABIE AND THAT THE MAYOR AND CITY CLERK
BE AND ARE HEREBY AUTHORIZED TO MAKE

The motion was made by Alderman Prickett and seconded by Rateike to adopt the
resolution. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Blume, Wright, Luellen, Moehling,
Flauter, Prickett, Tistle, Travis and Bonaguidi. Nays: None. The Mayor declared
the motion carried.
VEHICLE LICENSE IBE ORDINANCE: Alderman Bonaguidi made the following report:
"Your Committee on License, Health and Inspection has investigated the above
and has found that Section 1044, Chapter 22 of the City Code and Section 93,
Article 1X of the Traffic Ordinance differ and contradict one another, and
further that Section 1045.1 of Chapter 22 of the City Code is contrary to the
Illinois Statutes.

"We, your Committee on License, Health and Inspection, therefore recommend that
Section 1044, second paragraph be amended to read in substance; 'In the event
said licensee shall transfer the title to the vehicle for which a license was
issued, and then acquire title to another vehicle, said licensee shall, upon
application and payment pf ,x.50 to the City Clerk, be furnished with a new
license plate or windshield sticker, provided however, original license plate or
windshield sticker issued licensee is returned to the City Clerk, or satis-
factory proof of it's destruction, is furnished. Also that the appropriate
changes be made in the Traffic Ordinance.'
"That the fees as indicated in Section 1045 all be increased by the sum of
$1.00 and a paragraph added to read in substance. 'The sum of $1.00 may be
deducted from the above fees if vehicle license is purchased prior to February
1st, in each year.,
"That. Section 1045.1 be eliminated." On motion by Alderman Bonaguidi and
seconded by Blume the, Council approved and City Attorney is to draft ordinance.
DENY LIQUOR LICENSE TO CAMBER COMES: Alderman Bonaguidi made the following
report:

"Your Committee on License, Health and Inspection has investigated the above
and has found there is presently no classification.for an establishment to
serve beer and wine. The committee feels that to create such a classification
at this time would invite additional requests for such licenses with the
possibility of developing beer and wins parlors, which we feel are not conducive
to good suburban living. We, therefore, recommend that the request be denied.".
On motion by Alderman Bonaguidi and seconded by Tistle•the Council approved
the report with Alderman Travis voting "no."
TO maps TAXICABS: Alderman Bonaguidi made the following report: "Your
Committee on License, Health and Inspection has investigated the above and
has found it is apparent to the Committee that Jack's Cabs owned by Edward
Giese", and Tu Tone cabs owned by Harry Picchiotti, have'a definite red for
additional taxi cab licenses in order to fulfill' contracts they have entered
into with various schools for transporting' children. We, your Committee on
License, Health and Inspection, therefore recommend that two additional
licenses be granted to Jack's cab and one additional license be granted to
Tu -Tone for the balance of 1962. Currently Yellow Cab is not utilizing all
the -licenses that they have issued to them, and have indicated that if they
do not have these cabs in operation by the first of the year, they will
willingly relinquish licenses not used. Should they make full use of the
licenses issued to them and the two cab companies mentioned above still show
the need, t#is Committee recc mends that in 1963 these cab companies be
issued permanent licenses." On motion by Alderman Bonaguidi and seconded by
Rateike the Council approved the motion.
ADOPT M-9-62 ORDINAL VACATING PORTION OF LYNLN AVE. The Clerk read for
the second reading the above ordinance. The motion was made by Alderman
Rateike and seconded by Flauter to adopt the ordinance. The Mayor put the
question and the Clerk called the roll with the following results: Ayes:

Clerk received a report of Illinois Commerce Commission hearing of. Citizens
Waycinden Company to sell water to Des Plaines to be held October 2nd at 2:00
P.M. in Springfield State Office Building.

resignation and on motion by Alderman Wright and seconded by Luellen the Council
accepted the resignation. The Mayor will write a letter commending upon her
services to the library.
